It is connected, it takes place after MGS4 and they will take story elements from the previous games, such as Raiden's past as a child soldier. But from what I know it's also a spin-off, meaning it isn't canon.

That's the impression I got from the trailers. But anyway, since this is a spin-off they can pretty much do whatever they want.

This, to be honest I just hope they don't ruin Raiden's character or the story because I quite liked him lol i liked raiden in mgs2. i dont like raiden in mgs4 just seemed to "everybody loved gray fox right? i can do fox shit too" but this game looks awesome i dont care for the story since thats not one of Platinum Games strengths since all their games are just out there and insane. to me this just looks like a fun game to have a blast in.

So we can assume it will be a gameplay video from the E3 demo. Looking forward to it! Full post.
