To claim your spot on the map simply post the 3 or less regions would like to have.

It's first come first serve. So if someone else has already claimed the regions you want, tough luck.

Any further expansion will be done through Role Playing wars with the "uncivilized" regions not claimed be the peoples of the IoL.

You can be denied expansion however. Depending on how big your region already is/how much you've already expanded.

Wars can be waged between each other. It's not recommended, because it would turn into a "Cops, and Robbers" game. "I got you!!" "No!! I got you!" and it would just be stupid. I do like the idea of a "WWII" sorta thing. Where a nation(Germany) starts getting greedy and conquering a bunch of land, so a large number of other nations start a war with him and beat him up! Anyway; without further adieu..

I can assure you a paid map would be a great tool to reward activity in the region.
Tunasai can prove that this works well in TAR.

I can also assure you as much as you want a paid map it wont work I mean look at the activiy on the forums right now we have over 80people signed up but 13 active our RPs slack on and off, we have a good turn out in governemt but to keep an a paid map active you need a way more active RP section then we have now

We can give 1 spot for free and set small prices for the first spots.
But in order to get 4,5 spots, you would need to pay more and I think that can work here too.

well that takes away from the RP aspect where you have to RP how you got the land I like how you guys let us pick three and the only way we can get more is RPing a takeover

We would still be able to take land by conquest, but you would need to have a minimum level of activity to be in the map.

well why do you just do this delete all the unactive nations off the map, and give everyone a limit of 1 month if they arent active within a month on the map then they lose their spot, unless they notify you of inactivity

because it doesnt seem like it would really help, maybe if we used it in RP not for the map like say we actually use it for trading and stuff that sounds like it would work

It will help ensuring people care about activity and money in order to be in the map.
A paid map is the necessary first step to develop an economy.
