What's the deal with people walking in the road when there's traffic coming?

Hello,

Over the past months I've noticed a lot more people just walking in the road without looking whether it's safe to do so. This morning I was driving at 20mph in a 20 zone and a woman and her kids just stepped out into the street. I couldn't see her because of other vehicles, slammed on my brakes when I did, and she just held up her hand to say "stop" once I'd already stopped. But it's not just people crossing the road without looking. Almost every day there will be someone unloading their shopping or their children into the street instead of on to the pavement, or a couple of blokes just standing in the street having a chat and looking bemused when a car tries to get past them. And then there are the joggers who apparently don't think the pavement is suitable for running on.
Why has this become a thing?

Please help.
