The World Assembly,
SEEING the great financial burden placed upon the World Assembly by General Assembly mandates;

DESIRING to provide a revenue source to assist in fully funding said mandates;

WISHING to enrich member nations as well as people;

HEREBY ESTABLISHES a World Lottery (WL), to be organized so that:
1. Each state has its own lottery game, operated as a World Lottery Division (WLD)
2. The WLC may suspend the operation of a WLD for insufficient funds being generated to cover the operational cost
3. Tickets sold within a state are only for that states WLD
4. In the event of multiple winners in a given game, the jackpot is to be equally divided among them;

CREATES the World Lottery Commission (WLC) to oversee and operate the lottery;

MAKES it the responsibility of the WLC to fairly establish the cost of tickets for each WLD;

MANDATES that of each ticket sold, 40% is to go into the World Assembly General Fund and be administered by the General Accounting Office, 30% is to go to the nation in which the ticket was sold, 20% to be awarded to the winner, or winners, of a WLD game, and 10% is to go to the WLD which sold the ticket, to be used to cover the operational cost of the lottery;

FURTHER MANDATES that any surplus in the operational budget at the end of each year be placed into the WA General Fund;

REQUIRES all member states to make WL tickets available for sale;

LIMITS the number of tickets sold to one per transaction;

ALLOWS each state to set a cap on the number of tickets sold to an individual, provided that such cap is uniform throughout their jurisdiction and that the cap is not set lower than one ticket per day;

ALSO ALLOWS each state to determine the means by which the WLC sells tickets within their jurisdiction;

AFFIRMS that this resolution does not affect the right of states to legislate with regard to other forms of gambling, subject to extant or future international law;

FORBIDS any organization, public or private, from buying tickets;

ESTABLISHES that individual participation is voluntary and no state may criminalize or otherwise punish such participation or any other directly related activities;

DECLARES that no individual may participate in the lottery unless they have reached the age of majority, or equivalent threshold of maturity, for the state within which the ticket is sold;

REQUIRES that advertising for the lottery be conducted with integrity and dignity;

ENCOURAGES states to use a portion of their percentage of ticket sales to establish gambling addiction support programs.

This was a proposal I had worked on a while back and am planning on bringing it up again as soon as I have the time to devote to it. In the mean time, want to see what you all think about it.

It looks ok, but I don't think you should make WLDs compulsory, as many states have anti-gambling laws

I agree with Mantura, I'm one of those countries with an anti-gambling law. Other than that, it seems pretty solid.

Unfortunately, the WA does not allow resolution to be "optional". It must apply to everyone. However, It does allow for there to be loopholes. Most of the time those are bad and I try to avoid them, but this time I went all out and put as many in as I could get away with. If you are truly morally opposed to gambling then this resolution posses very little threat to your state.

1. A person can only buy 1 ticket per transaction
2. States can cap the number of tickets sold to 1 per person a day
3. States can dictate how the tickets are sold
4. States can dictate where tickets are sold (In the middle of a desert or frozen wasteland 1,000 miles away from anything else for example)
5. States which have limited participation in the lottery will have their lottery division suspended, meaning that the lottery will no longer be held in that state
6. States are still free to regulate or outlaw all other types of gambling
7. The money the WA get from each and every state goes into the WA General Fund, reducing the tax burden imposed on the state government by GAR #17, regardless of the level of participation

This is already as optional as it can get without breaking the "optional rule". Still, I know that some states are going to take issue with it and that is fine. It is the nature of the beast.

I like it. However, I have to ask, would states that do have anti-gambling laws be able to draw from the lottery funds that are added to the WA General fund? If they can, then that could be problematic, being those nations could potentially "take from the pot" (so to speak) without contributing. If there was a way to earmark lottery funds and have those funds doled out based on the percentage that each nation contributed to the WA General Fund via the lottery, then I would feel a lot more comfortable voting "for" this resolution if it comes to the WA floor.

Completely agree with Jake here. Nice spotting of the loophole, and needs to be patched up because without it the entire resolution goes to pot.
