Recessed permanent tubes for 50-metre frames - numbered and capped for easy location.
Similar for 100-yard frames.
Similar for wind-flags for consistent location - on both ranges.

Would an anemometer by the outdoor range with readout in the club room be useful?

Many reasonably priced weather station units can event output to a PC for real-time display on a web site and also build up historic data. Which could be useful if you want to blame the weather for those unexplained shots.

Speed and direction above the club house will probably be different to the firing point and the butts so wind flags will always be required but over time we should be able to predict conditions on the range for a given speed and direction.

Maybe we could ask Walls,Mr Whippy or Hockings ice-cream to donate little advertising flags and make a few bob from them as sponsors :P

Good point. We don't want any accidents if they climb on the butts and a dumpy bag slips rolling on to one of them.
