rrriiinggg... rrriiingggg. The noise of the telephone echoed through the empty hallways. rrriiingg... rrriiingggg. Reluctantly, the Prime Minister answered the phone. "Prime Minister Tomislav" He says with a nervous tone... "Mr. Tomislav, this is Michal Kováč, I am sure you have been receiving many messages from distraught council men, so what I am about to say will not come as a surprise. The use of Presidential Action to send 11,000 troops to a foreign country on such short notice, with such little information, is unacceptable. A country just asks for military assistance, and without asking, we agree to send troops? What kind of government do we have, a dictatorship? The National Council has many important jobs in this government, and one of them, is to vote on military action outside of the country! Leaving the National Council out in this decision was unacceptable and should have repercussions." Looking blankly at the wall in front of him, Prime Minister Tomislav tried to reason with Michal, "Michal look, I know that it might have seemed irresponsible, I can completely empathize with how you and the rest of the council men are feeling. But, the decisions to send troops was necessary to help form the Slavic Union, which I know the Council has been pushing for..." Michal cut the Prime Minister off. "Necessary? Sending 11,000 troops to a foreign country is a political move?" The Prime Minister replies. "Yes, it was a political move to obtain the trust of our Slavic neighbors. If we did not show that we are willing to help them in times of need, then they would question why we are working for a Slavic Union. Before we had even considered sending troops, Zaliviya had responded first, sending more than double what we sent. We had to give something" A pause created an awkward silence that put Prime Minister Tomislav in an uneasy mood. After several seconds of nothing, a response came back over the phone... "The National Council wishes to hold a meeting at the National Council Building to discuss the appropriateness of this whole situation. If anything, we would like to sort out the miscommunication that happened in order to avoid this in the future. I know that Rene along with other Ministers are currently attending a Union Meeting, so we will send information regarding a conference soon. In the meantime, the National Council has voted to see a report on the situation though the eyes of the Cabinet, please have the report ready to send to us within the week. A fax should be coming through now to your office detailing the order." The Prime Minister chimed in... "Is a report really necessary?" Responding, Michal said... "Just like Rene used his Presidential Action to send troops, we are exercising our rights to ask for information from the Government, in this case, by the constitution, you must provide a report giving all the information that you now on the subject. The report does not need to be seen by media, but you do need to show all information to the council. Although most everyone knows about the 'Rough Wooing' as they are calling it by now. Talk to you soon." beeeeeeeeeeeeeeeeee.... The Prime Minister quickly put down the phone and continued to stare at nothing in particular. His phone was buzzing on the table with constant emails coming from what he suspected to be council members complaining. The fax machine in the corner of the room began to spark to life, as papers started to come out. The Prime Minister walked over to inspect the contents.
