The people of the New Democratic Union hold true to the fundamental value that all humans are created equally, and that all humans deserve the love and compassion of another individual, and that the government should work to promote this value in order to establish a unilateral, social democracy. As demonstrated in our previous attempts at establishing a region, trust is an essential force that drives democracy. While the origins of our nature have been broken, the spirit and determination remain strong. As the people of the New Democratic Union, we hereby establish these Articles of Democracy to serve as the supreme stature of administration throughout all of our future doings.

Article I, The House of Commons

Section I: The region's laws, rules, and legal code shall as well as amendments to the Articles of Democracy shall be legislated upon in the House of Commons.

Section II: The House of Commons will consist of every single willing citizen of the New Democratic Union. Becoming a citizen includes the voting ability on legislature.

Section III: Commoners will vote "yea" for yes or "nay" for no on a bill to indicate their stance on the said legislation.

Section IV: The Prime Minister will be the head of the House of Commons, and will be appointed by the President and approved by the Commons; as with any cabinet or ministerial nominations. The Prime Minister will break any stalemates or ties in the Commons.

Section V: In order for a proposal to pass, it must be approved by a majority of the list of nations of which have logged into the forum within six days. That member's slot on the voting card is granted as soon as they resume activity unless they lost their citizenship. The list shall be kept up to date by the President or a citizen of the region of his/her choosing. The list must be made public.

Section VI: For a bill to pass the Commons, it must first be proposed and debated. Whenever a sufficient amount of time has passed, the Prime Minister shall move it to the voting floor where voting will go live. The Prime Minister may close the vote as soon as no more votes can sway the outcome of the legislation.

Section VII: To override a veto, the Commons must draft a proclamation of why the legislature should pass and the proclamation must be signed by at least seven Commoners. The Prime Minister's signature counts as three signatures.

Section VIII: The Commons may not pass a bill that discriminates based on religion, sex, sexual orientation, sexual identity, race, color, ethnicity, or nationality.

Section IX: The Commons may repeal any previously passed law or modify it as a regular bill with the exception of Constitutional Amendments which are to be amended over.

Section X: The Commons shall not vote on any law that attempts to curb any human rights, establish a national language, mandate any form of role playing, establish a law respecting an establishment of religion, or otherwise impeding the rights set forth in this Constitution.

Section XI: If a bill sits for more than ten days without making progress, then the current majority (if ten people have voted and six approve of the legislation, it passes; if ten have voted and six disapprove, it fails) will decide the ultimate fate of the bill.

Section XII: A bill may be proposed an unlimited number of times.

Section XIII: The President must sign a bill for it to become effective.

Section XIV: The Commons may impeach the current President or Prime Minister by passing a bill of which at least two thirds of the current Commoners approve.

Article II, Powers and Limitations of the Commons

Section I: The Commons may not force a citizen to join an extra-regional body including, but not limited to: The World Assembly, raider/defender groups, and peace/war councils.

Section II: The Commons may not implement any form of mandatory role-playing including, but not limited to: use of a regional map, use of a regional monetary system, and the use of a game.

Section III: The Commons may not pass any law contradicting and/or violating any part of this document or any treaty unless nullified or terminated.

Section IV: The Commons has the power to redefine citizenship, amend this document, and pass new laws promoting the general welfare. They must also approve of embassy requests.

Section V: No law shall be made ex post facto meaning that no citizen may be charged on a law rendered null/void that was made illegal after they committed it.

Article III, Powers of the Founder

Preamble: Recognizing that the lack of a powerful force to keep the region on the right track has led to catastrophic damage, we hereby grant the founder of the region all of the following (and possibly more) powers:

Section I: The founder's primary use of their power should be to keep the World Factbook Entry and forums updated and to keep the government operating smoothly.

Section II: The founder is not bound by the limits of these articles as it is expected that the founder will only use their power when necessary and abstain from resolving petty conflicts as this will lead to dependence on the founder which may ultimately result in corruption.

Section III: During emergency crisis, the founder can assume authoritarian powers over the region; again, it is believed that this power will not be abused.

Section IV: The founder is to actively participate in the region and keep things civil. The founder is not to attempt to limit free speech or any right in this constitution, within reasonable limits.

Section V: The founder shall be designated as the Regional Administrator, and shall organize the region's agenda.

Article IV, The Prime Minister

Section I: The Prime Minister will be the head of the House of Commons, and will be appointed by the President and approved by the Commons; as with any cabinet or ministerial nominations. The Prime Minister will break any stalemates or ties in the Commons.

Section II: The Prime Minister will organize the Commons' agenda and manage the Commons' Floor.

Section III: The Prime Minister shall be appointed by the President with the Commons' approval.

Section IV: In the event of a tie, the Prime Minister shall be the tie-breaker.

Section V: The Prime Minister may appoint members to a cabinet. The ministers shall have roles of the Prime Minister's choosing. The Commons must approve of the appointments.

Article V, The President

Section I: The President shall serve as the commander-in-chief of the region.

Section II: The President shall be elected by the people, and any citizen who wishes to run is free to do so. The president shall serve a four month term.

Section III: The President must sign all laws passed by the Commons in order for them to become effective.

Section IV: The President may veto a bill only if it wasn't passed unanimously. To override a veto, the Commons must draft a proclamation of why the legislature should pass and the proclamation must be signed by at least seven Commoners. The Prime Minister's signature counts as three signatures.

Section V: The President may appoint a cabinet, and shall nominate the Prime Minister of the region.

Section VI: A President who is found to have violated the law can be impeached by the Commons through a majority vote, though the official decision on whether or not the President was in violation of a law rests with a court ruling.

Section VII: If a President does not nominate somebody to fill any roles left to the cabinet (i.e. defense, foreign affairs, and interior), then the President is considered the de facto minister for that role.

Section VIII: The President of the region is not to be inactive for a period longer than 10 consecutive days or they may face impeachment.

Article VI, Political Parties

Section I: Political parties are free to act on their own behalf so long as they are within the limits instated in these articles.

Section II: Any citizen is free to establish their own political party.

Article VII, Definition of a Citizen

Section I: A citizen shall be defined as anybody who resides in the region for 48 hours and has an account on the forums.

Section II: Puppets are not considered citizens and thus, are not allowed to vote.

Section III: A nation who is absent for more than 20 days without acceptable notice is subject to a revocation of citizenship status.

Article VIII, Rights of Citizens

Section I: All citizens have the right to free speech so long as it does not directly aim to harm another individual. Flaming and trolling aren't allowed.

Section II: All citizens are free to be open about any controversial personality traits including, but not limited to: Androgynous identification, gender identity, sexual orientation, polytheism/monotheism/atheism, feminism, masculinity, and more.

Section III: All citizens have a right to exist in the region until they violate the rights of another citizen.

Section IV: All citizens are free from being forced to join any regional or inter-regional body.

Section V: All citizens are free to govern their nations as they please.

Section VI: All citizens have a freedom of religion, but not the freedom to designate an official religion.

Section VII: All citizens may start their own groups and political parties and media organizations. Also referred to as the freedom of the press and the freedom of assembly.

Article IX, Amendments

Section I: In the event that the Commons has passed legislation and it has been sent to the desk of the President, but the President has not either signed or vetoed the legislation after a period of five days and has not notified the Commons of his or her absence; the legislation then automatically becomes law.
