WE THE UNDERSIGNED NATION STATES, In order to promote international cooperation and to achieve peace and security. By means of open, just and honorable relations, by establishment of international law and rules of conduct among our governments, by the maintenance of justice, and by respect for all members, HEREBY AGREE TO THIS CHARTER FOR THE REGION OF THE UNITED LEAGUE OF NATIONS. ARTICLE I The United League of Nations (League) is founded upon the principles of equality, democracy, and mutual respect. It is established to be a home for those who are lost, marginalized, and rejected, an association where the voice of all members is heard regardless of size or power. ARTICLE II Each member is free to join or depart the League at their pleasure. No member shall be coerced into staying or departing the League except as punishment for crimes proven in court. Each member shall have full autonomy over its internal affairs. Each member shall the right to the form any system of government of its choice. ARTICLE III There shall be a League Assembly. Each member shall have one seat and one vote in the League Assembly. No member who is politically beholden to another member (a puppet) shall have a vote, though they may participate in debates, nor may they hold any position other than that of observer within the League Assembly, positions within the military are excepted. The League Assembly may pass by majority vote resolutions, either binding or unbinding, to improve the operation of the League. The principal officer of the Assembly shall be the Speaker of the Assembly. The Speaker shall oversee the debates of the Assembly, call a vote on proposed resolutions, and perform any other duties the Assembly may require. The Speaker of the Assembly shall be elected by the members of the Assembly in the second period of the election cycle. ARTICLE IV There shall be a League Council. The League Council shall consist of, in order of prominence, the Delegate, Vice-Delegate, Speaker of the Assembly, Minister of Interregional Relations, Minister of Defense, Minister of League Affairs, Minister of Justice, Chief of Police, Dungeon Master, Chairperson of the Recruitment Committee, Chief Justice, and shall be permanently chaired by the member nation TULON Admin. The League Council shall have the power to declare a state of emergency, temporarily suspending the authority of the Regional Assembly and take action to safeguard the Region. The Chairman of the Council may, when facing a clear and present danger which threatens the security or stability of the League, act to safeguard the League as a whole, and at such time shall request of the members of the Council the declaration of a State of Emergency. Should the Council reject the declaration of such, all actions taken by the Chairman of the Council from such request until that point shall be reversed and all further actions shall cease. Members of the League Council, except for the Chairman, may be removed from office upon the indictment of the Assembly, or upon self indictment, and a guilty verdict of the Supreme Court. It shall be at the discretion of the Court to remove the offender from office or issue a different sentence. The Assembly may regulate and assign additional duties. ARTICLE V There shall be a League Supreme Court. The League Supreme Court shall consist of five members: One Chief Justice and four Associate Justices. The first members of the court shall be selected by the League Council. Thereafter, the members of the court shall fill their own vacancies, and choose from among themselves the Chief Justice. The Supreme Court may establish and abolish lower courts at their discretion and subject to ratification of the Assembly. Such dissolution shall not nullify the rulings of the lower court. The Supreme Court or the Council may propose regulations for the ordering and operation of the court system to be ratified by the Assembly. ARTICLE VI There shall be a Chief Administrative Officer called the Delegate. The Delegate shall represent the League in the World Assembly. The Delegate shall oversee the other principal officers of the League Government, and may require in writing their opinion upon any subject relating to the duties of their respective offices. The Delegate shall have the power to sign or veto any measure passed by the League Assembly, but such veto may be overridden by majority vote of the Assembly. The Delegate must be a member of the World Assembly. The Delegate shall be elected by the Leagues World Assembly member nations in the first period of the election cycle. All members who are also a member of the World Assembly are required to endorse the Delegate, failure to do so may lead to an ejection from the League, though they shall not be banned unless the same nation has been ejected at least twice before for the same non-compliance, but such ejection shall not occur without the Delegate being able to show at least two specific warnings, each at least one week apart and starting no sooner then one week after joining the region. Warnings shall not be issued to non World Assembly members, though the loss of WA member status will not nullify previous warnings. Warnings may be removed by two weeks of continued compliance per warning. The Delegate my eject, though not ban, any member, Except the Vice-Delegate, who is within 75% of the Delegates total number of endorsements. The Delegate shall have the power, with the advice and consent of the Assembly, to fill all vacancies which may occur in the government unless otherwise stipulated in this charter. The Delegate shall have the power, with the approval of the League Council, to remove from an individual from their position, League Council and judicial positions excepted, for failure to preform their duties or upon the conviction of a crime. The Delegate shall have the power to grant pardons or reprieves. The Assembly may regulate and assign additional duties. ARTICLE VII There shall be a principal assistant to the Delegate called the Vice-Delegate. The Vice-Delegate shall, upon the inactivity or removal of the Delegate, become the Delegate until the next scheduled election. The Vice-Delegate shall perform such oversight duties which are within the power of the Delegate and which the Delegate shall assign. The Vice-Delegate shall be elected together with the Delegate on a joint ticket. In the event the Delegate-elect did not have a running mate, then the Vice-Delegate shall be the candidate for Delegate who received the second most votes. All members who are also a member of the World Assembly are required to endorse the Vice-Delegate, except those members of the League Council. The Assembly may regulate and assign additional duties. ARTICLE VIII There shall be a Ministry of Justice whose principal officer shall be the Minister of Justice. The Minister of Justice is responsible for investigating allegations of wrongdoing or violations of the Charter or Assembly resolutions, bringing charges upon probable cause to the same, and prosecuting such charged members before the Supreme Court. The Minister of Justice shall be elected by the members of the Assembly in the third period of the election cycle. The Assembly may regulate and assign additional duties. ARTICLE IX There shall be a Ministry of Interregional Relations whose principal officer shall be the Minister of Interregional Relations. The Minister of Interregional Relations is responsible for establishing and maintaining good relations with other regions, for recommending the establishment of embassies, for appointing ambassadors and receiving the same, and for establishing the foreign policy of the League. The Minister of Interregional Relations shall be elected by the members of the Assembly in the fourth period of the election cycle. The Assembly may regulate and assign additional duties. ARTICLE X There shall be a Ministry of League Affairs whose principal officer shall be the Minister of League Affairs. The Minister of Internal Affairs is responsible for welcoming new members into the League, finding the strengths of new members and getting them connected where they can be most active. The Minister of Internal Affairs shall be elected by the members of the Assembly in the fifth period of the election cycle. The Assembly may regulate and assign additional duties. ARTICLE XI There shall be a Chief of Police. The Chief of Police shall oversee the general discussion section of the forum as well as the Regional Message Board to ensure that things remain civil as well as engaging. The Chief of Police is also responsible for providing topics of discussion should there be a lull in activity on either board. The Chief of Police shall be elected by the members of the Assembly in the sixth period of the election cycle. The Assembly may regulate or assign additional duties. ARTICLE XII There shall be a Dungeon Master. The Dungeon Master shall oversee the role play section of the forum to ensure that things remain civil as well as engaging. The Dungeon Master is also responsible for providing games to play should there be a lull in activity. The Dungeon Master shall be elected by the members of the Assembly in the sixth period of the election cycle. The Assembly may regulate or assign additional duties. ARTICLE XIII Each period of the election cycle shall be 30 days long. Nominations and campaigning shall be open up to 16 days before the start of the election. The election shall run for 7 days. After the election, there shall be a 7 day transition period for the incoming official to take office. The start of the term shall be the last of these seven days. Each term shall be 180 days in total. ARTICLE XIV There shall be an Army for the defense of the League as well as to carry out the directives of the government in relation to foreign regions. The Delegate shall be the Commander-in-Chief of the Army. Field and Operational command and control shall be vested in the Field Marshal, who shall be appointed by the League Council. The Assembly may legislate as to the structure of the Army No military action shall be taken without the approval of the Assembly except in a state of emergency when the Council may authorize such, and in such case the Chairman of the Council, or the Council's principle member, shall assume Supreme command of the Army. The members of the army shall be based and stationed within the Leagues home area unless on assignment. ARTICLE XV There shall be a Recruitment Committee to help grow the League. The Recruitment Committee shall be responsible for creating and distributing a Telegram to be used to attract new members into the League. The size of the Committee shall be set by the Assembly. The Committee shall elect their Chairperson, to serve at their discretion. AMENDMENT I There shall be a Ministry of Defense whose principal officer shall be the Minister of Defense. The Minister of Defense is responsible for the overseeing of the Army and Intelligence Service, coordinating with allied military forces, and the general defense of the League. The Minister of Defense shall be elected by the members of the Assembly in the second period of the election cycle. The Assembly may regulate and assign additional duties.
