Vladislav Sarotov took a deep breath in. Though relieved to be back from Rusol, he still felt nervous. He had volunteered to speak before the Senate in an effort to help the political situation. It would give the veneer of him answering to the Duma, which they so desired. And now, after a sense, he did indeed answer to them. Following the Rusolian agreement to Zaliviyan terms, the Zaliviyan Duma would be the governing body of the Slavic Union.

When the time came, he entered the main amphitheater of the Zaliviyan Senate, and sat, waiting as Vitaly Pynzenin gave him a long and lofty introduction.

"... a man who I have worked closely with these last several years, as a party member, and as a friend," Pynzenin droned on in his usual impassioned monotone, something only a Harmony Alliance man was capable of. "He does the Tsardom great credit abroad, just as he did at home. A consummate professional and gentleman, I give you the Right Honorable Vladislav Sarotov.

Sarotov stood to the applause, and took his place at the podium. The applause was not too long, or too short. It was just the right amount. Very proper. And, proper in his turn, Sarotov began his speech.

"Honorable members of the Senate, and fellow loyal subjects of our beloved Tsar," he greeted them eloquently. "I greet you in victory. Though my appointment as Zaliviyan Representative to the Slavic Union was met with controversy, I return from Rusol bearing excellent news.

"Early last week, our Honorable Viceroy Pyotr Lisnyak, acting in his capacity as Regent of our young, much loved Tsar, drafted an amendment to the Slavic Treaty of Union. Our Viceroy bid me to present this amendment to the governments of Rusol and Bruvalkia for ratification. Among its stipulations were that you ladies and gentlemen, the Zaliviyan Duma, would take responsibility for the governance and policy of the Slavic Union, and that each of the member nations would recognize as their sovereign the Tsar of Zaliviya. Effective this week, the governments of Rusol and Bruvalkia have accepted our proposal, and have come together with Zaliviya to form a more perfect Slavic Union."

Sarotov was forced to briefly pause as peals of applause erupted, mainly from the Harmony Alliance side of the aisle. Once he had given it time to abate, he continued.

"This is a great and mighty burden which you have been tasked with, honorable members of the Senate. The stewardship of the Slavic Union is also the stewardship of all Slavs. And, even as Zaliviya, Bruvalkia, and Rusol grow in fraternal bliss and economic power through our Union, many of our brethren yet live in foul poverty, without any proper government or guarantee of freedom from oppression and anarchy.I refer of course to the people of the Vapoletsk region, to the north of Rusol. Since the failure and collapse of the Commonwealth of Lotov, these people have lived largely in unincorporated farming villages, forced to give their meager grain to warlords in what cities remain to them.

"As must needs be apparent to any true stewards of the Slavic race, and to any true Christian, this cannot be allowed to continue. These people, our brethren, must be brought under the full protection of the Slavic Union, and made one by our people. Therefore, with the permission and blessings of the leader of the Harmony Alliance in the Senate, my good friend Vitaly Pynzenin, I propose to you, the Senate of Zaliviya and the Governing Body of the Slavic Union, that we incorporate these unincorporated villages, and reform the Vapoletski into a proud nation, and an equal member of the Slavic Union. Ladies and Gentlemen, I propose to you the formation of the Duchy of Vapoletsk."

Pynzenin pressed a button, and on the twin flat screens that flanked the Seal of the Tsardom of Zaliviya on the wall behind him, a map posted in Powerpoint flashed into vision.

At this juncture, the Senate devolved into a mess of shouting and commotion. Sarotov merely leaned forward onto the podium and smiled, watching with satisfaction as the commotion of politics erupted around him, while he remained calm and unscathed.
