The Celestial Empire of Narietum
History

Posted Image Set along the outer fringes of the Triangulum Galaxy, the Celestial Empire of Narietum prides itself as a galactic major power, though it may very well be a superpower in its own right. Home to 987 billion people across a large swath of space, Narietum is a relatively homogenous state when it comes to culture and society due in part to closed immigration as well as a somewhat forced cultural conversion of any new species and people that join into the Empire. The only divisions in culture generally come from traditional thinking of state and emperor worship - which remains dominant - and the new wave of more progressive thinking that opposes such worship and treatment of a "mere mortal". While there's no violence, with the government sternly upholding the belief that people are free to express themselves peacefully, there's cultural clashes nonetheless.

Narietum was first founded on the planet Saravius following a protracted global war between several major powers. Following the Peace of Tasmerias, site of the current Capitol Building for the Empire and its capital city, the global powers united under the single banner of Narietum, harkening back to the days where one major power dominated much of global politics and economic progress and wishing to restore those days for the newly unified state and progress rapidly into their new future free from internal war and chaos. As such, new laws were instituted that hailed the Emperor, or Empress, above all others and treated them as a living deity. This state and ruler worship served to solidify the nation within a few decades following the war and Narietum entering space.

Upon entering space, the humans of Narietum found themselves surrounded by enemies that would need dealt with rapidly. Though they were far from the most advanced nation around them, Narietum rapidly overwhelmed the Agrisica Commonwealth and absorbed them into the Empire. The Agrisica, being a race of predominately canines and vulpines, were quickly rushed to the frontlines to supplement the fighting on the second front that was opened, with the promise of citizenship and equal treatment should they fight for Narietum and the Emperor. Many answered the call and Narietum began its invasion of the Japynion Republic under the pretense of securing its borders. A rapid, though bloodier, war ensued and brought the Republic to its knees before the Empire. The felines of Japynion were integrated into the Empire.

For some time, this rapid expansion halted as the Empire brought the two nations into their fold. In doing this, they were able to strengthen the economy of the Empire and reduce the inevitable cultural clashes by converting the entirety of the Japynion and Agrisica into the culture of Narietum through force and law. Most accepted the conversion as part of the defeat, but there were violent clashes put down with excessive force to coerce others into not standing up against the inevitable march of progress, led by the humans of Narietum. By the end of the third century since entering space, Narietum had unified once more, with the three species and their sub-species all united under a single banner.

Two more species near the Empire caught the imperialist eye of the first Agrisican Emperor of Narietum. The Namilaea Kingdom and the Romyreos Stratocracy, both relatively weak in comparison to Narietum. For the first time in decades, the military of Narietum rose to answer the Emperor's call to arms. Combined species tactics were employed for the first time, with human and canine forces making up the majority of front line and second line forces, while the felines acted in support, logistics, and reconnaissance roles. In just under two years, both states were subjugated by the Empire and integrated relatively quickly. The bears of Namilaea and the reptiles of Romyreos mostly accepted the rule of the Celestial Emperor and the conversions that came with it.

Since those wars, Narietum has been content to solidify its borders and grow its military to defend against all external threats that wish to harm the Celestial Empire and its loyal subjects.

-The High Council-

Established as the upper class of Narietum, the High Council is made up of various nobles of Narietum and act as secondary advisors to the Celestial Emperor or Empress. The nobles themselves may not act as direct advisors, instead sending representatives of their dynasty to the High Council to state the views of the noble dynasty in question. As such, the size of the High Council is very variable as the nobles may send one or two dignitaries or entire diplomatic teams, usually dependent on the wealth of the dynasty.



-The People's Legislature-

Despite the absolutism of Narietum, the people were afforded a limited degree of voice in the government. That came in the form of the People's Legislature. The 9,400 representatives of the people act as a tertiary set of advisors to the Emperor or Empress. Chosen by the Empire's bureaucracy for the major worlds of the Celestial Empire and apportioned by population share, the representatives vote on minor issues that affect little more than the general populace. On rare occasions, the emperor or empress may personally head a session of the Legislature and take in their votes and opinions on national level issues.

Unlike many legislatures of the galaxy, the People's Legislature has banned all political parties, requiring those that wish to obtain a seat in the legislature to, first and foremost, undergo imperial examinations in order to even be considered for the positions. Based on ability show in the examinations, some are able to be selected immediately for the Legislature. Upon selection, all representatives are encouraged to go out and meet with the new constituents and gather up a general opinion among that position. While not elected, the idea of the representatives acting publicly is meant to decrease risk of protest and rebellion.

Nobility

Narietum nobility is a firmly established and deep rooted tradition within the Celestial Empire. Only the Emperor or Empress is capable of giving and revoking noble titles from their subjects, and any species that has embraced the throne is capable of receiving any number of noble titles for their accomplishments or contributions to society. The titles are passed through the bloodline of a family, and nobility is a requirement for any consideration for the throne should the Emperor or Empress pass without an heir, as nobility is seen as being mandated by heaven as well and thus any noble is capable of taking the throne.

Military

Fleet Admiral of the Celestial Navy:
Field Marshal of the Celestial Army:

National Service: With a slightly more military centric society, the Empire encourages all secondary education graduates to enlist for at least a single tour of duty, but it's by no means a mandatory enlistment. Only in times of total war, when conscription is enacted, is enlistment mandatory for all able-bodied people of the Empire, regardless of gender or species.

Quality and Quantity: The Empire takes aligns heavily toward quality equipment, but recognizes that quality alone might not win a war. Generally, every design is made with high quality in mind, but should war come, they can be mass produced to ensure the military is properly armed in the wake of what would be an influx of new recruits.

Military Strengths:
- We Have Reserves: The massive population of the Empire allows for large recruitment pool and manpower on the battlefield should there be a requirement for conscription or reaching recruitment quotas.
- For the Emperor/Empress: Pledging loyalty to the Celestial Emperor or Empress, the Celestial Armed Forces fight for whomever may sit upon the throne, regardless of the Mandate of Heaven.
- Dreadnought Diplomacy: The large size of the Celestial Navy gives Narietum the force it needs to partake in force projection across the galaxy wherever their military is needed to restore order or force a diplomatic solution.

Military Weaknesses:
- We </3 Logistics: During war time the CAF has limited logistical capability. Their war strategy consists of dealing a crippling first strike and reinforcing. During the strike, supplies can run low and entire sections of an offensive can stall.
- Perfectionist: The Empire loves their weapons of high quality, not high quantity. Production speed of just about everything military related takes a long time.
- This End Toward the Enemy: Many soldiers of the Celestial Navy, with the exception of the Marines, cannot handle a rifle properly. Whenever they are on the battlefield, friendly fire incidents increase.

Law and Order

-The Court System-

The court system, over time, has evolved out of government oversight and is effectively independent. Judges, when and if the people are able to elect them, cannot campaign and cannot be a part of a political party in order to maintain a more neutral decision. At the lowest levels, there are single judges that preside over a trial. Juries were made illegal centuries ago and now the judge is the final decision maker.

Celestial courts have taken on a 'guilty until proven innocent' stance for most felonies with crimes being decided within a day of adjournment. Media is not allowed into the courts to prevent public opinion from swaying the verdict. In the Local, Planetary, and some System Courts, there is only a single judge. From the Sectoral Courts and above a tribunal is used. The Supreme Court of Narietum makes use of 7 judges that made their decisions together and are all present in trial. The Supreme Court will operate like the lower courts, but their word is final as there is no higher authority, not even the Emperor or Empress.

Over the past several centuries, the Empire has stripped away criminal rights. Juries were outlawed following an innocent verdict from the jury based on the majority public opinion despite the clear evidence that the accused was guilty. In many cases, the tribunal that is overseeing the court case is mostly military in origin and are active duty military officers. In addition to the lack of juries, defense attorneys have been eliminated because the Empire sees the inability to defend oneself against accusations and evidence as weakness.



-Law Enforcement-

Number of Police Officers in the Celestial Empire: 1,496,000

Depending on where one is in the Empire, police presence is either everywhere, or almost nowhere. The Core Worlds enjoy a high degree of police protection. Where the courts take on a hard line, the police in the Core Worlds focus on community policing. There is little corruption within the police forces, as Internal Affairs are well funded and run independently of the police department itself, typically associated with the Court System itself. Police brutality is common, but tends only to occur with highly dangerous criminals and especially when arresting a killer. It is much the same in the Mid Worlds as the region of the Empire is a highly lawful area.

The Rim Worlds, however, are much different. Much of the order in the region is based on gang control. What influence Imperial Law has in the area is focused around the capitals and in space where the Federal Police has a stronger presence than any criminal organizations. With this breakdown in law enforcement, corruption runs rampant and many police officers overlook criminal activity for a price.

Society

Social Leanings: As a whole, the Empire is relatively content with the current status quo. The only resistance to the new way is from the canine and feline races, who view the sudden and overpowering Saravian influence as dangerous to their way of life when they make up the majority of the new Empire. On the scale of liberal and conservative, as a whole the Empire leans relatively conservative.

Economic Leanings: The people enjoy the relative economic freedom that they are granted. While the major corporations are at least slightly state owned to ensure their production and use to the Empire, small businesses are given freedom to run the business and succeed or fail as the market dictates. Outside of the megacorporations, the government interferes little with business.

Democratic Leanings: Saravians, in general, prefer a more autocratic form of government that can lead them effectively. While dictatorship is acceptable, the majority of people prefer monarchies due to the prestige that comes with them. Agriscans, however, put political freedom up as a tenet of their society. They value democracy and the right to have their voice in government as sacred, and view the Haromian way as backward.

Wealth Disparity: While the Empire is not universally wealthy, it is also not universally poor. The wealth gap has closed significantly, though there's still a significant amount of wealth in the hands of a small number of people.

Desired Effectiveness of Government: For the most part, once the leaders are in power, the people tend to put faith into the government to do the right thing and allocate the budgets as necessary. Only when particularly controversial things occur do the people start to care what is going on in government.

Activism/Engagement: As read above, when controversial things occur the people tend to protest. Lax protest laws require no permits, however they will be cracked down on once it becomes violent as freedom of speech - if nothing else - is held dear.

Multicultural: Saravians tend to be slightly more xenophobic compared to Agriscan and Japynion counterparts, though they do accept foreign cultures so long as they are loyal to the Empire. The Agriscan and Japynion tend to be very open-minded to other cultures and willing to embrace everyone regardless of loyalty.

Religiousness: The wide variety of religions and splinter faiths within the Celestial Empire has made it impossible for society to set its laws and customs around those of a single faith, and thus the variety of religion has resulted in a varied culture. Religion is seen as important, but never is there a single opinion regarding it.

Mass Media Addiction: While the news agencies are heavily viewed, such programs are not overbearing in a person's life. Generally the average resident is encouraged to get out and find a job that they enjoy that serves the state in some form. That said, much of what's on TV is propaganda in some form, with the news generally distorting some facts slightly.

General Public Health: Due to Saravian leaps and bounds in the medical field, while public health could be significantly better over all, basic cybernetics have been widely used in lieu of cloned and reproduced limbs and organs. The cybernetics, in the Saravian mind, are a trophy and a sign of honor as they gave part of themselves for the Emperor or Empress.

Unrest: The population is largely content. There's still space to grow, no wars going on at the moment, and everything is rather normal. However, the Empire's people tend to quickly sway one way or the other - either happy or protesting - when things aren't so good.
