Secretary General
We, the nations of the Arab League , hereby forge this Charter to define our government and purposes. By joining together under the aegis of honour, respect and co-operation, we intend to protect our member states from anarchy and bring prosperity to the entire League.


Article One- The Executive Branch

Section 1. This Charter hereby defines the government organs as:
•The Rais or Secretary-General
•The Supreme Presidium of Wazirs
•The Shura/ League Council
•The Sultan (Founder)
•The Balat (Supreme Court of Justice)


Al Rais (Secretary-General)

The Rais or Secretary-General is the Head of Government of the League. He is, for all intents and purposes, the most powerful figure in the Arab League.
1.His/her term shall be forty days.
2.His/her terms are not limited by this Charter, though may be restricted at a later point.
3.S/he can veto legislation from the League Council. However, the Secretary-General can be overriden by a unanimous League Council vote.
4.S/he can refer passed League Council legislation to the Supreme Court of Justice in the event there is suspicion over the constitutionality of a proposed bill.
5.S/he may introduce legislation into the League Council.
6.S/he may extend the debate period on introduced bills by 24 hours if necessary.
7.S/he shall represent the League when entering into official inter-regional alliances.
8.S/he shall be vested with the power to ban and eject a member state. This must be approved thereafter by a majority region-wide vote.
9.S/he shall vote on Shura/League Council legislation in the event of a tie.
10.S/he must set missions for the Supreme Presidium each term, or make sure the cabinet have something to focus on for the next thirty five day period.

Sec. 3. This Charter hereby creates the Supreme Presidium, the main advisory board to the Secretary-General(Rais).
1.Supreme Presidium members , called Wazirs will be empowered to create programs and missions pertaining to their Offices, as long as these are within regional and Charter law.
2.S/he shall carry out missions from the Secretary-General. Failure to do so will be investigated by the Supreme Court of Justice.
3.The term of a Wazir is at the leisure of the Rais( Secretary-General).
4.The Secretary-General(Rais) may dismiss any Wazir.
5.The Secretary-General(Rais) is under no obligation of fill the post of a vacant Wazir or appoint any Wazir if s/he deems fit.
6.The Offices of Wazirs are as follows (in order of succession to the Secretary-General position) :

Wazir-e-Watan :Internal Affairs

- The Wazir-e-Watan handles the entire domestic policy of the Arab League, though at the policy direction outlined by the Rais.
- S(He) controls the regional budget, recruitment services, regional defense, cultural matters, forum/activity services etc.
- S(He) serves at the behest of the Secretary-General(Rais), he may be removed at any time.

Wazir(Foreign Affairs)

-S(He) handles most of the League Foreign Policy. He must follow the guidelines laid down by the Rais(Secretary-General).
- The FA controls alliances, embassies, inter-regional relations, inter-league member state relations and regional intelligence.
- The FA Wazir is not the principal representative of the Arab League, that is the Secretary-General.
- The FA Wazir serves at the behest of the Secretary-General, he may be removed at any time.

Sec. 4. The Sultan (Founder)

The Sultan is the title of the constitutional regional Head of State. He is the titular head of the region.

Serving as the regional Sultan he has multiple ceremonial and reserve powers to ensure the Arab league functions smoothly.
1.To serve as a ceremonial, or governmental head in place of the Rais (Secretary-General) if requested to do so by the Rais(Secretary-General) of the League.
2.The Sultan may, once a Shura/League Council Session, send a passed or rejected bill to a region-wide vote. If 50% + approve the legislation, it is enacted. If 50% + disapprove, it is defeated. This power shall be referred to as the Sultan writ of authority.
3.The Sultan can ban and eject puppets and invaders on-site without the need for a region-wide vote.
4.The Sultan may not hold the Secretary-Generalship or other Wazir position.

Sec. 5. This Charter hereby creates the Supreme Court of Justice: Balat. This Balat shall be the only Judicial Body within the League.
1.The Supreme Court of Justice (Balat) may investigate all matters brought before it, and request any evidence for its trials and hearings.
2.The Supreme Court of Justice may issue any ruling it desires, as long as these rulings don't contradict Charter law.
3.The Chief Hakim shall act as Chief Justice and preside over trials. The Chief Justice determines final sentence/s.
4.There will be a total of two Hakims( Judges) in addition to the Chief Hakim .
5.The hakims decide the verdict on all trials and hearings before them.
6.The Secretary-General (Rais) or any member of the Supreme Presidium and League Council (Shura) may not serve on the jury. If they wish to do so, they must either resign their position.

Article Two- The Legislative Branch (Shura)

Section 1. This Charter hereby defines the Legislative Branch as:
Shura or The League Council (LC)


Sec. 2. This Charter hereby creates the Shura or League Council. This shall serve as the only legislative body of the League.
1.The Shura /League Council shall pass legislation regarding government structure/procedure, amending the Charter, and creating regional policy on topics.
2.There shall be five seats on the Shura/League Council elected every 30 days.
3.The Shura/League Council shall be vested with the power to impeach the Rais or a Wazirs for wrongdoing, ineptitude and dereliction of duty or other crimes the Shura/Council sees as irregular. Should the Shura/League Council vote in favour of impeachment by a majority, a region-wide vote shall be held, if 55% favour impeachment, the individual will be removed from office and unable to return for 45 days.
4.The League Council shall be vested with the power to call a 'Vote of No Confidence (VoNC). If a majority of the Council favour a VoNC then a region-wide vote is held, if 65% then favour the Vote of No Confidence, immediate elections are held for the Secretary-Generalship, while all other Cabinet members are removed, in this meantime the Chief of State takes up temporary powers.
5.Legislation proceeding through the Shura/League Council will be debated and voted upon for a maximum of forty eight hours from submission, unless the Presiding Officer or the Chairman asks for a 24 hour debate extension.
6.Quorum is reached by all Shura/League Council members voting.
7.Legislation passed unanimously by the League Council shall automatically be sent directly to the desk of the Secretary-General(Rais) for approval.
8.The region-wide votes for Impeachment and for Lack of Confidence are held for 48 hours.

Section 3. This Charter hereby establishes the position of Presiding Officer( Chairman) of the Shura/League Council.
1.S/he must be a serving member of the League Council.
2.S/he shall be appointed by the Rais from the elected Shura members.
3.S/he shall tally the final votes from Shura/League Councillor Nations.
4.S/he shall ensure legislation is voted/debated upon within Charter mandated time restrictions.
5.S/he shall manage the legal archives.
6.S/he may extend the mandated debate period for introduced bills by 24 hours.
7.The Presiding Officer shall move legislation to each Office of the League when necessary, i.e. Council Chamber to Desk of the Secretary-General(Rais). All steps must be ensured by the Presiding Officer.

Article Three- By-Laws

Section 1. This Charter hereby defines puppetry as:
•A nation inserting more nations in the League.
•"WA Mission" nations are exceptions.


2. Puppetry is punishable by banning and ejection, but sentences shall be determined by the Halat.

3. Forum registry is required to ensure the safety of the League.

4. To amend the Charter, the amendment must be approved by at least two thirds of the Shura/League Council, and consequently approved a majority regionwide vote. The Rais must then ratify the Amendment, whom can only be bypassed with a 75% + majority in the regionwide vote.
4a. The Rais(Secretary-General) has no veto power over Charter amendments.

5. Blacklisting Acts shall be treated just as any other legislation.

6. If the Rais(Secretary-General) or the Sultan decide to use veto powers, they have only twenty four hours after the passage of a bill/Charter Amendment to do so, otherwise the bill/Charter Amendment automatically by-passes them.

7. If the Presiding Officer is not available for legislative duties then another member of the Shura/League Council may temporarily undertake them if 'urgent', but must proclaim they are doing so under this clause.

9. Should the government be dissolved for any reason, rush elections should be held to elect necessary positions. Until then, the Chief Hakim shall serve as Acting Chief then.
