Preamble:

Revolution. One whose spirit our United People possess; for it is one commonality that all the major constitute regions have more than their fair share of experience of. The Dominion against foreign ladrones, and New Britannia against the internal ladrones. It is this ideal spirit of revolution that has been one of the major factors in forming The Cosmarchist People's Republic of The Ascendancy. We have formed this Republic, that has bathed itself in the glimmering rays of the Sapphire dawn, to revolt against the decadent modernity of the Old Guard, and their masters, the Voi'ahdrun.

We revolt against the methods and practices that is a commonality within the realms where the current culture of Modernity is well practiced. The deals behind the doors of politicians against the Virtuosi' creative ideas. The continuous back stabbing that has become the standard greeting card of most. The favoring of those that do very little for the good of their people over those that pour their heart and soul into it.

In place of the current decadence of the universe, we wish to establish a society built upon Unity, Passion, and Culture; Unified in comradery, Passionate about our works, and a Culture to be proud about. It is through following the spirit of this tripartite motto that we can establish a free society wherein all members can freely experiment and work on their vast projects to fight against the forces of stagnation and pure gerontocracy. Ideas should take precedent over the length of time an individual might have occupied a certain position.

Sacred Book I - Transnational Principles and Cultural Acknowledgements

Chapter I - Transnational Principles

Article I - Foundation

Section A - The Ascendancy is a Constitutional Aretea-Cosmarchist Unitary State with the Holy Cosmarchy Pantheon as its divine overseers.

i) They shall protect the Faithful and Virtuosi from the Ladrone Class and their masters, the Voi'ahdrun.

Section B- The Ascendancy has its roots in Theocratic and Aretist traditions based on Cosmarchist Orthodoxy.

i) The aforementioned traditions are the founding and guiding principles of The Ascendancy.

ii) Any form of Sabotage of this system, by any organization, individual, or both, is strictly prohibited and is considered a blasphemy against the Cosmarchy, counter-revolutionary, and a harm to The People.

Article II - Equality

Section A - All Sentient Species within The Ascendancy are equal before the eyes of the law. The Central Government protects and defends the rights and interests of all species and individuals, whether they constitute a minority or majority in respect to the totality of all species that reside within The Ascendancy.

Section B - The Central Government also upholds and develops the relationship of equality, unity, and mutual assistance among all the species that constitute The Ascendancy.

Section C - Any form of discrimination or oppression against any species that are Ascendants is prohibited and will be rightfully condemned.

i) This includes, but not limited to, any acts that seek to undermine the unity of the species, all individuals, or both, of The Ascendancy.

Section D- The Central government shall give aid to minority species to fully develop their economic and cultural development in accordance with the unique needs of the different minority species.

Section E- All member species have the freedom to use and develop their own spoken and written languages, and to preserve or reform their own ways and cultures.

Article III - Meritocracy

Section A - Merit is to be held above all other standards within the eyes of the Central Government.

i) The Central Government shall reward innovations, contribution, curiostiy, and creativity.

Article IV - Neutrality

Section A - When it comes to matters of defending or raiding border beyond the realm of The Cosmarchist Peoples Republic, The Central Government shall maintain a stance of neutrality in most cases.

i) The exception is with respect to direct attacks on the Republic.

ii) Treaties of Non-Aggression or of Cultural Exchange shall not be in violation of Section A.

Article V - Arete

Section A - The Central Government believes that each entity should strive for Arete, that is; The Central Government wants each individual and institution to reach their full and creative potential.

Article VI - Technocracy

Section A - The Central Government believes that each position should be given to those that are best suited for the job.

Chapter II - Cultural Acknowledgements

Article I: Holiday Weeks

Section A - The November Revolution.

The Celebration for The November Revolution will be held every November 6th through November 16th all member nations are welcome to have large parties, have military parades and its Ascendants welcome to break curfew if the member planet has one. Visiting ambassadors and tourists are welcome to join in the fun as well.

Section B - The Thermidor Revolution.The Celebration for The November Revolution will be held every June 29th through July 7th all member nations are welcome to have large parties, have military parades and its Ascendants welcome to break curfew if the member planet has one. Visiting ambassadors and tourists are welcome to join in the fun as well.

Section C - Honouring of Holy Terra week is a period between August 10th - August 25th meant to honour Holy Terra and the Hour of Twilight.

Article II: Holidays

Section A - Incognitian Revolution Day occurs on April 1st and is meant to commemorate the beginning of the Incognitian revolution.

Section B - Day of Remembrance occurs on March 21 and is a day of doing good for others in remembrance and respect of all that has been sacrificed to make our people strong.

Section C - Space Destiny Day occurs on the 14th of April and is meant to commemorate The Dominion's first manned space launch.

Section D - Patriot's Day occurs on the 8th of July and it meant to commemorate the glory of The Ascendancy's Navy.

Section E - Government Pride Day occurs on the 30th of July with the purpose is to learn and experience the government of the planet, feudal realm or protectorate in which the individual is located. Usual events may include visiting a senator, meeting with the local System Lord, Planetary Governor or Local Inquisitorial department or visiting the local capitol building.

Section F - Anai'aduial occurs on the 31st of October in which activities such as trick-or-treating, attending costume parties, carving jack-o'-lanterns, bonfires, apple bobbing, visiting haunted attractions, playing pranks, telling scary stories, and watching horror films.

Section G - Brotherhood Day occurs on the 17th of December that is meant to commemorate the founding of The Brotherhood of Blood.

Article III: Official Salutes

Section A - Salute to Divines: The right fist pressed against the left side of the chest, and then the arm is extended straight out raised slightly towards the person being saluted.

Section B - Military Salute: The right fist pressed against the left side of the chest with the addition of a slight bow if to a superior officer.

Article IV: The national flag of The Ascendancy is The Sapphire Revolutionary

Article V: The national emblem of The Ascendancy is a winged blade with gears encasing a galaxy.

Article VI: The Official Calendar of The Ascendancy is The Cosmarchic Calendar.

Article VII: The Official Language of The Ascendancy is Ascendanese

Article VIII: The National Motto of The Ascendancy is; One People. One Vision. One Purpose.

Article IX: The Capital of The Ascendancy is New Eden.

Article X: The Universal Senate of The Ascendancy is located on New Eden, Leograd.

Article XI: The Council of System Lords of The Ascendancy is located on New Eden, Alexandria.

Sacred Book II - On Persons

Chapter I - On Outlanders

Article I - Definitions

Section A - Outlander refers to an individual that registered on the forum without ever requesting and/or being granted Ascendance.

Article II - Outlanders

Section A - Outlanders are the property of The Council of Systemlords.

Section B - Outlanders may be granted privileges by The Council of Systemlords..

i) Privileges may be taken away from an Outlander at anytime by The Council of Systemlords.

Article III - Privileges

Section A - Outlanders are granted certain privileges, and among these are;

i) The Privilege of Personal Property

ii) The Privilege of Life.

iii) The Privilege of Freely Speaking.

iv) The Privilege of Freely applying for Ascendance.

v) The Privilege of the Pursuing of Happiness.

vi) The Privilege of the Security of Person.

vii) The Privilege of Freely Following any Religion or Creed.

Chapter II - On Ascension

Article I - Definitions

Section A - Ascendant refers to an individual that has the rights and duties of an individual that has undergone Ascension prescribed in the People's Sacred Constitution.

i) The Grand Inquisitor may request further information from any applicant either directly or through an intermediary with the consent of a simple majority of The Council of System Lords.

ii) The Council of System Lords reserves the right to over-ride any decision made by the Grand Inquisitor, either to approve an application the Grand Inquisitor has denied or deny an application the Grand Inquisitor has approved, by attaining a simple majority in favor of such a motion amongst themselves

iii) The Council of System Lords reserves the right to request that the Grand Inquisitor ask further questions of any applicant by attaining a simple majority in favor of such a motion amongst themselves

Section B - Honourary Retired Ascendant refers to the user who once held an Ascendant mask, and all the rights attached, but in the meantime they have retired from said position. They're granted all the rights and duties prescribed in the People's Sacred Constitution with the exception of the right to vote, run for office, or be appointed to a position of government.

Section C - Former Ascendants refers to the individual that once held an Ascendant status , and all the rights attached, but in the meantime has failed to meet the Ascendance requirements.

Section D - Ascendance Applicant refers to the individual that applied for Ascendance with the official Ascendant Application Form.

Article II - Granting of Ascendant Status

Section A -Ascendant Applications are processed and approved by the Grand Inquisitor.

i) The Council of System Lords reserves the right to over-ride any decision made by the Grand Inquisitor, either to approve an application the Grand Inquisitor has denied or deny an application the Grand Inquisitor has approved, by attaining a simple majority in favor of such a motion amongst themselves.

ii) The Council of System Lords reserves the right to request that the Grand Inquisitor ask further questions of any applicant by attaining a simple majority in favor of such a motion amongst themselves.

Section B -Ascendant Applications may be approved only upon meeting all of the following conditions:

i) The Ascendant Applicant filled out the official Ascendant Application Form.

ii) The Ascendant Applicant has a nation with The Cosmarchist People's Republic of The Ascendancy;

iii) The Ascendant Applicant is not deemed a security threat by The Holy Inquisition.

Section C - The Official Form is composed, updated, and altered by the Senate.

i) The Council of System Lords reserves the right to veto any Official Form approved by the Senate and ratify their own as a replacement by attaining a simple majority in favor of such a motion amongst themselves.

Section D - Ascendant Applications denied on the grounds of security reasons do not have to be explicitly justified in public, and can be: Denied due to Security reasons or "Denied due to classified reasons."

Section E - Ascendant Applicants who lie on their Official Ascendant Application Form, use a proxy, or both, qualify for an immediate ban without appeal.

Article III - Revoking of Ascendant Status

Section A  Ascendant Status may be automatically revoked if the Ascendant fails to keep a nation in The Ascendancy, without informing the entities responsible for granting of Ascendance on the reasons why, and doesn't place a nation in The Ascendancy.

Section B - Ascendant Status may be revoked within two weeks after their granting, if the security reasons are only known after the Ascendant has been accepted.

Section C - A Census will be made monthly, so as to check if the Ascendants still meet all the requirements for Ascension.

Section D - Ascendant Status may be revoked if said Ascendant isn't active on the forums within a two month time span.

Section E - Ascendants who no longer meet the Ascendant requirements will be remasked with the Former Ascendant  mask.

Section E - Former Ascendants may reapply for Ascendant status:

i) If the Ascendant status was revoked due to a lack of nation in the region, informing the Lord President or the Holy Trinity of the nation that now is located in the region;

ii) If the Ascendant status was revoked due security reasons, the situation can be exposed to the the Holy Trinity.

Section F - Ascendants who wish to formally retire may do so with the consent of the Council of System Lords shall be designated with the Honourary Retired Ascendant Status.

Article IV- Rights

Section A - All Ascendants are granted the freedom of speech and thought.

i) This does not excuse people from consequences of such, especially in the cases of Slander, Heresy, Personal Attacks, Epic Fail and Harassment.

ii) Ascendants may not falsely claim that they speak for The Ascendancy especially if their message is slanderous or insulting as this will be considered an act of high treason

Section B - All Ascendants are granted the freedom to establish and/or follow any religion.

Section C - All Ascendants are granted the freedom of the press.

Section D - All Ascendants are granted the right to life, liberty and the security of person.

Section E - All Ascendants are granted the freedom to join or leave the World Assembly.

Section F - All Ascendants are granted the freedom to vote in any way in the World Assembly.

Section G - All Ascendants are granted the right to receive financial aid from the Cosmarchy Church if the sum is reasonable and the purpose of the aid is just.

Section H - All Ascendants are granted the right to revive blessings from the Cosmarchy of but not limited to mutations, superpowers and nigh immortality.

Section I - All Ascendants are granted the right to be protected from cruel or unusual punishements

Section J - All Ascendants are granted the right of privacy pertaining to, but not limited to a person's own messages and other miscellaneous effects shall not be violated, without a Warrant being issued by The Dominar or The Council.

Section K - All Ascendants are granted the right to seat in The Universal Senate and to propose proposals and motions, and have those proposals and motions voted upon in The Universal Senate.

i) So as long as they're in a Senatorial Delegation.

Section L - No Ascendant shall be held to answer for any crime, without due process being followed, except in cases of guilt found by the intelligence services, confirmed by the Council.; nor shall any person be subject to double jeopardy in any way, shape, or form; nor shall any person be compelled to be a witness against themselves, nor shall property be taken, without due process.

i) Individuals applying for a court case against another may request a Writ of gag order from The Dominar.

ii) This gag order supersedes the right to free speech outlined in this document if the sitting judge accepts the request.

iii) If a gag order is placed, the trial must begin and proceed at a reasonable pace within 48 hours of the gag order, or the order shall be removed.

iv) A gag order shall remove the rights of the individual to post anywhere except within the court house.

v) Within the court house, the Presiding Judge may remove the rights of a defendant to post himself if they deem it appropriate, and request all posts be made through a defense attorney.

Section M - All Ascendants are granted the right to issue a Declaration of Ceasing.

i) Declarations of Ceasing demand that the Central Government cease an action until The Halls of Justice rule upon it.

a) If the Halls of Justice rule in favour of the Declaration, the Government must cease its action.

b) If the Halls of Justice rule against the Declaration, the Government may continue its action.

c) The Council of System Lords may opt to over-ride any ruling, in which case the government shall act accordingly.

ii) To issue a Declaration of Ceasing, an Ascendant may simply state, "I issue a Declaration of Ceasing," within the Halls of Justice and then explain which action the Declaration applies to.

a) Abuse of this right, be it negligent or deliberate, constitutes an endangerment of the state.

Chapter III - On Dominions

Article I - Definitions

Section A - A Dominion refers to a corporate body granted legal personhood.

Article II - Granting of Dominion Status

Section A - Dominion Applications are approved by the Universal Senate or any other individual or institution delegated the right by the aforementioned body.

Section B - The Official Form may be updated, altered, or both, by the same entities in charge of granting Dominion Status.

Article III - Revoking of Dominion Status

Section A  Dominion Status may be automatically revoked if the Dominion falls inactive for a period of one month.

Section C - A Census will be made monthly, so as to check if the Dominion still meet all the requirements for Ascension.

Section E - Dominions who no longer meet the Dominion requirements will be archived.

Article IV - Rights and Duties of Dominions

Section A - Dominions are endowed with certain rights, and among these are;

i) The Right to establish Private Armed Forces.

ii) The Right of self-governance within the confines of the Constitution.

iii) The Right to establish treaties and/or embassies with other organizations.

iv) The Right to establish Social Welfare Institutions for their employees.

v) The Right to establish a Court so as long as the Halls of Justice is acknowledged as the final Court of Appeal.

Chapter IV - On Marriage

Article I - Definitions

Section A - A Marriage is defined as a civil and spiritual union and holy contract as described under the Cosmarchy, between two or more consenting entities and approved by the Holy Cosmarchy Church.

Article II - Marriages

Section A - All forms of marriage may be permissible so long as it is approved of and blessed by the Holy Cosmarchy Church.

Section B - Polygamy is permissible but all partners are entitled to separate living quarters if possible and desired by the partner whom would be receiving.

i) All partners should receive equal attention, support, and treatment.

ii) Polygamous marriages are considered a set of bilateral unions, though if the above terms are met, all spouses of one individual may also intermarry.

Article III - Conducting marriages

Section A - Conducting marriages

i) Should an individual wish to be married in The Ascendancy, they are requested to inform The Holy Cosmarch of their intent to do so and indicate whether they already have someone who will conduct the marriage for them or if they require one. Their potential partner is requested to then confirm to the Cosmarch that they wish to be married prior to the wedding to ensure that both parties are aware of and accept their potential union.

ii) Should a couple already have someone to conduct their marriage, they are to seek formal permission and approval from the Holy Cosmarch to conduct the marriage.

iii) Should a couple lack an individual to conduct their marriage within The Ascendancy, it is the duty of the Holy Cosmarch to conduct the marriage.

iv) Should one or both of the individuals already be married, they must bring forth their other spouse(s) so that they may formally accept or reject their partner's choice to enter into an additional marriage.

Article IV - Divorce, Annulment and Widowing

Section A - Annulment for Marriage Violations

i) Should a party to a marriage conducted within The Ascendancy wish to annul their marriage for marriage violations, they must prove to The Holy Cosmarch that their partner had been in a preexisting marriage that they were either not aware of or did not agree to prior to its formation. If they successfully prove their accusations, the marriage will be annulled on the basis of Marriage Violations and recorded as such.

ii) Intent to marry an additional spouse is not grounds for annulment for marriage violations if the preexisting partner rejects the additional marriage attempt so long as the act is not conducted until the termination of the marriage with the unwilling partner.

iii) In the event of a successful annulment for marriage violations, the wronged individual from the partnership may formally sue their former partner for an apology within the courts of The Ascendancy.

Section B - Divorce

i) Should a couple choose to terminate their marriage with no qualifications for annulment, they are to request that The Holy Cosmarch formally ask them if they wish to terminate their marriage. So long as one of the two parties agrees to it, the marriage shall be terminated and recorded as a divorce.

ii) Should an individual come forth with evidence that would have allowed for an annulment after they have already divorced their former partner

iii) In a divorce, any children shall stay with their mother until it is weaned, unless deemed unsafe by impartial inquisitional findings or until the age of 12, when the child may choose whom it lives with.

Section C - Widowing

i) Should one of the partners in a marriage either disappear for 2 months without prior notice, formally announce their departure from the game or terminate their persona, the other partner in a marriage may choose to inform The Holy Cosmarch that they have been widowed.

ii) Should their former partner return to the game, the Widow/Widower remains such and must remarry the individual if they wish to return to a married status with said person.


Chapter IV - On Multiple Characters

Section A - Multiple Characters (MCRP-ers) shall be allowed per person for RP purposes, but shall only be deemed legal if the user informs The Council of System Lords of all of their characters.

i) These Characters will be grouped as "Pets."

Section B- Careful watch will be instilled upon MCRP-ers to insure they are not abusing voting principles or conducting other government grieving.

i) Anyone caught doing so will have all of their Pet accounts banned and be barred from making any new ones.

ii) Any crimes committed by the Pet account shall have their main account prosecuted to the fullest extent of The Law.

Sacred Book III - On The Economy

Chapter I - On The Economy

Section A - The economy of The Ascendancy is to consist of three sectors: Nationalized, Cooperative, and Private.

Section B - It is to be based on a systematic and well thought-out combination of long term and short term plans as produced by The Central Government.

Section C - The Ascendancy's Credit system shall be based on a system hereby deemed the Total Population Potential Index or TPPI.

Section D - The Total Population Potential Index works based on the principle of how much the population accomplishes. The more constructed, invented, built, made, sold, ect., the more the Credit is worth. So each individual directly affects the economy by being a productive Virtuosi or a lazy Ladrone. Therefore it is to each individuals advantage to be more active, as the more they do and accomplish the more money they make both in direct credits and how much those credits are worth.

Section E - Unlike previous forms of monetary backing, the TPPI system makes each individual directly contribute in their own small way to the monetary system of TA, which means each and every person in The Ascendancy is important, i.e.; everyone makes a difference within the greater whole.

Chapter II - On Property

Section A - A Contractual Lockean View of Property shall be the official view of Property.

i) Essentially, all unclaimed property is viewed as being in the possession of the Church.

ii) Individuals that have laboured on a certain unclaimed property may claim ownership of said property unless contractually obligated to do something else.

Sacred Book IV: People's Congress

Chapter I - On The People's Congress

Article I: People's Congress

Section A - The People's Congress's primary duties are to mediate any disputes between star systems, worlds and cultures, to regulate trade between systems, to protect and care for Ascendants in need and to provide mutual defense in the face of threats to The Ascendancy.

Section B- The People's Congress shall consist of The Universal Senate and a Presidium called The Council of System Lords.

Chapter II - On The Council of System Lords

Article I: The Council of System Lords

Section A - The Council of System Lords is the Eternal Head of State, and Presidium of The Universal Senate.

Section B - The Council of The System Lords shall consist of Voting Members: The Holy Trinity, The Sovereign, The Cosmarch, The Grand Inquisitor, and The Grand Fleet-Admiral.

i) The aforementioned positions shall have one vote on all proposals.

ii) It shall also be accompanied by Appointed Members who shall act as Advisory System Lords.

Section B - The Council of System Lords have the ability to excommunicate any member of clergy from the Church and propose bills determining Cosmarchist Canon.

i) Cosmarchist Canon refers to a body of literature deemed acceptable to the setting and story of The Ascendancy.

Section C - The Council of System Lords elects the Holy Cosmarch and Holy Trinity and also has the duty of working with the Inquisition insuring educational resources are free from heresy as well as working with S.H.I.E.L.D. to insure immigrants are instructed on the culture of The Ascendancy and duties of being an Ascendant.

Section D - In addition all bills passed by The Universal Senate reserve the right to go through The Council of System Lords to be retroactively repealed if the bills are deemed unconstitutional. If a tie is achieved in The Council of System Lords, the final vote for passing the bill or not will be made by the Sovereign.

Section E - The Council of System Lords reserve the right to bestow Titles, Honours, Medals and other awards at will, or may delegate any portion of said powers to other person(s) and/or Institutions as they deem necessary.

Section F - The Council of System Lords reserve the right to bestow Judicator Licenses at will.

Article II: The Holy Trinity

Section A - The Holy Trinity is the Speaker of the Council of System Lords.

i) This position shall consists of three individuals.

Section B - The Holy Trinity act as as a rallying point uniting all people as one and ensuring the will of the people is not only able to be expressed but is acted upon.

Section C - Other constitutional rights are as follows:

i) Has the final say over all affairs of The Central Government of The Ascendancy; although such powers or derivatives of such can be delegated to others as they deem necessary.

ii) The ability to enact Commandments which can only be repealed by a super majority of 90%+/- vote by The Universal Senate.

iii) Seats The Universal Senate and all other Central Government Assemblies. They may also propose bills and acts The Universal Senate and all other Central Government Assemblies.

iv) Accept and Remove members into The Council of System Lords.

v) Appoint Ascendants to jobs they deem fit within the Central Government.

vi) The Grand Inquisitor is formally appointed by The Holy Trinity.

a) There shall be an election process based on the Instant Runoff Voting method for the office of The Grand Inquisitor by the People that claim membership of at least one Dominion

b) The victor of this election shall be considered the Dominions's candidate and shall present themselves before The Holy Trinity, state their qualifications and goals and request appointment to the office of he Grand Inquisitor. Should The Holy Trinity accept their request, the The Grand Inquisitor Elect shall assume office as The Grand Inquisitor.

c) The Holy Trinity reserve the right to refuse The Dominion's Candidate, and to appoint another individual to the position.

vii) The Grand Fleet-Admiral is formally appointed by The Holy Trinity.

a) There shall be an election process based on the Instant Runoff Voting method for the office of The Grand Fleet-Admiral by the People that claim membership of at least one Dominion

b) The victor of this election shall be considered the Dominions's candidate and shall present themselves before The Holy Trinity, state their qualifications and goals and request appointment to the office of Fleet-Admiral. Should The Holy Trinity accept their request, the The Grand Fleet-Admiral Elect shall assume office as The Grand Fleet-Admiral.

c) The Holy Trinity reserve the right to refuse The Dominion's Candidate, and to appoint another individual to the position.

Section C - The Holy Trinity is elected once every Two Years via a majority vote of 60%+. If a candidate does not reach the majority required, the candidate, receiving the least votes, will be eliminated from the running, and another vote taken. This will continue until there is a candidate with a 60%+ majority. In the case that the running reaches two candidates, one last vote will be taken, only requiring a simple majority of 51%+ in order to be elected. In order to run for The Holy Cosmarch, the person in question must be an Ascendant and at least a Deacon within the Cosmarchy, If the Holy Patriarch resigns or is impeached an immediate vote will occur. Should a single candidate run that candidate shall be the declared winner without holding an election. The Holy Patriarch may be impeached at anytime by a 75%+ no confidence vote by The Council of System Lords.

Article III: The Sovereign

Section A - The Sovereign acts as the Speaker Pro Tempore when The Holy Trinity is away or otherwise occupied.

Section B - The Sovereign is the Right hand of the The Holy Trinity, the chosen holy speaker and Prophet of the The Holy Trinity and acts as their assistant.

Section C - They can speak for the The Holy Trinity, perform duties on behalf of the The Holy Trinity, give orders in the name of The Holy Trinity and appoint and dismiss people holding positions with the The Holy Trinity's permission.

Section D - The Sovereign is elected once every Six Months via a majority vote of 60%+. If a candidate does not reach the majority required, the candidate, receiving the least votes, will be eliminated from the running, and another vote taken. This will continue until there is a candidate with a 60%+ majority. In the case that the running reaches two candidates, one last vote will be taken, only requiring a simple majority of 51%+ in order to be elected. In order to run for the positions of The Sovereign, the person in question must be an Ascendant and at least a Demi-God within the Cosmarchy. If The Sovereign resigns or is impeached an immediate vote will occur. Should a single candidate run that candidate shall be the declared winner without holding an election. The Sovereign may be impeached at anytime by a 75%+ no confidence vote by The Council of System Lords.

Article IV: The Holy Cosmarch

Section A - The Holy Cosmarch is the head of the Church of The Cosmarchy, as such their goals should be spreading its influence around NS as well as insuring its functionality in TA, including ranks and promotions of initiated membership.

Section B - The Holy Cosmarch answers directly to the Cosmarchist deities and is a living bridge between The Divines and the General Population.

Section C - The Holy Cosmarch is elected via a majority vote of 60%+. If a candidate does not reach the majority required, the candidate, receiving the least votes, will be eliminated from the running, and another vote taken. This will continue until there is a candidate with a 60%+ majority. In the case that the running reaches two candidates, one last vote will be taken, only requiring a simple majority of 51%+ in order to be elected. In order to run for The Holy Cosmarch, the person in question must be an Ascendant and at least a Deacon within the Cosmarchy, If the Holy Patriarch resigns or is impeached an immediate vote will occur. Should a single candidate run that candidate shall be the declared winner without holding an election. The Holy Cosmarch may be impeached at anytime by a 75%+ no confidence vote by The Council of System Lords.

Chapter III - On The Universal Senate

Article I: The Universal Senate

Section A - The Universal Senate is the Eternal Head of Government.

i) As Head of Government, they're responsible for Foreign, World Assembly, Economic, and Popular Cultural Affairs.

ii) The Universal Senate Consists of Senators that either represent Dominions or the Cuthali.

Section B - The Universal Senate is also a Semi-Direct Democratic Institution on some proposals, and a Direct Democratic Institution on other proposals.

a) Direct Democratic Proposals are Proposals that both Senators and Ascendants in a Senatorial Delegation may vote upon, and they are : Petitions to the Council of System Lords, Elections and World Assembly Bills.

b) Semi-Direct Democratic Proposals are Proposals only Senators those with a Senatorial License -- may vote upon, and they are: Bills, Impeachments of Government Officials, Treaties and Formation of Committees.

Section C - Senators first specify being in favor or if not either not committing to the legislation in question or specifying their issues with the legislation. Upon four in favors the Senators shall vote Aye, Nay, or abstain. The tie breaking vote will be made by the Dominar.

Section D - Laws passed in The Universal Senate are considered binding to all Ascendants.

i) Treaties required to be passed through both the Senate and System Lords.

Section E - Powers or derivatives of such can be delegated to others as they deem necessary into congressional committees which will be headed by People's Commissars.

Section F - The Universal Senate as a whole shall have the abilities to dictate the economic and foreign policies of The Ascendancy so as long as they're constitutional.

Section G - The Universal Senate shall have the inability;

i) to Pass Statutes or Amendments restricting the rights of Ascendants, and/or System Lords.

ii) to Pass Statutes or Amendments altering the Principles laid out in Chapter I of Book I of the Sacred Testament.

iii) to Pass Statutes or Amendments altering this Section.

Section H - Senatorial License applications are processed and approved by the Grand Inquisitor.

i) The Grand Inquisitor may request further information from any applicant either directly or through an intermediary with the consent of a simple majority of The Council of System Lords.

ii) The Council of System Lords reserves the right to over-ride any decision made by the Grand Inquisitor, either to approve an application the Grand Inquisitor has denied or deny an application the Grand Inquisitor has approved, by attaining a simple majority in favor of such a motion amongst themselves

iii) The Council of System Lords reserves the right to request that the Grand Inquisitor ask further questions of any applicant by attaining a simple majority in favor of such a motion amongst themselves.

Section I - The Official Senatorial License Application is composed, updated, and altered by the Senate

i) The Council of System Lords reserves the right to veto any Official Senatorial License Application approved by the Senate and ratify their own as a replacement by attaining a simple majority in favor of such a motion amongst themselves.

Chapter IV - On The Dominar

Article I: The Dominar of the People's Congress

Section A - The Dominar of the People's Congress shall act as President of The Universal Senate by calling to vote when there is sufficient in favours in the Senate, declaring proposal(s) successful or tabled depending on the vote and to keep the congress in order.

Section B - They may establish Rules of Order with a majority approval of The Universal Senate.

i) The Rules of Order shall only govern Senate Procedure and Decorum.

ii) The Rules of Order does not reserve the right to establish rules that violate The Testament.

Section C - The Dominar of the People's Congress is formally appointed by The Council of Systemlords.

i) There shall be an election process based on the Instant Runoff Voting method for the office of Dominar by the People that claim membership of at least one Dominion

a) The victor of this election shall be considered the Dominions's candidate and shall present themselves before The Council of Systemlords, state their qualifications and goals and request appointment to the office of Dominar. Should The Council of Systemlords accept their request, the Dominar Elect shall assume office as Dominar.

b) The Council of System Lords reserve the right to refuse The Dominion's Candidate, and to appoint another individual to the position.

ii). The Dominar may be impeached at anytime by a 66%+ no confidence vote by The Universal Senate.

Sacred Book V: The Halls of Justice

Chapter I - On The Halls of Justice

Section A - The Halls of Justice is the Supreme Court of The Republic.

Section B - The Dominar is the head of the Halls of Justice.

i). The Dominar may preside unless recused over all trials of The Halls of Justice and has the job of listening to the defendant, prosecution and witnesses, view documents from of both sides to determine the defendant's guilt or innocence and may deem out any judgment on the guilty party they deem fit within the confines of The Sacred Testament.

ii) The guilty party may appeal once for a lesser sentence and The Council of System Lords will vote upon said appeal to determine if said sentencing was overly harsh. If the judgment is voted overly harsh, The Dominar will have to deal a lesser sentence.

Section C - The Judicators shall act as Assistant Justices to The Dominar.

i) They are appointed by the Council of System Lords, but may be removed by a Senate Vote of No Confidence.

ii) A Judicator will also act as prosecutor in criminal cases.

a) The Method for determining which Judicator will be the Prosecutor shall be up to the Halls of Justice.

Chapter II - On Judicial Procedure

Article I - Definitions

Section A - Advisory Opinion is a non-binding interpretation of a law or custom, made by the The Halls of Justice.

Section B - Judicial Request is the request for the Halls of Justice to decide on a conflict of interests brought for it to judge.

Section C - Criminal Case, as opposed to a civil case, is the case with the potential for punishment for failure to comply. Criminal cases are generally filed by the government against an individual under the society's criminal code.

Section D - Civil Case, as opposed to a criminal case, is a case dealing with disputes between individuals and/or organizations. A civil case is filed by the plaintiff, the party seeking relief, against a defendant. Civil cases can be filed against and individual whom the plaintiff believes has wronged him/her,

Section D - Administrative Case, as opposed to a criminal or civil case, is a case dealing with disputes between individuals and government actors if the plantiff seeks for the Government action or statute to be declared unconstitutional, and wishes for the Court to issue an Administrative Order on the matter.

Section E - Trial is the on-going hearing of arguments and analysis of evidence after a Judicial Request is made, on which the Dominar will base his verdict.

Section F - Verdict is the final decision regarding the issues presented by both parties at the Trial, deciding on the initial request posed on the Judicial Request.

Section G - Accusation is the part that initially requests a Trial, including the citizen requesting an Advisory Opinion, the Prosecutor in a Criminal Case, the Plaintiff in Civil Cases.

Section H - Defence is the part against which a Trial is held, including the defendant.

Article II - Judicial Procedure

Section A - The part requesting an Advisory Opinion or a Trial fills the Judicial Request Thread Application as completely as possible.

Section B - The Dominar in service at the time will check if the Request is related to any regional law or custom.

i) - If the Dominar finds that the Request is unrelated to any law or custom, who exist or are being debated, he will deny the Advisory Opinion/Judicial Request, stating this very reason.

ii) - If the Dominar finds that the Advisory Opinion Request is related to a regional law or custom, existent or that is being debate, he will state clearly that the Request was accepted, and rule on it in 72 hours time, posting it in a new locked thread, identifying the question posed, the law or custom being inquired, and the Halls of Justice's Interpretation.

iii)- If the Dominar finds that the Judicial Request is related to a law or custom of the region, he will start a new thread for the case, and request the Accusation to present its case and deliver evidence, following the procedure in Article IV.

iv) -If the Judicial Request includes a gag order the Dominar will decide on its grating immediately, based on the evidence provided for it, specifically.

v) - If the Judicial Request includes sensitive evidence, such evidence may be provided privately, and a hidden trial may be held. The Verdict of hidden trials is public.

Section C - After the trial has been held, having all parties been heard in their turns, and all evidence examined, a Verdict will be produced, and published publicly, with the reasoning behind the final decision clearly outlined.

Article III - Evidence

Section A - The burden of proof falls under those who make claims, and each claim must have a fact supporting it to be considered a verified fact, and to be used to justify the Verdict.

Section B - The maximum amount of witnesses per fact is 2; the Dominar may allow more on a case by case basis.

Article IV - Timeline

Section A - After a Request has been posted, its acceptance or denial will be informed in 24 hours.

Section B - Upon Acceptance, in Judicial Requests, a new thread for the case will be created, in which the Accusation is requested to present its opening statement and evidence within 48 hours, followed by 48 hours for the Defence to present its opening statement and contrary evidence, afterwhich no new evidence may be submitted for the duration of the trial.

Section C - Afterwards, the Accusation is required to withdraw legal conclusions from the evidence presented within 24 hours, followed by the same task, now done by the Defence, within 24 hours after the Accusation has presented its legal conclusions after the Accusation has presented its rebuttal..

Section D - The Accusation is allowed one rebuttal within 24 hours, and the Defence is allowed one rebuttal in response within 24 hours.

Section E - The Accusation will then make closing statements in 24 hours, followed by the Defence closing statements within 24 hours after the Accusation has presented its closing statements. .

Section F - The Dominar of the case will then deliver a Verdict in 60 hours.

Section G - Extension or Decreasing of the timeline may be granted by the presiding justice on a case by case basis, if it is justified.

Article V - Recusal

Section A - There exists two types of recusals: mandatory and voluntary.

i) Under a mandatory recusal, the Justice in question shall remove themselves from a case by law.

ii) Under a voluntary recusal, the Justice in question shall have the decision to remove themselves from a case unless petitioned otherwise by the Senate, Council, or both.

iii) Pretrial evidence must be made in order to prove that the Justice in question qualifies for recusals.

Section B - The following standards shall be used as a criteria in determining whether or not a Justice are disqualified from juding a case, and will recuse themselves from a specific case

i) In all matters in which they are a party.

ii) In all matters in which they are a witness or an expert.

iii) In all matters in which the outcome of a trial could substantially harm and/or benefit them in a personal way.

iv) In all matters concerning their spouse or former spouse.

v) In all matters concerning their 1st generation relatives.

Section C - The following standards shall be used as a criteria in determining whether or not a Justice may voluntarly recuse themselves from a specific case:

i) In all matters involving a government entity in which they're a member of.

ii) In all matters in which they expressed an opinion upon.

a) Except in the cases in which they expressed an opinion as the result of an Advisory Opinion.

iii) In all matters in which they're unsure if they will make a fair and impartial decision.

Article VI - Motions

Section A - A Motion to Dismiss is a motion that asks the presiding justice to decide wether or not a claim is one for which the law offers a legal remedy for. If the claim does not, then .the Presiding Judge is complied to dismiss the case.

i)Despite the truth of the claim.

Section B - A Motion for Continuance is a motion that asks the Presiding Justice to extend the length of a trial.

a) Essentially means that the Presiding Justice agrees with the Objection, and disallows the Question and/or Testimony.

ii) Overruled.

a) Essentially means that the Presiding Justice disagrees with the Objection, and allows the Question and/or Testimony.

Section C - Currently, these are the Justified Reasons to call an Objection;

i) Ambiguity.

ii) Leading Question.

iii) Hearsay.

iv) Irrelevency.

v) Inflammation.

vi) Unqualified.

vii) Mistating the evidence and/or testamony of a Witness.

Section B - Definitions.

i)In this Act the following definitions apply:

a). The term public official means any person who under The Ascendancy law:
1. is a civil servant;
2. otherwise carries out public official functions; or
3. have otherwise been appointed to serve with a public agency.

ii) The term unlawful act exclusively means an act that fulfills all the elements of a criminal provision.

a) The term undertaking of an offence means both the attempt and/or completion.
b) The term measure means the measures of rehabilitation, incapacitation, ejection, banning, account suspension, and account destruction.
c) The terms region and state mean the region of The Ascendancy and The Cosmarchist Peoples Republic.
a. An act is also considered intentional for the purposes of this law if it fulfills the statutory elements of an offence and, through negligence rather than intent, leads to the same consequences.
b. Intent is assumed by the mere login on a known account of an individual; the burden of proof of a hack in such account by a third party who performed the unlawful act belongs to the defendant.

c. All forms of media shall be equivalent to written material in the provisions of this Act.

Section C - Felonies and misdemeanours.

i) Felonies are unlawful acts punishable by either minimum of 4 weeks (1 month) suspension from the forums or a ban from the region for any length of time, or both.

ii) Misdemeanours are unlawful acts punishable by a lesser minimum suspension or another, lesser, measure.

iii) All sentences and penalties may be lowered, on a case by case basis, by the Dominar in charge of the case, so as to apply a more appropriate, and favourable, regime to the defendant.

Section D - Administrative action empowerment.

i) The administrative team of The Ascendancy may summarily act in a way that jeopardizes the liberty or ability to participate of a person if the necessity for immediate action, in their opinion, the potential harm caused to the region outweighs the potential costs to the individual or group concerned, in the cases where its the Terms of Service of the forum provider might be violated.

ii) Such actions are subject to judicial review.

Article II - Application; Jurisdiction ratione loci et temporis.

Section A - No punishment without previous law.

i) An act may only be punished if criminal liability had been established by law before the act was committed.

Section B - Jurisdiction ratione temporis; lex mitior.

i) The penalty and any other measures shall be determined by the law which is in force at the time of the act.

ii) If the penalty is amended during the commission of the act, the law in force at the time the act is completed shall be applied.

iiii) If the law in force at the time of the completion of the act is amended before judgement, the most lenient law shall be applied.

iv) A law intended to be in force only for a specific limited time, like Martial Law or State of Emergency, shall be continued to be applied to acts committed while it was in force even after it ceases to be in force, unless otherwise provided for by law.

v) Unless otherwise provided for by law, measures of punishment shall be determined according to the law in force at the time of the decision.

Section C - Offences committed on the territory of The Ascendancy.

i) The criminal law of The Ascendancy shall apply to acts committed on its territory, including the Republic regions.

Section D - Offences committed abroad against domestic legal interests.

i) The Ascendancy criminal law shall apply, regardless of the law applicable in the locality where the act was committed, to the following acts committed abroad:
a) preparation of a war of aggression;
b) Heresy against the Republic;
c) endangering the state under the rule of law;
d) treason and endangering external regional security;
e) offences against the regional defence.

Section E - Time of the offence.

i) An offence is deemed to have been committed when the principal or secondary participants acted, or, in the case of an omission, should have acted. The time when the result occurs is irrelevant.

Section F - Place of the offence.

i) An offence is deemed to have been committed in the place where the offender acted filling all the requirements of the specific crime, or, in the case of an omission, should have acted, or in the one in which the result of an element of the offence occurs or should have occurred according to the intention of the offender.

ii) Acts of secondary participation are committed not only in the place where the offence was committed, but also in every place where the secondary participant acted or, in the case of an omission, should have acted or where, according to his intention, the offence should have been committed.

Article III  Foundations of criminal liability

Section A - Omissions.

i) Whosoever fails to avert a result which is an element of a criminal provision will only be liable under this law if they are responsible under a law to ensure the result does not occur, and if the result of the omission is equivalent to the result of the positive act.

Section B - Intent and negligence.

i) Unless the law expressly provides for criminal liability based on negligence, only intentional conduct will attract criminal liability.

Section C - Aggravated sentence based on special circumstances of the offence.

i) If the law imposes a more serious sentence based on an extended result of the event, any participant is liable to the increased sentence.

Article IV: Attempt

Section A - Definition.

i) A person attempts to commit an offence if they take steps which will immediately lead to the completion of the offence envisioned by them.

Section B - Liability for attempt.

i) Any attempt to commit a felony entails criminal liability; this applies to attempted misdemeanours only if expressly provided so by law.

ii) An attempt will be punished more leniently than the offence.

Article V - Principals and secondary participants.

Section A - Principals.

i) Any person who commits an offence themselves or through another shall be liable as a principal.

ii) If more than one person commit the offence jointly, each shall be liable as a principal.

Section B - Abetting.

i) Any person who induces another to intentionally commit an unlawful act (abettor) shall be liable to be sentenced as if he were a principal.

Section C - Accomplice.

i) Any person who intentionally assists another in the intentional commission of an unlawful act shall be convicted and sentenced as an accomplice.

ii) The sentence for the accomplice shall be based on the penalty for a principal.

Section D - Separate criminal liability.

i) Each accomplice shall be liable according to the measure of their own guilt and irrespective of the guilt of others.

Article VI Necessity

Section A - Necessity.

i) A person who, faced with imminent danger to freedom, property or other legal interest which cannot otherwise be averted, commits an act to avert the danger from themselves or another, does not act unlawfully, if, upon weighing the conflicting interests, in particular the degree of danger facing them, the protected interest substantially outweighs the one interfered with. This will apply only to the extent that the act committed is an adequate means to avert the danger.

Article VII Sanctions and Penalties

Section A - Term of imprisonment.

i) Imprisonment shall be for a fixed term unless the law provides for life imprisonment.

ii) The maximum term of fixed term imprisonment is 1 year, the minimum term 2 weeks.

iii) Section A applies mutatis mutandis to account suspension and banning.

Section B - Loss of ability to hold public office, to vote and be elected in public elections.

i) The courts may deprive a convicted person of the ability to hold public office through appointment and/or election, and/or to vote.

ii) At the same time the loss of ability to be elected in public elections takes effect, the person shall lose any corresponding offices, rights, and titles they may at that time hold.

iii) The courts may reinstate abilities lost pursuant to Section B(i.) and (ii.) if the loss has been in effect for half its duration, and it can be expected that the offender will commit no further intentional offences.

iv) Any period during which the offender was kept in detention, or subject to a suspension or ban, shall not count towards the duration of the sanction or penalty.

Article VIII Crimes against the peace of the state; Heresy; Endangering the state

Section A - Preparation of a war of aggression.

i) Whosoever prepares, without due authorisation, a war of aggression in which the The Ascendancy is meant to participate and creates danger of war for the Republic, will be liable for up to a maximum penalty of a permanent ban from all territories under the jurisdiction of the Republic (hereinafter ban). The penalty for preparation of a war of aggression shall be no less than a 4 month ban.

Section B - Heresy against the Republic.

i) Whosoever undertakes, by force or threat of force, to undermine the continued existence of the The Ascendancy; or, to change the constitutional order based on the Sacred Constitution of the The Ascendancy without due authorisation shall be liable to not less than a 4 month ban.

ii) In less serious cases the penalty shall be account suspension or imprisonment from 2 weeks to 4 months.

Section C - Acting as a secret agent with the aim of sabotage.

i) Whosoever carries out the instructions of a government, organisation or institution outside the Republic, in preparation of acts of sabotage which are to be committed in the The Ascendancy, by
a) maintaining readiness to commit such acts on the instruction of one of the indicated bodies;
b) gathering information about objects of sabotage;
c) procuring for oneself or another, or supplying to another the means of sabotage;
d) accepting or giving training to others in how to commit acts of sabotage in Republican Territory or abroad, so long as the sabotage is intended in Republican Territory or Allied Territory; or
e) establishing or maintaining the link between one of the agents of sabotage as above and one of the indicated bodies, and thereby intentionally or knowingly supports the efforts against the continued existence of the The Ascendancy or against its constitutional principles, shall be liable to account suspension or banning of not more than 6 months and not less than 3.

Section D - Exerting anti-Constitutional influence on the Armed Forces and public security agencies.

i) Whosoever systematically exerts influence on members of the Armed Forces or of a public security or intelligence agency in order to undermine their readiness to protect the security of the The Ascendancy or the constitutional order, and thereby intentionally supports efforts against the continued existence or security of the The Ascendancy or against its constitutional principles, shall be liable to imprisonment for not more than 4 months account suspension or ban.

Section E - Treason.

i) State secrets are facts, objects or knowledge which are only accessible to a limited category of persons and must be kept secret from foreign powers in order to avert a danger of serious harm to the security of The Ascendancy.

ii) Whosoever communicates, willingly or with negligence, a state secret to a foreign power or one of its intermediaries or otherwise allow a secret to come to the attention of an unauthorised person or to become known to the public in order to harm The Ascendancy or aid a foreign power or otherwise thereby creates a danger of serious harm to the security of The Ascendancy shall be liable to account suspension or banning for no less than 2 months.

iii) In serious cases the penalty shall be no less than 3 months. A serious case will typically occur if the offender:
a) abuses of responsibility which especially obliges them to safeguard state secrets; or
b) through the offence creates an especially serious danger to the security of The Ascendancy.

Section F - Disclosure of state secrets with intent to cause damage.

i) Whosoever discloses a state secret which has been kept secret by the state with the intent to cause harm to the external security of The Ascendancy is liable to account suspension for not less than 2 months.

Section G - Endangering the State.

i) Whosoever acts in a manner which causes danger to the external security of the The Ascendancy shall be liable to account suspension for a period not exceeding 2 months.

Section H - Illegal Recruitment

i) Whoever posts or creates threads outside the official foreign embassies forum, or sends private messages, inviting, advertising, or drawing attention to other regions with the intent of attracting activity into the advertised region, is guilty of illegal recruitment, and liable to a ban of no less than three (3) weeks."

Article IX Offences against Constitutional organs and concerning elections

Section A - Blackmailing constitutional organs.

i) Whosoever, by force or otherwise, unlawfully coerces:
a) the Universal Senate or Systemlords;
b) the Government, or any court of the The Ascendancy not to exercise their functions, is liable to account suspension of not less than 1 month.

Section B - Falsification of election results.

i) Whosoever votes without being entitled to or otherwise causes an incorrect election result or falsifies the result, shall be liable to account suspension of not more than 2 months.

Section C - Falsification of election documents.

i) Whosoever secures his registration on the electoral rolls through false means; or permits himself to be nominated as a candidate in an election, although he is ineligible shall be liable to no more than a 1 month ban, and/or permanent disqualification from holding public office or voting or participating in public elections, and/or a warning.

ii) The attempt, and negligence, are punishable.

Section D - Impersonating a public officer.

i) Whosoever unlawfully engages in the exercise of a public office or undertakes an act which may only be undertaken with the authority or authorization of a public office shall be liable to no more than a two week ban and a two month disqualification from holding public office or voting or participating in public elections.

Article X Abuses of power

Section A - Abuse of administrative powers.

i) Whosoever when possessing legitimate administrative powers, abuses their administrative powers by using them to commit unlawful acts, or to deliberately conceal the commission of unlawful acts shall be liable to being stripped of their administrative powers by the root administrator.

Article XI Libel and Slander

Section A - Negligent Defamation

i) Whosoever asserts or disseminates a fact related to another person which may defame them or negatively affect public opinion about them, shall, unless this fact can be proven to be true, be liable to a ban of no more than one week, and, if the offence was committed publicly or through the dissemination of written materials, to account suspension of not more than two weeks, if the victim presses charges.

Section B - Intentional defamation.

i) Whosoever intentionally and knowingly asserts or disseminates an untrue fact related to another person, which may defame them or negatively affect public opinion about him shall be liable to account suspension of not more than two weeks, and, if the act was committed publicly, in a meeting or through dissemination of written materials, account suspension of not more than three weeks, if the victim presses charges.

Section C - Fair comment; defence.

i) Critical opinions about political, artistic or other achievements, utterances made in order to exercise or protect rights or to safeguard legitimate interests, as well as demonstrations and reprimands by superiors to their subordinates, official reports or judgements by a civil servant, and similar cases shall only entail liability to the extent that the existence of an insult results from the form of the utterance of the circumstances under which it was made.

Section D - Mutual insult.

i) If an insult is immediately reciprocated the court may order a discharge for one or both of the offenders, if one of them presses charges.

Sacred Sacred Book VI: The Holy Inquisition

Article X: THE ASCENDANCY HOLY INQUISITION NETWORK (A.H.I.N.)

Section A - The Holy Inquisition serves as the Elite Intelligence service of The Ascendancy.

Section B - The Holy Inquisition enforces loyalty among the civilian, governmental and military aspects of The Ascendancy.

Section C - Any actions taken by the Inquisition can be only done under the direct authority of the The Holy Trinity.

Section D- Any information gathered, applicable to an ally of The Ascendancy, may be freely shared with that The Ascendancy ally if requested and deemed necessary by The Holy Trinity and The Grand Inquisitor.

Section E - The Holy Inquisition has the powers and duties of insuring protection of visiting ambassadors and keeping the embassies themselves in line.

Section F - Duties also include; Investigation of Heresy, General Criminal Investigation, Migration Control, Public Order Maintenance, Investigating and Prosecuting Economic Crimes also to investigate treason, espionage, and sabotage cases and cases of criminal attacks on the Central Government, Divines, and The Ascendancy as a whole.

Section G - Actions of the Inquisition are not subject to judicial review.

i) In short the Inquisition is the Secret Police, Secret Service and CIA of The Ascendancy all rolled into one.

Section H - The Grand Inquisitor of the Inquisition is appointed by the The Holy Trinity, is head of all operations conducted by the Inquisition and is to keep track of all Inquisition operations at all times and inform the The Holy Trinity on the progress of the operations on a regular basis.

Article XI: Strategic homeland intervention, enforcement and logistics directive.

Section A - The Eye's main goal is to protect and defend The Ascendancy against terrorist and foreign intelligence threats, to uphold and enforce the criminal laws of The Ascendancy , and to provide leadership and criminal justice services to unitary, protectorate, municipal, and international agencies and partners.

Section B- The Eye Also operates The Ascendancy's S.H.I.E.L.D.'s (Strategic Homeland Intervention, Enforcement and Logistics Directive) equivalent to ancient earth's SWAT and Police Forces.

i) They are empowered to enforce the law, protect property, reduce civil disorder, respond to

ii) Their powers include the legitimized use of force and the ability to arrest offenders who continue to cause trouble.

iii) - In emergencies officers of S.H.I.E.L.D. may deputize civilians for the duration of the emergency.

iv) S.H.I.E.L.D. agents are specially trained to intervene in high-risk events like hostage and barricade situations.

Section D - The Eye Members wear gray uniforms with blue decoration, black leather boots, a green sash and a eye shaped shoulder patch.

Section E - The Eye's official top investigative priorities are:

i) Protect The Ascendancy from terrorist attack;
ii) Protect The Ascendancy against foreign intelligence operations and espionage;
iii) Combat public corruption at all levels;
iv) Protect civil rights;
v) Combat transnational/national criminal organizations and enterprises;
vi) Combat major hate based and discriminatory crime;
vii) Combat significant violent crime;
viii) Fight voter fraud, protect voters rights on fringe worlds.
ix) Bring out cases of corporate embezzlement ( especially if public funds are involved ).


Article XII: Strategic Warfare Operation and Revenge Directive.

Section A - The Fist's main goal is destruction or virtual total disruption of enemy organizations and governments via the Judgment-Day Doctrine.

Section B - Also it is to support the stabilization and growth of allied organizations and governments and as such works with the Peacekeepers to further this objective.

Section C - The Fist Members wear white uniforms with blue decoration, black leather boots, a gold sash and a fist shaped shoulder patch.

Section D - The Fist's official top priorities are:

i) Counterespionage by infiltrating and disrupting hostile organizations;
ii) Destruction of priority hostile targets via the Judgment-Day Doctrine;
iii) Establish programs in enemy states and instigate propaganda and misinformation;
iv) Protect the cultural heritage of The Ascendancy;
v) Pursue enemies of the state and heretics and disrupt their activities;

Section E - The Fist Agents, Also known as Liberators, the secret agents of The Ascendancy, they are empowered to do the Holy Trinity's biding which is included, but not limited to, region infiltration to help the faithful and virtuosi from oppression.

Epilogue

Article I Gender

Section A - Even if positions are referred to in the male gender, they may be occupied by members of any gender.

Article II: Non-Delegated Powers.

Section A - The powers not delegated to the Government by the Constitution, nor prohibited by it in member states, are reserved to The Council and the Ascendants of The Ascendancy as a whole.
