On January 10th, 2015, Prime Minister of the United Arab States of the PLR Victor Houghton made a public address to the world regarding stability within the Mediterranean and Middle Eastern region:![]() "Ladies and Gentlemen, as we all know, the world has been facing grave instability, especially in the Middle East. Between civil wars. genocides, failed states, and economic disaster, our people have been struggling without any hope of a brighter and prosperous tomorrow and future. Seeing fellow Arabs suffer is the last thing that I along with other Middle Eastern leaders want to bear witness too. Unfortunately, the instability within the Middle East has trickled slowly into the Mediterranean and Africa. To make things even worst, the presence of foreign powers encouraging the incitement of rebellion and destruction has caused us all to fall into a time of continual annihilation, of which, none of us wishes to face nor partake in. As of now, I believe that it is time that the remaining Arab superpowers come together to cooperate and address the situations that are in front of us so that our region can once again prosper and flourish. No longer shall we be kept behind in the race for economical, environmental, and cultural advancement. That is why, as of now, I am very very honored, privileged, and euphoric to announce that the United Arab States of the PLR, the United Socialist Republic of Aghrabia, and The Republic of Free Kolechia has come together in agreement so that we can promise and implement a stable and united Middle East. Due to shared culture and a long history, we have come together to create an Arab Economic and Environmental Union that shall be known as The United League of Sovereign Arab States, or the ULSAS. The ULSAS will strictly be to make sure that the Middle East stays within our control and most importantly, European powers stay within Europe, Asian powers stay within Asia, American powers stay within the Americas to ensure that the life of the fellow Arab will not be tainted, manipulated, or corroded by the influence of foreign powers whether they be diplomatically or militarily. This League calls for complete mutual cooperation among the three superpowers collectively. The hopes of such a League is to advance our economies tenfold with investments, trading, stimulus packages and policies of trade agreements as well as all other possible economic and diplomatic negotiations. We shall trade with any and all countries; however, we will not allow these tradings with foreign countries lead to the corrosion of our Arabian identity, government unity, societal stability, and regional sovereignty. As far as environmental protection, we shall work together to find greener and much more efficient sources of energy for our countries in order to not only potentially increase the living standards and health of our people but to increase productivity but also electricity throughout the region. This new source of energy will be used to stimulate our economies but also advance the departments of our government; however, the most important reason for all of this is for the advancement and promotion of the well-being of the Arab individual and the whole Arabian community. Internationally speaking, it can be observed that there is a re-calibration of the global economy shifting importance from the West to the East, of which I will point the obvious: We are in the middle; therefore, this Arab League must work to capitalize on this shift in order to reap the benefits so that we can decrease our poverty and unemployment, increase our healthcare and social security, modernize our economy, and enrich our culture in order to enrich the living experiences of the daily Arab life. We shall work together to evolve from our low-income agrarian conditions and policies and conduct projects to upgrade to a high-income status, of which shall be a diversified mix between hard infrastructure (transport, energy, and water) and soft infrastructure (government, Arab institutions). This League will represent that even though that establishing and maintaining the aspects of an effective market is very important, the collective government and the cooperation of our collective government must have an active and salutary role in the creation and pursuit of industrial upgrades and infrastructural improvements. All of this and more can be expected from this organization. The League is here to promote cooperation in politics, trade, economy, culture, education, energy, and cooperation. Additionally, this League shall collectively combat the Three Evils that have already penetrated our society: Terrorism, Separatism, and Extremism. Moreover, this organization shall also be based on a core principle of non-aggression and non-interference within the Internal Affairs of the members of the League. In conclusion, this United League of Sovereign Arab States shall become a beacon of hope and promise for our people here in the Middle East but most importantly, we shall be willing to work with others to assist in the establishment of stability within the Mediterranean Sea we well; however, the bulk of our work and cooperation shall be focused on the Middle East. I look forward with working with my brothers and sisters within Aghrabia and Kolechia. This is our time to emerge. This is our time to protect our country, our State, and our region from foreign economic imperialists. Thank you for your time". After his speech, Victor Houghton invited the Heads of State of Aghrabia and Kolechia to come to Chertkovo to begin cooperation and to plan out the first priorities and moves of the League. Kashgar, Republic of Kolechia The year had many ups and downs for the leaders who lived in this bustling city. For President Safadi, it was almost disastrous. He had witnessed his dream of a more united Black and Caspian Sea region almost destroyed by border skirmishes and the temperaments of leaders who could destroy themselves and others because of terrible mistakes and anger. The city itself was at it's normal status though, things were moving quite slowly it seemed. The weather had improved, the constant snow and overcast had finally departed and allowed for the rays of sunlight to return. Cars and buses moved across and down the tree lined streets, groups of people on the sidewalk moving with them. The President had navigated through dangerous affairs. Alliances were formed, and conflicts were fought. He was initially seeking to center his plan around the Black and Caspian Seas, thus this would leave out PLR as they had in the very recent past steered a more isolated route. Cross posed a internal risk, however, seeing as this was more different, why not conclude one more deal? At any rate a wider deal could help keep more peace. Sergei made an appearance in the state media, to announce and inform viewers of the agreement, this was done around the same time Victor Houghton made his own appearance. However, he was also invited to the PLR to further discuss the agreement and future issues. This message didn't bring a stop to the life of the city however, the day continued on nation-wide. He couldn't stop either, his government transport plane was preparing for his arrival at the airport. He would make a rare appearance outside the country and discuss the issue with Premier Sarkov and Prime Minister Houghten. He would fight to take his country farther than any predecessor before him. |

Upon Hearing that the Kolechian President and the Aghrabian Premier would both be attending the meeting in Chertkovo to discuss this Arab Union, Houghton was very delighted and euphoric. Houghton ordered for increased police within the capital as well as the airport that the two Heads of State would be arriving. 30,000 soldiers were stationed throughout Chertkovo while 1,200 soldiers were positioned within and around the airport including on the runway. The flags of the PLR, Kolechia, and Aghrabia were raised in front of the Capital Building along with t he flag of the Arab Union. Epicurean cuisine, wine, music, and decorations were set up within the capital building as Houghton changed into a nicer suit. The King of the PLR would be in attendance as well. With the Secretary of Finance and the Secretary of State present, the proper paperwork needed to begin this Union was placed on the long table within the Map Room along with satellite image of the Middle East and the Mediterranean so that the three world leaders can begin their planning for the future of their people:![]() ![]()

Chertkovo Airport President Safadi had made an hours long flight to Chertkovo. He freshened up on the flight as they were approaching the area. He still sat within the aircraft, peering out the window at what he could see, exchanging casual conversation with the head of his security detail. He wasn't in a very big airplane, he had a small security detail and an aide. The crew confirmed everything was taken care of, and the President began to exit his aircraft, walking down the small stairs he could see the high level of security, the flags of all countries, and a great number of people on scene for his and Sarkov's arrival. He paused for a brief moment, dressed in his grey suit and black shoes, he was quickly semi-surrounded by his security who also exited each wearing an appropriate outfit of their choice. The engines of the aircraft dying down into silence as a gust of wind passed by the large open tarmac. This was the first time he had ever traveled to the PLR, or this South in general. He was excited to meet with new people and see a new country. This meeting was sure to be an important pre-cursor to more important deals in the future. Chertkovo Airport Premier Sarkov was in a small plane which was rapidly approaching the capital's premier airport, he thought that the PLR had done quite well for itself in the last few years- good, because the nations of the Middle East needed to be stronger than ever. This was going to the step forward for the three nations into the future together. But enough of the pre-planned speeches written by the top screenwriters of the day, there was going to be action when he left the plane. As he left the plane his suit ruffled as he straightened it out a group of reporters surged forward to ask questions about the deal and what it would mean for the countries. His guards were competent in the handling of the situation and keeping them back. He replied "that I cannot answer you yet, but soon enough my friends." With that he left the airport and moved to the waiting car and got in- he would see his old friend President Sadafi and Prime Minister Victor Houghton when he reached the government buildings. |

Victor Houghton received word from his Chief of Staff that both leaders of Aghrabia and Kolechia have arrived in Chertkovo. With a smile on his face, he ordered for the best PLR cuisine and wine to be served for the three world leaders. The meeting would take place in the Executive War Room in the East wing of the Capital building. Houghton changed into his military outfit and had the flags of the three countries crapped over the front columns outside as well as the flag and crest for the Arab Union placed in the main lobby of the building. The PLR military increased patrol around the capital as the air force would do constant reconnaissance. Houghton stood at the front steps of the capital building as his placed his military cap on with his aviator glasses. Behind Houghton was the Secretary of State, Secretary of Defense, and the Secretary of the Environment. | ||

Chertkovo PLR President Safadi had entered his car that was waiting for him at the airport near his plane. His small staff joining him. The small motorcade guarded by local security guided him into and through the streets of Chertkovo. The streets in front of them seemed to quickly clear of vehicles, as they passed the masses of people and buildings. President Safadi was looking out the window at all the sights, suddenly his aide leaned over to him, putting away a cellphone. "Sir, we've just been informed the Axeldonians have showed interest in this meeting." The President slowly nodded, "Well that is sure to come up later, though if they can both remain calm then perhaps something good can work out." His aide acknowledged this and continued, "Yes sir, well of course you will be having dinner among other things with them, so it should be a generally smooth and laid out affair. Once everything has been taken care of we can begin preparations on discussing these matters with the other heads of state as you expressed. Is there anything else you need done?" The President pondered for a moment about it, but suddenly he was interrupted by the driver, the Capital building was within view. The car slowly pulled through the pathways and came to a slow stop as it arrived at the building. "No that will be fine, finally here, let's see what we can accomplish." He slowly exited the vehicle to set himself to work. |

Upon hearing the arrival of the Kolechian President, PLR President Abraham Azman had four secret service guards meet the Head of State in front of the capitol building. In front of the building, the three flags of the PLR, Aghrabia, and Kolechia waved in the wind while an even bigger flag for this Arab Union was placed on a taller pole and waved in slow motion with ease. Around the the building were militarized police patrolling with guard dogs. Additionally, 800 soldiers from the Black Mambas paramilitary, which is the military of the National Arab People's Party, drove slowly throughout Chertkovo to ensure 100% protection. The four secret service members met President Safadi outside and greeted him with smiles and a slight bow. The agents informed President Safadi that they will be taking him to the Conference Map Room, which is underground. Escorting the Kolechian President into the building, they made a right and entered into a hidden elevator after putting in a code. Once the doors opened, the five men entered into the elevator and proceeded to descend into what appeared to be another building but underground. Heavily guarded and filled with people working, the agents escorted the Kolechian President down three hallways and entered into a massive conference room that was equipped with a massive television screen that displayed a view of the world due to one of the satellites within space. Sitting in his chair finishing up some paperwork, the new PLR President Abraham Baqi Saiful Azman looked up and smiled. He would then stand up, fix his jacket and walk over to the Kolechian President to shake his hand with a smile: "Well it is finally great to meet another fellow true Arab leader. I must tell you that this brings great satisfaction and happiness to me seeing that Kolechia, Aghrabia, and somewhat Axeldonia are sitting down to cooperate together and to cultivate an Arab Union for our people and region. The day that Algeria, Libya, Egypt, and part of Sudan came together under one government for the purposes of Pan-Arabism and to promote the unity of our people was truly one of the greatest days of my life. But the progress that we shall make today shall surely surpass that historic unification. Now, I had you placed on the right side of the table. I had your flag draped behind the seat that you will be sitting in. I look forward to doing business with you and bringing us Arabs together once again". After his statement, President Azman went back to his seat and awaited for the Aghrabian and Axeldonian officials to arrive. Premier Sarkov's was already waiting for him as he left the airport, he climbed in and made himself comfortable. "Sir, the Kolechian President has arrived at the Capital Building already," that was his assistant. "Well, it will be good to see my old friend again and make some new ones," was the response from the Premier. He looked distracted as the car drifted through the streets of Chertkovo. Having finally reached the Capital Building, Sarkov left the car and went to the door- here he was met by four Secret Service members and led inside. |

President Abraham Azman shook Sarkov's hand with a smile and signaled for the guards to leave the room and close the door: "Now gentlemen, I just want to confirm the fact that we are creating history and a point of progress for Arabs not just within our countries but around the world. This economic and environmental Union that we are here cultivating shall finally be the beacon of light and hope that the Mediterranean and Middle East regions have been searching for for centuries now. I am very honored and very happy to have you come to Chertkovo. Now, let us get down to business. Any questions before we begin?". |

Sir Arthur awoke to the beeping of the alarm clock and the loud snoring of Axeldonius III. He looked at the alarm clock and his supicions where confirmed. He was very, very late. Three hours later a supersonic passenger plane was heading towards chertkovo, carrying the foreign minister. He then proceeded to take the fastest route possible to the conference, which got him stuck in a traffic jam. Finally, he arrived, fixing his tie qnd entering the building. "Hello! I am sorry I'm late. We had trouble with..." he loked into his palm. "Assasins. Yes, Assasins." |

"What I would like to show on this screen behind me is a map showing our Arabian Union in Blue, if Axeldonia decides to join our Union. If they do, then this will boost trade and economic opportunities for all of us combined. With a joint economy and cooperation, we can lock down our influence in the Red Sea, Caspian Sea, Mediterranean Sea, Black Sea, the Egean Sea, and the Persian Gulf. Our Arabian Union shall be the resurrection of a modern-day Ottoman Empire. This is our chance to become greater than what we used to be. The Red on the map indicates potential members and cost efficient areas of spreading our Arabian influence, society, culture, and policies. The purple indicated on the map are areas that we could expand our influence but it may cost a good amount as well as governmental expansion and resources. We must become the center of the world once again for the betterment of our people and the Mediterranean and Middle Eastern regions. We must rise from our ashes and we must rebuild. This is not just an economic and environmental union. This is the Resurrection of an empire. Ran by a joint Committee of democratically elected officials from each member state, this could become gigantic! Further to note that the areas not colored on the map is undecided as far as how much it would cost and if quite frankly, we would want to expand our influence and resources that far. We must stay within our region so that our people can be united. The first thing that needs to be resolved is the conflict between Aghrabia and Axeldonia. I shall give you both the floor so that you can professionally state your complaints and we shall collectively figure out a solution so that we can move on to implementing policies to initiate a golden age for us all. Additionally, we must cultivate a meaningful name for this Union". I want to first point out that our short war, while the causes were not entirely unfounded, was entirely blown out of proportion: the cause was a rather inconsequential border skirmish between Axeldonian militants and the Aghrabian Border Force, followed by a variety of trade embargoes and the like between the two; this was followed by a chance to work out our problems with help of delegates from Russkov Soviet, a meeting which the Axeldonian delegates WALKED OUT ON, starting their assault on Aghrabian lands soon thereafter." |
