I think a citizen need a few more rights. For example, calling a referendum when a large percentage of the population calls for one, and allowing them to get rid of a councillor if they feel he/she isn't doing his/her job.

A fraction of the population must request for a referendum/by-election through the forums. I was thinking 1/3.

Yes, well, that highlights another point I need to discuss, activity.

I need to get actvity as high as possible.

Please, work out your plan better. Make it a step based plan.

That would make it clearer to me, us and what it does for constitution.
PS. I personally would go for 1/5 because activity generally is not high enough to reach 1/3

PS2. I remember to have put it in the constitution under:
Chapter 3, Section 3, Article 1
