Jerry Marx sat at his desk, three of his highest secretaries looking at him for guidance. He moved through the paper at his desk, reading it slowly, not missing a single word. The secretaries were nervous, even when Marx tossed his hand up motioning them to take a seat. They all sat down, then Jerry spoke. "This is... bold. We haven't seen anything like this since the League of Nations. This can cause issues, but solve them all at the same time. Hm. Who will we invite?"

The secretaries smiled slightly, glancing at each other in a small fear. An old man, the Secretary of External Affairs began to speak. "We plan to invite all who will accept the boundaries written inside of the main letter. We know that this will solve more issues than create, and imagine the Jobs we will create for all nations. We are talking millions of them, especially for members of this organization."

Marx nodded. He grabbed his phone as one of the secretaries began to speak again, but he simply tossed his hand up to silence her. He dialed a couple numbers onto the pad, then began to speak. "I need to setup a meeting with all nations presidents, or kings. Yes, Stacy this must happen. Where? Hmm, how about in Hamin? Alright. I'll send you the invitations here in a couple minutes. Once you get them, send them to all of the nations in the world. Okay, thanks." He hung up the phone, then looked at the secretaries. "Well, get to work!"

The secretaries left, quickly making an introduction. They gave it to Marx, and was sent to the countries.

Anax Kerameikos looked at the letter in his hand one more time before glancing back at Basileus Kypseli. “The only thing that prevents me from asking if this is a joke is the fact that you’ve actually come to bother me with it,” he said.

Kypseli nodded. “I understand that it’s effectively pointless, sir, but as an international matter that might pertain to Achaian diplomacy, I didn’t want to take liberties.”

“You were right to bring it to my attention, Basileus,” the anax assured the other man. “But I’m not going to bother replying myself. Drop it off with Kifisia and tell her to reply with something to the effect of, ‘Don’t bother us.’”

The basileus nodded. “Yes, sir.”

To President Jerry Marx of Rusol:
On behalf of Anax Kerameikos of Achaian Peloponnese, Basileus Kifisia of the Office of International Political Outreach sends greetings.

The Megaron of Achaian Peloponnese expresses its surprise that the government of Rusol has taken this step of attempting to form an international body. It expresses surprise most of all due to the unreasonable expectation of compliance that Rusol and yourself as this letter’s author seem to demand from members of the international community. It very much appears that you and your government believe that you can dictate the government policy of sovereign nations, with your only tool being the possibility of membership in an organization that does not yet exist--and, based on the tone of this “invitation,” might never exist at all.

Our answer is no.

It was late in the afternoon, and the President and an Advisor were in the president's study.
"Please tell me... who is this from?" Eva asked.
"Aaah... a place called Rusol. Somewhere near Gilead." the Advisor replied.
Eva opened the letter.
"Hmmm... they expect a lot from us... and aren't we already joining the Union of Nations?"
"Yes, but I thought this might be of some importance."
"Thank you for delivering this. You may leave now."

The Advisor left the room, and Eva started writing a letter.

To President Jerry Marx,
Thank you for considering us in this "International Commission". We are interested in this, although we will take no further part in this unless you specify what these treaties are exactly.

Yours sincerely,

Jerry Marx holds both letters in his hands. "Hmm. I believe you made this clear!" he yells at his secretaries. They whimper, but one steps up to him.

"We are sorry. We will send an letter explaining the first one better." They run off, quickly writing and sending off letters.

Kerameikos looked at the letter before him, before looking back at Kypseli. “On the one hand, I am surprised that King Gregorius is willing to put up with such an insolent neighbor. But I can see how he might enjoy having a clown nearby.” The anax shook his head and reached for stationery. “I’ll answer this one myself.”

To President Jerry Marx of Rusol:
Take careful note of what you have just said, Mr. Marx:

You have threatened military action against Achaian Peloponnese simply for our refusal to join you in your mad quest for world dominance. Will you do the same to any nation that has simply not bothered to respond to your letter?

You have threatened to put troops on the foreign soil of Rusnya, regardless of the Rusnyans own desires in this matter. Do you intend to spark war against them for no reason whatsoever?

Both of the above threats require that you have military power in Ramadanhirian and Cherwarz Seas--power you do not possess. Do you believe that your vessels will be allowed to pass through these waters now that you have threatened to attack our nations?

Both of the above threats indicate that Rusol intends to demand compliance from all of Noverra. I will be sure to make the contents of your most recent letter public to underscore just what little support you will find for that opinion within the international community.

I can’t bring myself to care how “seriously displeased” you are when your second letter only reinforces the opinion I formed of you and your nation based on your first communication. The nation of Rusol, believing itself to be the pinnacle of the world, has declared international standards to which it demands other nations adhere--but having no friends of its own, I would be surprised if even one other nation of Noverra bothered to take you up on this agreement, unless they expected to take advantage of Rusol itself in doing so.

Our answer remains no.

Eva was sat in her study once again, reading Rusol's reply.
"Well," she said, "I'm going to have to write another letter..."

To President Jerry Marx,
We have considered this matter more and we have decided that we shall send an Advisor on one condition: that they are accompanied by at least one security guard at all times.
Once again, we thank you for inviting us to this meeting.

Yours sincerely,
President Eva Karenina,
Ruler of New & Southern DeCapito

Gregorius sighed when he read over the "invitation". Addison brought it to the King himself so that they could share both the comedy and the pity.

Gregorius took up his pen and sent a short response reading: The Union of Nations. The Trade Association of North Gilead. The United Kingdom of Gileadan States. You could probably get into at least one.

Antony looked at the paper and raised a brow.

"Minister Filanthropos. Is this some kind of joke?" he asked;

"Sadly sir, not at all. They are the maniacs that invaded the tiny nation of the Rhodesian Cape, if you've possibly ever heard of it."

"Oh. That. Well then, time for a response."

To the attention of His Excellency, the President of Rusol.

Your Excellency,

While we appreciate your efforts toward a unified international body, the world already has the Union of Nations. I personally would like to point out that it would be a good idea not to demand but rather kindly request things from other nations, as sovereign states just like yours and mine take their pride very seriously. Thus the Valkanian Kingdom is forced to reject your request, though I hope we can cooperate better in the future, based on the mainframe of the Union of Nations.

Yours,
His Excellency, Antonius Marcus XVII, King of the Valkanians

An Official Message from the Legantian State Department

In Reply to President Jerry Marx of Rusol,

Your attempt to create an international organization is commendable, even more so given the fate of the last international organization, however your methods of doing so are repulsive. You have ordered sovereign nations to conform to your beliefs as to how the world should work, and in doing so have attempted to force nations to make themselves open to hostile attack. In addition, you attempt to force nations into allowing foreign troops onto their soil, troops who could belong to powers hostile to said nation. This blatant disregard to the sovereignty of nations is an affront to the international process and all nations who take part in it. Should you attempt to bring a nation into this meeting by force, we will oppose you with all the forces at our command.

Sincerely,

Lucius Silvanus
President of the Republic of Legantus
