On January 10th, 2015, Prime Minister of the United Arab States of the PLR Victor Houghton made a public address to the world regarding stability within the Mediterranean and Middle Eastern region:![]() "Ladies and Gentlemen, as we all know, the world has been facing grave instability, especially in the Middle East. Between civil wars. genocides, failed states, and economic disaster, our people have been struggling without any hope of a brighter and prosperous tomorrow and future. Seeing fellow Arabs suffer is the last thing that I along with other Middle Eastern leaders want to bear witness too. Unfortunately, the instability within the Middle East has trickled slowly into the Mediterranean and Africa. To make things even worst, the presence of foreign powers encouraging the incitement of rebellion and destruction has caused us all to fall into a time of continual annihilation, of which, none of us wishes to face nor partake in. As of now, I believe that it is time that the remaining Arab superpowers come together to cooperate and address the situations that are in front of us so that our region can once again prosper and flourish. No longer shall we be kept behind in the race for economical, environmental, and cultural advancement. That is why, as of now, I am very very honored, privileged, and euphoric to announce that the United Arab States of the PLR, the United Socialist Republic of Aghrabia, and The Republic of Free Kolechia has come together in agreement so that we can promise and implement a stable and united Middle East. Due to shared culture and a long history, we have come together to create an Arab Economic and Environmental Union that shall be known as The United League of Sovereign Arab States, or the ULSAS. The ULSAS will strictly be to make sure that the Middle East stays within our control and most importantly, European powers stay within Europe, Asian powers stay within Asia, American powers stay within the Americas to ensure that the life of the fellow Arab will not be tainted, manipulated, or corroded by the influence of foreign powers whether they be diplomatically or militarily. This League calls for complete mutual cooperation among the three superpowers collectively. The hopes of such a League is to advance our economies tenfold with investments, trading, stimulus packages and policies of trade agreements as well as all other possible economic and diplomatic negotiations. We shall trade with any and all countries; however, we will not allow these tradings with foreign countries lead to the corrosion of our Arabian identity, government unity, societal stability, and regional sovereignty. As far as environmental protection, we shall work together to find greener and much more efficient sources of energy for our countries in order to not only potentially increase the living standards and health of our people but to increase productivity but also electricity throughout the region. This new source of energy will be used to stimulate our economies but also advance the departments of our government; however, the most important reason for all of this is for the advancement and promotion of the well-being of the Arab individual and the whole Arabian community. Internationally speaking, it can be observed that there is a re-calibration of the global economy shifting importance from the West to the East, of which I will point the obvious: We are in the middle; therefore, this Arab League must work to capitalize on this shift in order to reap the benefits so that we can decrease our poverty and unemployment, increase our healthcare and social security, modernize our economy, and enrich our culture in order to enrich the living experiences of the daily Arab life. We shall work together to evolve from our low-income agrarian conditions and policies and conduct projects to upgrade to a high-income status, of which shall be a diversified mix between hard infrastructure (transport, energy, and water) and soft infrastructure (government, Arab institutions). This League will represent that even though that establishing and maintaining the aspects of an effective market is very important, the collective government and the cooperation of our collective government must have an active and salutary role in the creation and pursuit of industrial upgrades and infrastructural improvements. All of this and more can be expected from this organization. The League is here to promote cooperation in politics, trade, economy, culture, education, energy, and cooperation. Additionally, this League shall collectively combat the Three Evils that have already penetrated our society: Terrorism, Separatism, and Extremism. Moreover, this organization shall also be based on a core principle of non-aggression and non-interference within the Internal Affairs of the members of the League. In conclusion, this United League of Sovereign Arab States shall become a beacon of hope and promise for our people here in the Middle East but most importantly, we shall be willing to work with others to assist in the establishment of stability within the Mediterranean Sea we well; however, the bulk of our work and cooperation shall be focused on the Middle East. I look forward with working with my brothers and sisters within Aghrabia and Kolechia. This is our time to emerge. This is our time to protect our country, our State, and our region from foreign economic imperialists. Thank you for your time". After his speech, Victor Houghton invited the Heads of State of Aghrabia and Kolechia to come to Chertkovo to begin cooperation and to plan out the first priorities and moves of the League. "Secondly, this 'assault' on Aghrabia was a preventative measure as the war would have inevitably happened only with both sides fully mobilized which would only increase losses on both sides. Axeldonia also remarks that it followed all international regulations and went out of it's way to ensure the safety of civillians by only attacking military targets and not even occupying Aghrabian cities, only entering those that expressively wished to. |

For the sake of regional stability, and to reduce any sorts of hostilities, those lands do not belong to you; therefore, you should peacefully grant it back to Aghrabia. Secondly, if Axeldonia as no interest in partaking in these festivities, then you are free to leave. Most importantly, during the Ottoman Empire of the Old, your country may not be Arabian but sure enough does have Islamic background like the rest of us; therefore, you were of interest to partake in this Union. You have Arabian-Axeldonian citizens and you do not think that becoming part of something that you are connected to us historically and culturally would not bring a smile to their face? If that is the case then you can easily be escorted back to your vehicle, back to the airport, back onto your plane, and back to your country. And by the way, your lateness is like a spit to my face and is the most of disrespect. We came together today to reunite the areas that was once together like kindred bloodlines. And now, you come here to "investigate" only on the reasoning that we share the Mediterranean. That being said, we should create the League of Arab and Islamic States, or the LAIS for short. This shall be a League for all Middle Eastern countries. President Safadi sat at the table with President Azman and Premier Sarkov who had joined them. He had been directed through a large complex within the building, filled with dozens of people who were at work, including President Azman. The President showed warm sincerity towards him and this deal. It carried the same weight, and no doubt it did with Sarkov. All of this was a good sign. Safadi ate his meal as he listened to all in attendance, including the Axeldonians. However, just as he feared, the discussion ended quickly and heated. This worried him greatly concerning his plans, if only they had been more willing to talk. It didn't seem they were to begin with. Their government would no be pleased. What was more worrying though, was a statement the delegate made. One about not returning occupied land. This couldn't be allowed, it would threaten everything in the region, peace and economies especially. However, a new face appeared. President Islom Hashemi made a sudden appearance during the meeting. It appeared there were others who were more interested in discussion, and this meeting in particular. All parties began discussing the naming of the organization, Safadi though wasn't too interested. He wanted to get to work. To discuss the goals, the methods, the deals and issues. As President Azman finished, Safadi raised his hand. "I believe I can get us started in the right direction Mr. President. Er, well gentlemen, we have before us a possibly monumental organization, and amount of work. I think it would be best if we could establish a system of working that is most efficient for us and for dealing with any other countries. I have for a short time been tossing around the idea of regional offices or headquarters, so that we have a system of better communication. We have seen many nations hit economic slumps because their economy is very dependent on say a few select industries. I think it would be better for us to consider possibly either strengthening, or expanding our smaller industries to help divert us off such dependency's, if any. By strengthening ourselves, we strengthen the amount of business we can do with others. I would also like to put in support for better protection of the environment. Likewise, we need to better our fresh and young image. The world will see us and question the idea of becoming involved. I think we need to show that we are all individually, politically stable. We need to show we have much to offer, and that we're organized. Many leaders, both political and economic need to see we're a safe and sound investment to deal with. " The President took a small sip of water before he continued. "However, I think we don't just need to look safe, but we need to stay safe. I believe the conflict between Premier Sarkov's government, and Axeldonia is a good example. I think we need to try and avoid making our organization too much of a target. When conflicts break out, often an economic war also takes place besides the one on the frontlines. I personally feel it would be beneficial to us to have a strong, but peaceful position in the region, or vice-versa, whichever way you all wish to see it. I would like to think this organization can deal with any issue and business and work will not be threatened, but I see it as very likely to happen, or attempt to. The Axeldonian delegates accurately show that there are sensitive issues going on, and some of them are difficult to discuss. Personally I would support the promotion of scaling back military forces, or de-militarization of certain areas. The conflict between Aghrabia and Axeldonia filled the Black Sea and Mediterranean with naval ships from around the world, hurting shipping, including Kolechia's. However, I also understand of every countries concerns is security, and I do not wish to compromise that. I don't wish to label this a proposal, but something to consider. Hmmm. I see what both of you are saying. I do agree with Kolechia on the notion of expanding and strengthening local businesses in order to help reduce that dependence upon select industries. One thing that I believe that this League should strive for is granting a multitude of financial and job opportunities to our fellow citizens in order to hopefully eradicate dependence upon foreign powers, especially the West, for jobs and economic resources. From what I have observed, we have the resources within our region but the problem is that due to instability, we have not been able to collectively focus on what is important for our people to strive and shift the power away from the West to us. On the topic of demilitarized zones, I believe that could be very beneficial and strategic especially on the borders between Arab and Non-Arab countries, or rather the borders of this League. I think that would work because it would eradicate the fear of potential military buildup and invasion that threatens National Security and Sovereignty. Now, I know that countries such as Axeldonia would not respect such a policy due to their current xenophobia towards Arabs and Muslims as well as their proclaimed Manifest Destiny to reoccupy former Hellenic territory. I do not now about you but I believe that Axeldonia is a living example of why we have instability within our region. People like them seem to push for themselves and their themselves only. In order to potentially cope with countries such as them, I propose that eventually we create a purely defensive force, similar to that of the former NATO, in order to preserve our way of living and our progressive policies without the disturbance of foreign powers attempting to enforce their ways and laws upon us. Other than that, two key aspects that have brought us all together are the Economy and the Environment, especially the Environment. In order to even progress our Environment, we must advance and diversify our Economy. I know that this would not potentially go for your individual countries, but here in the PLR we have adopted State Capitalism in order to ensure innovation and diversity of the economy; however, under the control of the State. I believe that if the League adopted such a form of economy but also managing to keep income inequality at a minimum, we would be able to take control of the global market and adjust it to the point where our people would benefit from this tremendously. We must stay peaceful internationally; however, we must, as you said President Safadi, we must be strong and protect our people and region. Axeldonia is a threat to our economies, especially our trade; therefore, we must deal with the situation before it gets out of hand. |

I agree with the President of Aghrabia. It is time to discuss how this organization will be structured and operated. If I could suggest anything, I would suggest that it be constructed like the former EU. What do I mean by this? Well I shall further explain such: 1. The Commission of the Crescent: Within this Commission, there shall be one representative from each member state. This shall be the bureaucracy of the entire organization, meaning that the Commission shall represent the interests and the joint Will of the entire community, instead of a single Member State and/or ideology. We are all in this together and reuniting as one big family. The main priority for the Commission is to initiate proposals and legislation as well as to provide neutral advise for the benefit of us all. This Commission is here to police, monitor, and aid in the enforcement of the policies and legislation approved by mutual approval so that it can be successfully implemented within our perspective countries. Additionally, I believe that this Commission to assist in the conducting of external relations regarding issues of trade. 2. The Eastern Parliament: The Parliament would be created to determine if the proposed policies and legislation benefits all countries that consummate this organization as well as initiate an environment of checks and balances to ensure that the Commission or any other branch of this organization does not have sole authority. Personally, I believe that these officials should be elected within our countries and have a term of 7 years. The President for this Parliament shall be elected as well by an absolute majority of the elected officials that make up the Parliament after giving a speech as to why they should become the President of the Parliament. The term of the President should be 3.5 years so that a new President can be elected by the Parliament. Each member state will be allowed to elect three officials into the Parliament to ensure an odd number for matters that need voting. 3. Councils of the Ministerial: The purpose of this branch is to promote domestic intergovernmentalism to ensure that the general affairs and the problems within each Member State can be efficiently addressed and resolved. Furthermore, this branch shall be divided up into councils that are responsible for key aspects of government such as Finances, Agriculture, Environment, Employment, Infrastructure, etc. For each individual Council, there shall be one representative from each Member-State that shall be appointed by the individual Heads of States. To further increase checks and balances, the Councils can adopt and/or amend the decisions of the Commission in order to fit within the culture, government style, and societal structures of each member state. 4. The Middle Eastern Council: This shall be the summit for all the Heads of States of the Member States that shall meet four times a year to issue guidelines for the policies that will be implemented within this Union. 5. The Eastern Judicial Courts: Shall be cultivated in order to ensure that the policies approved and declared "law" is implemented successfully within each country and does not interfere with domestic law. The Courts shall consist of 3 judges from each member state that is appointed by the Heads of States. This is only meant to make sure that the Union maintains its credibility and corruption free. It is here to also penalize and punish member states that do not comply with the mutual approved legislation that is meant to be implemented by means of a fee. The judges shall serve a term of five years and therefore, the Heads of States must appoint 3 new judges. 6. Council of the Joint Defensive General Staff: This branch is meant to create a joint armed forces of the member states to solely protect the Arabian/Islamic world from unwanted and/or hostile foreign powers that appear as a threat to the stability and security of member states and the Middle Eastern region. The Generals and General's Staff of each Member States shall meet twice a week to update each other about current situations domestically and internationally to make sure that this joint armed forces can be prepared and modernized for any situation. Each Member State would be able to donate up to a maximum of 20% of their armed forces that will solely be used to protect and patrol the borders of the Arab/Islamic World; therefore, shall not be used for any offensive operations whatsoever. This shall resemble the former NATO but this time for the Middle East. 7. The Central Bank: This bank should be made for the purposes of loans but also to create potential taxes in order to consummate a budget for the entire Middle Eastern Union in order to pay for projects that could be installed within each country. However, this would also mean bringing up the discussion of a single currency for the Middle East as well as other policies to be implemented in order for us to mutually grow together as stated before, as a family once again. The Central Bank will be headed by a joint Committee consummated by our Ministers of Finance and their deputies. That is just my idea. You could approve of it or alter it or turn it down and think of a new structure but I believe that would really bring power to the Middle East. What also needs to be decided is where the capital for this Union would be located as well as the headquarters for each of the proposed branches would be located. I leave that up to discussion. |

President Azman finished his outline of the organization, it was rather detailed, what Safadi liked most was it seemed generally practical, and this was something he favored as opposed to some inefficient, bureaucratic mass of an organization. Likewise, If it were to "thin" it too wouldn't hardly function. The President then spoke up. "I approve of it, it seems well organized and easy for us to conduct business, likewise it will force us to communicate and work together on an increased level. There are many positions here, I already have a few people in mind that could fill these on our part, but it will also require us to do some searching for future prospects. So it should work out." |
