Basileus Kifisia raised her eyebrows. “Knowing what little we do of Izalithian religion,” she began, “we can almost guarantee that the vast majority of Izalithians support their current regime and their goddess; I am not certain how one can accuse a queen whose campaign to regain her ancestral throne was bolstered by popular support of standing contrary to her people’s desires. More importantly, I would be shocked if there were fewer people who approved of their monarch than those who desired to see Gilead interfere in their territory. We must assume on that basis that your nation’s armed forces were not acting on behalf of the Izalithians’ own… right to ‘effect change,’ as you put it.” The basileus shrugged her shoulders. “It seems to me that any frustrations you might have had regarding illegal drug shipments into your nation might have been better channeled into a dialogue with Izalith in the hopes of getting those shipments to cease, rather than a blatantly antagonistic exercise that has only served to alienate your nation from a significant portion of the international community. Perhaps indeed, before you accuse others of working without the consent of their people, your own nation might choose not to ignore the will of those same people, commoners as well as queen, by flying Gileadan military hardware above their heads, regardless of their own desires.” Kifisia shook her head. “But that’s not really the issue, is it?” she asked rhetorically. “Your nation speaks of freedoms and liberties, but no one is unaware that King Gregorius wears the purple no less imperiously than the monarch of Dawinia. Do you mean to tell me that His Majesty listens and obeys when some political opportunist gains the ear of the Gileadan people to demand something contrary to the interests of the crown or the state? I will never know the truth, perhaps, but I tell you here that I doubt it. “Don’t mistake me, gentlemen: I do not fault either your government or your king for that.” Kifisia motioned around her. “Achaian Peloponnese, after all, exists as a nation solely to protect its people from outside aggression, but for many years those same people failed to appreciate the service our anax provided. For some time the people and the Megaron stood at odds. You may be sure that the Megaron did not back down from the people--for the people’s own sake. Thus we work today and every day to protect all Achaians, even from themselves. I think in that, gentlemen, we can understand each other.” The basileus narrowed her eyes. “But now that stance, that determination to protect our people, bring us to this point of tension with your United Kingdom. If that comes against the will of our people, or even against the will of your own, so be it--but at least the Megaron will not speak of freedoms so flippantly, and ignore the realities of the state as the word passes through our lips.” Straightening, the basileus announced decisively, “Our restrictions shall remain. No Gileadan ship shall enter Achaian waters; no Gileadan plane shall fly through Achaian airspace; no Gileadan subject shall exist in Achaian territory without the expressed and temporary permission of Anax Kerameikos. That permission extends now to you, gentlemen, and it will expire upon your departure. No other Gileadan subject is likely to have such permission again until King Gregorius makes his next request for diplomacy.” Kifisia looked from one envoy to another for a moment before adding, “If nothing else, the Megaron is always willing to talk.” |

An expression of grave concern washed over Deputy Minister Summer's face as Kifisia spoke. As she left room for him to speak, he did his best to gather his scattered thoughts. "Well, Basileus Kifisia, I must first correct you concerning His Majesty's Armed Forces' role in the surveillance of Izalith. The drones used in the covert operations belong to the Gileadan Intelligence Agency, an agency independent of the Armed Forces. His Majesty acted on the advice of the Intelligence Minister, Hugo Lagos, who is now being questioned for corruption of office and treason before the Grand Court of the United Kingdom. Our King nobly takes full responsibility for past actions on the Kingdom of Izalith; however, I believe that it is worthy of note that he seeks the conviction of he who would misguide the country to such ill methods. And, to your other question concerning the King's willingness to hear the people out and act on such, I have this to say. I have never in my own life witnessed one who fought so hard to not give in to the people's every wish and whim as opposed to his own. I've spent much time overseas and around my own country. Countless times have I cringed at the words of those who charm others into doing their bidding. But Gregorius is not one of these people. He will not cease until every need is met and every desire, within the law, is possible to be achieved. An impossible feat? Yes. Does he care? No. He reformed the Representative Assembly to provide equal representation among the provinces, and he installed the Ministries to attend to the various needs of the Kingdom without interruption of petty politics." During Summers' mini-speech, Deputy Minister Carter felt a chill ascend threw him. The words rang true to him, though he saw the doubtful and maybe even irritated faces of the present Achaians. Then, he noticed the eyes of his ministerial brother, Deputy Minister Summers, beginning to drift out of reality. He took this as a cue and asked their hosts, "Why exactly are you making this decision to forbid Gileadan movement and trade concerning your nation? I can understand that you don't trust our politics, but, as I've said before, only good would come from exposing your markets to the vast resources of the Gileadan economy and its global outreach." Summers, was waiting to see if he could pack his few belongings to leave or begin actually working out a deal as he was sent to do. Kifisia glanced from one Gileadan minister to the other and back before saying, “If you will permit me, I’ll answer those points in order.” To Deputy Minister Summers, the basileus began, “As far as Gilead’s intelligence drones are concerned, it appears I stand corrected. The Megaron does not recognize the significance that Gilead’s government places on the division between its intelligence and military authorities. As Achaian Peloponnese does not share that view, I fear that the anax will consider that distinction to be more rhetorical than literal. However, I thank you for the clarification. Likewise, I thank you for the news regarding your intelligence minister’s current circumstances. As King Gregorius saw fit to follow those recommendations regardless of rather obvious privacy and sovereignty concerns, however, I am equally pleased to hear that His Majesty has accepted responsibility for the actions of his nation in this matter.” The basileus chose not to point out that Intelligence Minister Huge Lagos sounded much more like a scapegoat in Summers’s description than a criminal acting alone; it was a fairly obvious conclusion based on the explanation she had been given, and she was already certain that the Gileadans would know that just as well as she did. “As far as your king’s desire to please all of his people,” Kifisia continued, “that is, of course, His Majesty’s prerogative. Achaian Peloponnese has no opinion if King Gregorius makes such efforts, but I cannot help but point out that those efforts seem to reach their limits at his borders. In this matter of spying abroad, His Majesty clearly was not acting with the best interests of the Izalithians in mind. We can only extrapolate a similar view regarding the citizens of all nations other than his own, against which we must defend.” Turning to the other deputy minister, Basileus Kifisia concluded, “And our ban on Gileadan shipping in Achaian Peloponnese is just one example of that defense. Despite your words, sir, politics saturates every interaction between nations. Achaian Peloponnese refuses to risk developing a dependency on the trade of a nation that it cannot trust politically, in case a final political break between us should lead to Achaian Peloponnese’s economic ruin. That is, of course, in addition to the obvious reason for our current stance: It is much easier to keep track of Gileadans within Achaian Peloponnese when there are so few of them allowed in at any given time. You may be sure that this is only one measure of many meant to ensure that this remains the case.” |

Both Mr. Summers and Mr. Carter took notes; the latter took more intricate notes. As the Achaian's remarks came to a close, Mr. Carter began his response. "Forgive me for my lack of articulation. When I mentioned Gregorius' desire to please the people, I made the mistake of only mentioned Gileadan citizens. You see, love of people transcends borders. This is why he always attempts to continue humanitarian aid flowing to less fortunate countries, even if they fall out of his immediate sphere of influence. Not to say that he's a lovey-dovey fool who would give his last damn to a homeless man only to have that man buy whiskey to slowly kill himself, but does care for people other than his own citizens or those of Gilead's allies. Therefore, I can say with full faith and honesty that with the change in intelligence leadership and with Gregorius restored from his most embarrassing period of withdrawal from the public, Gilead can only be a supportive partner for Achaian Peloponnese. We are willing to clear the air and start from the ground up, so to speak. I would propose allowing air, land, and sea travel through Achaian Peloponnese without your aforementioned restrictions. From there, we could have, within time and reason, meetings between our business and trade departments to establish what trade between our nations will look like once trust is finally earned. However, if you must place some restrictions on us as a show of some defiance to what has been called "imperialism", I propose that you place higher tariffs on Gileadan goods and enact a system of licensing or whatnot that would make traveling difficult, yet possible without the need for direct permission from the Anax as you have suggested." “These proposals constitute a complete reversal of current Achaian policy,” Basileus Kifisia noted flatly. “I cannot be expected to overturn the anax’s decision based on nothing more than words. Nor am I particularly interested in doing so, especially as you ask Achaian Peloponnese to lift these restrictions before even beginning to discuss what benefits could be dredged from that decision. More than that,” the basileus added, “you ask Achaian Peloponnese to step away from the position it declared to its allies in the League of Castratene without bringing them into consideration, and indeed without any prior warning whatsoever. The Megaron is not interested in taking such a step at the moment. Perhaps when we see that King Gregorius’s return to power has resulted in real change in Gileadan policy, we may be more willing to entertain a change of position.” Kifisia sighed. “That said, I understand the idea of compromise. While we are uninterested in changing our economic stance toward Gilead at this time, I propose instead to maintain a political open door between our nations. Subject to the anax’s approval, I ask for your nation to open an embassy here in Kerkyra, and to allow Achaian Peloponnese to do likewise in HeavenGate or some other prominent Gileadan city.” The basileus eyed the Gileadan officials seriously. “I have no idea if this will help to alleviate the tensions between our nations at all,” she said, “but I think you will agree that it will facilitate discussion between us, which will help to keep our tensions locked up in conference rooms and diplomatic offices like this, rather than releasing them onto a battlefield or somewhere equally destructive to both of us.” |

Mr. Carter managed a half-smile, "It is a small step, but it has a strong implication, that being our willingness to cooperate on a level above petty squabbles or slanderous media exchanges." He began to gather his things. Mr. Summers was thankful to finally have the meeting come to a close. He was surprised by the embassy offer though. A surprise to his fellow Gileadan, he managed a smile as well and said to the Achaians, "You can expect to see me in the embassies as frequently as possible, if they're both approved, to rebuild economic ties between our nations. I do thank you for your time here today though." Both men had their things gathered and they expected last words from their hosts. Edited by Cielo, Nov 11 2014, 10:40 PM.

Basileus Kifisia furrowed her brow in surprise as her guests began to fetch their things. After all that, were they preparing to leave after a single exchange of proposals? She quickly smoothed her expression and rose to her feet. “I look forward to our future discussions then, sirs,” the basileus said. “You may be sure that I will bring up the matter of ambassadorial exchange with the anax later today. I cannot imagine that his answer will be long in coming.” The basileus smiled. “I, too, am very pleased that we have made some diplomatic progress today. I certainly look forward to having further discussions with your government in the near future.” She glanced at Ambassador Rodos, who nodded and strode to the door to leave the room; he would call for the diplomatic car, alert Minister Peiraias that this discussion was over, and no doubt enquire about where he would be working for the next week as his office was remodeled. Turning back to the Gileadans, Kifisia motioned toward the door that the ambassador had just exited and said, “Ambassador Rodos will fetch the car to return you to the airport. Thank you once again for coming to meet with us today.” |
