The United States House of Representatives is one of the two houses of the United States Congress alongside the Senate. The composition and powers of the House are established in Article One of the United States Constitution.

As I understand it the house is made up of senators and congressmen and the congress has the higher power.

The senate has hearings to fine tune the bills before they go to the congress and then the congress goes over them to add to or take away from the bills.
