Minister Pagkrati had considered the matter several times already, but as another meeting between the anax and his ministers ended without speaking of it, the interior minister finally decided to raise his voice. “Sir,” he began before Kerameikos could dismiss him and Exterior Minister Peiraias, “what about New DeCapito?”

Kerameikos furrowed his brow. “We are currently friendly enough with New DeCapito,” he said, glancing quizzically at Minister Peiraias. “I believe you would have told me if anything had changed in that regard.”

Peiraias nodded, also glancing over at Pagkrati in slight confusion. “Absolutely, sir,” he said. “Nothing has changed between ourselves and New DeCapito since our first discussion with them. We continue to do modest trade with them, and there is no hint of aggression in their actions.”

“That is true,” Minister Pagkrati said, “but we do remain distant from them in political terms, I believe.”

“We are much less distant from the government of New DeCapito than we are from that of Ramadanhir,” Peiraias disputed.

Kerameikos, though, was nodding along with Pagkrati. “We cannot negotiate when we receive no answer but silence,” he said, “but that is a common fact for every nation in Noverra. New DeCapito’s government, however, speaks--and it speaks to everyone as of right now.” The anax glanced at the map on his wall. “Let us ensure that it continues to speak to us, especially while our attention is elsewhere.” The anax glanced over at the map on his wall again. “We do not know who else will speak to New DeCapito while we do not,” he added, “and it is too much to simply trust that those who do speak to New DeCapito will always be friendly to us. We cannot have a direct rival, and a possible enemy, on our borders.” Kerameikos nodded to Minister Pagkrati as he pulled a sheet of stationery toward him and fetched a pen. “Thank you, Pagkrati, for pointing out this discrepancy on our part. Peiraias, you will deliver this to the Office of Observation and Communication immediately.”

The exterior minister, having seen the sense of his colleague’s worries, nodded. “Of course, sir.”


To President Eva Karenina of New DeCapito:
Kerameikos, anax of the Achaians, sends Greetings!

On behalf of the Megaron of Achaian Peloponnese, I would like to request that representatives of our two governments meet together, either here in Kerkyra or in another location of your choice, to discuss furthering relations between us. Despite our shared borders, New DeCapito and Achaian Peloponnese have yet to truly discuss a meaningful and lasting relationship; the only previous meeting between our two governments took place under the tenure of your predecessor, President Roberts, and while it produced an agreement for trade between our nations, it truly went no further to strengthen our bonds and advance our common interests. If you would permit, I would like to change that as soon as possible.

Please let us know if these arrangements are to your liking. I look forward to hearing your reply.

[OOC: Sorry this is late]

Sitting in her study, Eva Karenina read through her usual mass of letters and legal documents. It was sunset in Azarel, and a dark orange light was cast across all the surfaces. The normal noise emitting from the plaza had died down: everyone was in their homes.

She found a letter that had originated from Achaian Peloponnese. This in itself was unusual: it had been a while since she had heard from New DeCapito's neighbour. She slit open the letter with a letter opener styled like a knife, and read.

As she read, she became amused. "So the Achaians need us again?" she thought. As for common interests... apart from the trade agreement they had, she couldn't think of much else they were both interested in.

"Hmmm... it's worth sending someone, I suppose," she said to herself. She found some paper, and wrote a letter to reply.

We can hold this meeting in Kerkyra, although if it is inconvenient, Azarel instead. We shall be sending one ambassador as soon as possible, so that we may further make links with each other.

"That will have to do," she thought, as she finished. It was 7 'o' clock now, so she took the letter, left it with an Advisor to deliver, and made for her house in the Nova District.

Kerameikos nodded to himself in satisfaction as he read over the message that had just arrived from New DeCapito. “Thank you, Kypseli,” he said to the basileus who had delivered the message to his desk. “On my behalf, please let President Karenina know that we will have no objection to hosting this meeting in Kerkyra. And tell Basileus Kifisia to meet with me regarding her available ambassadors.” As Basileus Kypseli nodded and left the office, the anax turned his attention to other work, but he certainly felt better knowing that this matter would soon be dealt with.

Ambassador Alonissos glanced over his papers one more time as he lounged in Anax Anafiotika Airport, waiting for the DeCapitan delegation to arrive in Kerkyra. His aide for the day, Elpida, glanced out toward the tarmac now and again, but mainly her attention was focused on her watch, which was ponderously nearing the DeCapitans’ expected time of arrival. It wouldn’t be too much longer, at least…

An approaching airport attendant caught Alonissos’s attention. “Ambassador, the flight from New DeCapito is approaching,” he said. “We expect it to land within five minutes.”

“Thank you,” Alonissos said, clambering to his feet. Elpida followed the ambassador’s example as he straightened his jacket and nodded to the attendant. “We’ll wait outside.”

The attendant nodded and turned back to his previous duties, while Alonissos strode through the nearby diplomatic gate and onto the tarmac. The diplomatic car that had brought the ambassador to the airport sat silently in wait; Alonissos moved to stand beside it, and Elpida came up to stand beside him, presenting a single group to grab the newcomers’ attention as soon as they exited their plane. Shading his eyes, Alonissos scanned the skies once more. It was only a matter of time.

"Everything alright?" asked an flight attendant.
"Yes, I'm fine," an Advisor replied.

This advisor was called Carnovo Edico. Mark Jean-Luc was away in Konigmark, so they had had to find a replacement to meet the Achaians. Carnovo had been to Achaian Peloponnese quite a few times, mostly to Pella, although he had visited Kerkyra once. They had taken off from Firenza Esta, and had passed over the border into Achaian territory a while ago.

"Excuse me, sir?" he said.
"Yes?" the attendant replied.
"Can you tell me when our estimated time of arrival is?"
"Of course... about 3 minutes."

And then, as he looked out of the window, the city of Kerkyra became visible out of the window. He pressed his face against the plane window as you would if you were trying to see something at the front of the plane.

"Coming down to land, sir, please fasten your seatbelt."

He fastened his seatbelt, and immediately his ears popped. He hated landings.

The plane touched down and hit the runway with a loud rumbling noise. when it stopped, the flight attendant said over the intercom, "We have stopped. We hope you enjoyed your flight.". He stood up, walked to the door, and opened it. He stepped out.

Ambassador Alonissos put on a smile as the DeCapitan plane taxied toward his position, stopped, and opened its hatch. His smile almost--almost--faltered when he saw the DeCapitan diplomat who had been sent to meet with him. ‘Of all the people to bring to this meeting…’ the ambassador thought to himself furiously. ‘Is Karenina purposely trying to piss off the Megaron?’

He had reason to be irritated. Carnovo Edico had become well known to the Office of Internal Observation over the past few months, as his many visits to the Peloponnese were recorded and inspected to ensure that the vaunted DeCapitan intelligence network--the network that Mark Jean-Luc had practically bragged about to Ambassador Patmos during their nations’ initial meeting--was not attempting to operate on Achaian soil. So far, thankfully for Edico’s continued survival, Internal Observation officials had determined that he had been invited to Pella by legitimate Achaian concerns; his previous visit to Kerkyra, though, had led to a purge of some elements of the local council when no similarly-legitimate reasoning could be found for such an unexpected journey. Only the need to keep the western borders pacified had prevented Internal Observation from removing Edico himself, considering the risk he posed as a foreign government official in the Peloponnese. To find this man now representing his government in a discussion requested by the Megaron was almost intolerable.

Nonetheless, Alonissos forced himself to present a positive and eager air. A failure to communicate would only encourage New DeCapito to find new partners to speak with, and in the final estimation, the Megaron could not afford an enemy on its border--nor would it put up with one. So, with his smile firmly in place, Alonissos stepped forward and held out his hand. “Welcome to Achaian Peloponnese,” he began. “I am Ambassador Alonissos from the Office of International Diplomatic Outreach. Would you care to join me in the car? We’ll arrive at the Megaron in only a short time.”

[OOC: As I once mentioned in RP with Acratania, foreign diplomats in my territory without invitation are effectively spies, and I treat them as such. If any non-Achaian had entered the Peloponnese before my nation came out of isolation this past March, that person would have been executed on the spot, so I've stated that your diplomat has only come to Achaian Peloponnese within the last few months with that in mind.]

[OOC: Well, this is an awkward situation]

Carnovo came down the steps from the plane, and stepped on Achaian soil. He vaguely remembered this place from the last time he came to Kerkyra. Of course, one does not take part in a diplomatic meeting without knowing about the other country, and Achaian Peloponnese seemed a nice enough place.

He got in the car, and closed the door. The atmosphere in the car, while friendly, also seemed a little tense.

Carnovo said, "I'm sorry that one of my superiors couldn't be here. The president is in Izalith, and Mark Jean-Luc is in Konigmark. So, how are things in Achaian Peloponnese?".

“Things are well,” Alonissos replied as the car began to pull away. “The Megaron’s various projects are beginning to show their promise, and we have established closer ties with several of our neighbors for reasons of both trade and mutual defense. Our nation looks forward to strengthening its ties with its new partners… and the anax hopes to form strong partnerships with other neighbors as well. Being close neighbors with New DeCapito, we would be especially pleased to call your government our friend.”

Alonissos motioned toward Carnovo Edico. “And of course, we are equally interested in hearing how New DeCapito fares today. How goes it in your homeland?”

"It's good to hear your nation is prospering," Carnovo said, "and as for mine? New DeCapito is in a time of peace right now. The problems we had in the south have since subsided, and our economy is doing well. As for trade... Achaian Peloponnese remains one of the only countries we trade with. Nothing much has changed since our last meeting."

He looked out of the window, and the car drove on.

Alonissos nodded to Edico as the diplomatic car approached the Megaron’s main gate. As the building came into view, the ambassador said, “It is especially good to hear that New DeCapito has regained its equilibrium. The anax was briefly worried that there would be more serious trouble regarding matters in the south, but we were very relieved to learn that President Karenina was able to calm tensions and regain peace in your nation. Achaian Peloponnese values its economic ties to New DeCapito no less than your government does, after all.”

The car finally arrived in front of the Megaron’s main entranceway, flanked as always by Achaian military officers, one of whom quickly descended the steps to the drive in order to open the car door for the diplomats inside. Stepping out onto the pavement, Ambassador Alonissos turned to his guests and motioned to the doors. “Welcome to the Megaron,” he said. “If you’ll follow me, I will be glad to lead you to my office, where we can discuss our relations in further detail.”

Carnovo followed Alonissos into the Megaron.

Several minutes later they arrived at the place where they would talk. "Maybe this is where Mark did his diplomacy..." Carnovo thought.

[OOC: No problem. I’m sorry for not leaving you much room to work.]

Ambassador Alonissos opened the door to his office and stepped inside, holding the door open for his guest. “Please come in,” he said, waving Edico toward the side table beside the fireplace to the left of the room, already set with glasses and pitchers of water. Elpida followed the DeCapitan inside the office and walked to her seat at the table as Alonissos closed the office door behind her. Making his way to his own seat, the ambassador smiled at Edico and sat down. “As I said before,” he began, “thank you again for coming to meet with us here. Anax Kerameikos was especially pleased to hear that President Karenina was willing to send a representative to meet with us here.” Alonissos sighed. “Matters in Noverra are becoming rather tense as of late. The Megaron’s attention is being taken up by matters both within and outside of the greater Victorium region. The anax hopes that our discussions will alleviate at least one of his worries.”

"Yes, we did notice that," Carnovo said. "Speaking of Victorium, we decided to stay out of that area, and focus our attention on our neighbours." He paused for a moment, drinking some of the water. "I'm sorry to hear that Anax Kerameikos is having to deal with these things, and this is why I pose this question: how may we help?" He stopped, waiting for Alonissos' reply.

Ambassador Alonissos considered his counterpart’s question for a moment. “The anax would be extremely grateful for New DeCapito’s continued friendship, of course,” the ambassador said finally. “Anax Kerameikos has drawn the attention of Achaian Peloponnese toward Victorium, it must be said, but he has done so not because of some threat that Victorium poses, but rather due to the benefits that existing under Victorium’s umbrella might provide for our nation. On the contrary, as far as our government can tell, the threat--as we consider it, anyway--lies with other, often more distant nations… nations much more likely to interfere in others’ sovereign and private business for their own benefit. The League of Castratene joins together in the hopes of curtailing, or at least dissuading, unhealthy interest from abroad before it becomes a violation of national sovereignty, as it has become on some previous occasions. Achaian Peloponnese is pleased to be part of that bond, for its own and for its friends’ national interests.”

Alonissos shrugged. “With that in mind, there is little that Anax Kerameikos would ‘need’ from New DeCapito at the present moment that New DeCapito does not already provide: a hand in friendship and a secure border, for which the anax thanks your government already. However, the anax has asked me to pass on a request to your government regarding your stance on Victorium. Would President Karenina be interested in developing additional friendships in Victorium through the League of Castratene? Would New DeCapito be interested in joining our organization as a member?”

The idea that Alonissos had just suggested really struck Carnovo. It had never even occurred to the DeCapitan government that they could do this, but the benefits would be great. New DeCapito would have contacts with most of the nations in Victorium, and they couldn't pass on that opportunity.
"I'll talk that through with the President," Carnovo said. He couldn't believe that he had come to this meeting just so that the anax could invite them to the League of Castratene. "And are you sure there isn't anything else you need?"

The ambassador smiled and shook his head. “Nothing in particular,” he said. “The Megaron’s primary interest at the moment is strengthening this region as a whole, facilitating ties between nations who have similar interests and similar reasons to worry about outside interference. No one advocates that Victorium and the nations surrounding it should completely ignore the outside world, but trusting outside nations is becoming more difficult to do with every passing day. The League of Castratene is meant to act as a protective umbrella, to prevent individual nations from unwillingly falling under the sway of outsiders through the collective strength of the whole region. Anax Kerameikos would be especially pleased to see his neighbors adding their strength and support to this regional umbrella, just as he has done.”

Alonissos leaned forward. “Of course, it would be rude of us to ignore the needs of our neighbors as we make such a request,” he said. “What can Achaian Peloponnese do, within reason, to help New DeCapito?”
