The Writ of Union

The Writ of Union is the founding constitution of The Grand Coalition! It is the binding document that all member nations must preserve, protect, and defend when they join the Coalition. The Writ of Union is as follows:

PREAMBLE:
Among these nations, we find several truths to be self evident. All member nations must abide by these certain truths to endure here, and promote peace and prosperity among all.

ARTICLES:

Article 1

Section 1:
All member nations shall be free to express their own opinions, and shall do so without fear of ejection or banning, as long as they do so in a respectful manner.

Section 2:
The members shall pass no law forcing a nation into changing their policies on taxes, freedom of speech, religion, information, or governing philosophy.

Article 2

Section 1:
All member nations of the World Assembly (WA) shall democratically elect a WA Delegate who shall also serve as the Prime Minister of The Grand Coalition; through endorsements given on that nations merit, not pressure from any other nations, or personal allegiance.

Section 2:
WA member nations in The Grand Coalition retain the right to depose the WA Delegate at any time by withdrawing their endorsements, if that nation is neglectful or openly destructive in their duties.

Article 3

Section 1:
If a member nation decides that another member should be ejected, he must bring the issue before the Council of Ministers, and with good cause, there must be a majority vote for ejection.

Section 2:
When subject to a vote of ejection and or banning, member nations have the right to be informed that their fate in this Region is being voted on. The nation under vote of ejection has the sole right to express their merits to members of the Council.

Section 3:
Any nation who uses racism, sexism, homophobia, or any other forms of cyber bullying will have a vote immediately called by the Minister of the Interior on their ejection.

Article 4

Section 1:
The Council of Ministers shall be the official central governing body of the region, and shall be composed of the Prime Minister (WA Delegate), Minister of the Interior, Minister of Foreign Affairs, High Cartographer, and Minister of Defense. They shall be democratically elected from the original appointments.

Section 2:
A mandatory Council election will take place on the first of every third month, although a Referendum may be called by any nation to hold an immediate election, which requires a 2/3 vote of the region to enact. Member nations may run as many times as they wish.

Section 3:
The Founder does not have the right to depose any Minister from their position without a unanimous vote from the rest of the council, and if this is done, an emergency election will be called, in which the deposed member will be barred from running for that or any other position.

Section 4:
All members of the council shall swear or affirm an Oath of Loyalty to The Writ of Union and to serve the best interests of the region at large. The following is the Oath:
"I LEADER NAME FROM NATION DO SOLEMNLY SWEAR/ AFFIRM THAT I WILL FAITHFULLY EXECUTE THE OFFICE OF POSITION AND WILL TO THE BEST OF MY ABILITY, PRESERVE, PROTECT, AND DEFEND THE WRIT OF UNION OF THE GRAND COALITION. SO HELP ME GOD!"

Section 5:
The Chairman (founder) reserves the right to bestow special titles and positions to nations who perform specialized tasks that benefit the region, unless a majority vote by the council bars it.

Section 6:
A general 2/3 vote by all member nations can make one such specialized position a permanent member of the council.

Article 5

Section 1:
The following are the official duties of the Prime Minister of The Grand Coalition:
To enforce the Writ of Union and the laws of The Grand Coalition.
Sign or vetoe laws passed by the majority.

Section 2:
The following are the official duties of the Minister of the Interior of the Grand Coalition:
Is also the Deputy Prime Minister
To call special votes on laws and or ejections.
Propose and write the laws for The Grand Coalition.
Be the official organizer of elections.

Section 3:
The following are the official duties of the Minister of Foreign Affairs of the Grand Coalition:
Is the official recruiter of nations to our region.
Is the official person that proposes the Embassy Construction 'Contract' with other Regions.
Deals and manages with problems in foreign policy for the region.

Section 4:
The following are the official duties of the High Cartographer of the Grand Coalition:
Is in charge of creating and updating the map of the region.
In charge of managing and resolving land disputes.

Section 5:
The following are the official duties of the Minister of Defense of the Grand Coalition:
Deals with implementing the defense policy of the region.
Responsible for managing the Grand Coalition Security Council (SC)

Article 6

Section 1:
Member nations can propose Amendments to The Writ of Union, which pass with a 2/3 majority vote, or a 3/4 Council vote and approval by the Prime Minister. If he vetoes it, this can be overruled by a 3/4 general vote, or a unanimous vote by the Council.

Section 2:
With a unanimous general vote, the region may merge with another region, or be absorbed into a separate one.

Article 7:

Section 1:
No nation may share the regional password without the express permission of the chairman, and the password shall be changed no less than once every three new nations to join, or no less frequently than every two weeks.

Section 2:
During times of extreme regional crisis, such as a raider invasion, the Council has the right to dissolve The Writ of Union for a period of no more than one week. The suspension of The Writ of Union may be extended if the crisis has yet to abate.

Article Eight:

Section 1:
The High Council has the right to create specialized regional titles, for jobs not on the high council, but useful to the region. The Council also reserves the right to appoint and remove nations from these positions

Section 2:
The General populace of Grand Coalition nations reserve the right to depose a nation who holds a specialized title with an impeachment vote of 2/3 majority, and similarly, can dissolve a specialized title with a 3/4 majority vote.
