The Charter of Silliness
Preamble


In the pursuit of peace, love, and extreme silliness, the assembled nations of the Burning Sea accept this charter as the supreme law of the land. May all nations be given prosperity, peace, and free beer.

Section 1: The Name of the Charter

Article 1: This act may be referred to as "The Charter of Silliness"

Section 2: Creation of Governmental Departments

Article 1: The Peanut Gallery shall be the legislative department of The Burning Sea.

Article 2: The Burning Navy shall be the military of the Burning Sea.

Article 3: The Ministry of Beer shall be the recruitment, immigration and integration department of The Burning Sea.

Article 4: The Ministry of Evangelism shall be the foreign affairs department of The Burning Sea.

Article 5: The Grand Inquisition shall be the justice and law enforcement department of The Burning Sea.

Article 6: The Ministry of D&D shall be the cultural department of The Burning Sea.

Article 7: The Ministry of the Snakepit shall be the World Assembly department of The Burning Sea.

Section 3: Citizenship

Article 1: Any member of the forum which has a nation in the region may apply for citizenship.

Article 2: Once a citizen has applied for citizenship, their application shall be held and reviewed by the Ministry of Beer.

Article 3: If they find no reason not to accept, the applicant shall become a citizen.

Article 4: The Ministry of Beer reserves the right to reject someone for any reason.

Section 4: The Government of The Burning Sea

Article 1: The Peanut Gallery shall be divided into two houses: The General Assembly and the Grand Council.

Article 2: The houses shall be led by the Prime Minister.

Article 3: Any citizen may apply to join the General Assembly.

Article 4: The Grand Council shall have 1 member for every 25 the members of the region. beginning at 6.

Article 5: The Grand High Assembly shall be elected in elections held every two months.

Article 6: The Grand High Prime Minister shall be elected in those same elections.

Article 7: The Prime Minister shall select, from the respective branches of the government, leaders for all ministries and The Burning Navy. They shall serve until the end of the PM's term, or until dismissal by the PM.

Article 8: If the Prime Minister or any HC member or governmental ministry leader goes inactive for a week, they are forcibly removed from office.

Section 5: Judicial Code

Article 1: The Court of Justice shall be led by the Grand Inquisitor.

Article 2: The Justice Process shall begin with an indictment of one citizen by another.

Article 3: If the indictment is considered valid by the Grand Inquisitor, then a trial shall begin.

Article 4: The trial shall be presided over by the Grand Inquisitor, and shall be made up of the Defendant, Prosecutor, Defence Attorney, and anyone who can supply evidence and testimony.

Article 5: Once all factors have been examined, the Inquisitors shall convene and decide on their verdict.

Section 6: The Burning Navy

Article 1: The Burning Navy shall be divided into two groups: the Coast Guard and the Grand Fleet.

Article 2: The Coast Guard shall be geared for unplanned, spontaneous defences. They will need to be on at most updates.

Article 3: The Grand Fleet shall be geared for planned liberations and attacks. They can be on at only some updates.

Article 4: One can be part of both the Coast Guard and Grand Fleet.

Article 5: The Burning Navy shall not engage in wars of aggression, except against hateful groups such as those committed to National Socialism (Nazism)

Article 6: The Burning Navy shall be led by the Admiral of the Fleet.

Section 7: Election Procedure

Article 1: Elections shall be called every two months.

Article 2: The Election procedure shall begin with members of the General Assembly being nominated by other members.

Article 3: Voting shall begin a week after elections are called.

Article 4: Voting shall last one day for electing each senator of the Grand Council, and three days for the Prime Minister.

Article 5: The senators shall be chosen by whoever has the most support after a days voting being confirmed.

Article 6: The Prime Minister shall be confirmed with a simple majority of 50%.

Section 8: Rights of the Common Citizen

Article 1: All citizens have the right to national sovereignty: the region cannot force certain policies on nations.

Article 2: All citizens have the right to freedom of speech and expression, except when it is used to demean, slander, or offend others, or is in contradiction to Nationstates or Zetaboards TOS/Site rules.

Article 3: All citizens have the right to not be punished without law.

Article 4: All citizens have the right to join any governmental office.

Article 5: All citizens must be treated equally under the law.

Article 6: All citizens can vote in elections.

Article 7: All citizens can influence the WA delegate's vote, except when the GHPM invokes his power to make the WA delegate vote.

Article 8: All citizens can indict another in the Court of the Inquisiton

I, almost immediately after finishing this, declared that it was a deeply flawed document, and it will be replaced by the end of July.
