Charter; The Blue Marines' fundamental rules

The Blue Marines is an alliance in the Blue Team which aims to be a powerful and great alliance.
With this Charter, may we spread to all of the Cyberverse nations our goals and visions, and may we have comrades in the same goals.

Article I — Admission

The Blue Marines is an open alliance. We will allow every nation to join. When a ruler receives an in-game PM, then he just needs to browse the link to the forums, register in the forums, and post a thread to be really accepted as an Apprentice. The main requirements is that the nation's Alliance Affiliation should be "TBM Apprentice", and that the nation's team should be Blue, if that nation has no active trade circle. An Apprentice will be his first step on becoming a Seaman.

Once a member becomes an Apprentice, then he has to study the guides provided in the Marine Naval Academy and take the exams that will focus on what he learned. If the apprentice passes the exams, then he will become a Seaman, a true member of this alliance; otherwise, he is still an Apprentice, and he can take the exams as many times as he can until he passes. An Apprentice can take exams for a month only, and he has no choice but to leave the alliance if he hasn't passed.

A Seaman's Alliance Affiliation should be set to "The Blue Marines" after he passes the exams and gets masked. When a member becomes a Seaman, then he can optionally sign-up for a mentoring program to further strengthen his nation; or, if he is experienced in the game, he can do what he wants to strengthen his nation. The alliance will give enough resources to ensure the growth of the Seaman's nation.

Article II — Government Ranks

The Blue Marines government system is a stratocracy, composed of 1 Admiral, 1 Vice Admiral, 1 Rear Admiral, 3 Commodores, 3 Captains, and 3 Commanders. All of these officers must have powerful nations (i.e. these nations should have nuclear weapons and high nation strength), and must be active both in the game and in the forum (they must check the forum everyday). They are the ones in charge of making and implementing rules in the alliance, of military actions during alliance wars, and of the welfare and unity of the alliance.

§2 — Admiral

The Admiral is the primary leader and commander-in-chief of the alliance. He oversees everything happening in the alliance, both domestic and foreign. He only has the power to declare war.

§2 — Vice Admiral

Should the Admiral be unable to perform daily duties, the Vice Admiral will be the one to perform the duties of his Admiral. He should report to the Admiral about what he does in the alliance forum while the Admiral is away (via email or chat, if possible).

§3 — Rear Admiral

The Rear Admiral is the one in charge of informing alliance members about the government's decisions, as well as being the bridge between the government and its subordinates. He is also there to perform the duties of the Admiral and Vice Admiral, if both are unable to perform duties. He should report to the Admiral or Vice Admiral about what he does in the alliance forum while the Admiral or Vice Admiral is away (via email or chat, if possible).

§4 — Commodore

The Commodore is the one in charge of his own assigned office by the Rear Admiral. 3 Commodores are chosen: one for the Local Affairs, the other for the Economy Affairs, and the last for the Foreign Affairs. They are in-charge of moderating the threads and posts in their offices. He is also there to perform the duties of the Admiral and Vice Admiral, if both are unable to perform duties and if the Rear Admirals are away. In this case, only 1 Commodore will be chosen to temporarily perform the daily duties, while he chooses another Commodore to temporarily take charge of his office. He should report to the Admiral or Vice Admiral about what he does in the alliance forum while the Admiral or Vice Admiral is away (via email or chat, if possible).

§5 — Captain

Should the Commodore be unable to perform his daily duties, then the Captain will temporarily perform the daily duties.

§6 — Commander

The Commander is considered to be an outstanding seaman who has made it to the Top 3 Seamen in terms of nation strength, and has developed nuclear weapons. From the above statement, only 3 Seamen will be chosen. The Commander serves as a leader of his fellow seamen, therefore, 3 battalions will be formed in accordance. He will be responsible for war actions that his unit will perform with authorized orders from his Officers (Admiral up to Captain).

Article III — War

In terms of war, we will not wage war without a proper reason for doing so. Any member nation violating this doctrine will be put to death, including Officers.

If by chance we are the target of other alliances, then all members should coordinate with their CO's and calmly fight the enemy. We will call our friendly alliances for help if matters get worse.

§2 — Defense Affairs

The Defense Affairs is a special office in this alliance, in which its primary objective is to defend the alliance against wars. This office will be headed by all Officers, since the government is a stratocracy. By rank, the Admiral is the leader of the office, followed by the Vice Admiral, Rear Admiral, up to the Commander.

§3 — Battalions

During the course of war (and during peace), all officers and seamen must be designated to a battalion. 3 battalions are to be formed, namely the Magma battalion, the Light battalion and the Ice battalion.
These battalions will be led by the Commanders, Captains and Commodores.

Article IV — Expulsion

A member can be sentenced to expulsion from the alliance if he commits any of the following:


  • Posting threads that flame other members or launching OOC (out of character) attacks against any nation of the Cyberverse
  • Attacking a friendly nation of this alliance
  • Defiling the alliance

Once a member is expelled, he cannot rejoin this alliance. If he persists in rejoining, then he will be considered a pirate and be subject to offensive actions.

Article V — Revisions

This charter maybe revised for the next administrations to follow. For a revision to take effect, a voting shall take place. The required number of votes to approve the revision must be two-thirds of the number of Officers. In special cases, the Admiral's approval can be used for a revision to be approved.
