This was a proposal I had worked on a while back and am planning on bringing it up again as soon as I have the time to devote to it. In the mean time, want to see what you all think about it. |

It looks ok, but I don't think you should make WLDs compulsory, as many states have anti-gambling laws |

I agree with Mantura, I'm one of those countries with an anti-gambling law. Other than that, it seems pretty solid. |

Unfortunately, the WA does not allow resolution to be "optional". It must apply to everyone. However, It does allow for there to be loopholes. Most of the time those are bad and I try to avoid them, but this time I went all out and put as many in as I could get away with. If you are truly morally opposed to gambling then this resolution posses very little threat to your state. 1. A person can only buy 1 ticket per transaction 2. States can cap the number of tickets sold to 1 per person a day 3. States can dictate how the tickets are sold 4. States can dictate where tickets are sold (In the middle of a desert or frozen wasteland 1,000 miles away from anything else for example) 5. States which have limited participation in the lottery will have their lottery division suspended, meaning that the lottery will no longer be held in that state 6. States are still free to regulate or outlaw all other types of gambling 7. The money the WA get from each and every state goes into the WA General Fund, reducing the tax burden imposed on the state government by GAR #17, regardless of the level of participation This is already as optional as it can get without breaking the "optional rule". Still, I know that some states are going to take issue with it and that is fine. It is the nature of the beast. |

I like it. However, I have to ask, would states that do have anti-gambling laws be able to draw from the lottery funds that are added to the WA General fund? If they can, then that could be problematic, being those nations could potentially "take from the pot" (so to speak) without contributing. If there was a way to earmark lottery funds and have those funds doled out based on the percentage that each nation contributed to the WA General Fund via the lottery, then I would feel a lot more comfortable voting "for" this resolution if it comes to the WA floor. Just my $.02 |

Completely agree with Jake here. Nice spotting of the loophole, and needs to be patched up because without it the entire resolution goes to pot. |
