History stands as testament to the valuable and worthy contribution of the Empire’s peoples. The Akatsuki and Hardenburghian peoples share much in common. Both are thoroughly devoted to an ancient doctrine of state and owe their loyalty to the magnificence and splendour of monarchy. It is the opinion of Her Majesty’s Government that this fraternal and sacred bond overcomes all the differences which have divided the peoples of these two great maritime empires in the past. Indeed, both nations would be thoroughly justified in considering themselves two of mankind’s greatest triumphs. Unfortunately, all this is at stake. If the last century proved anything, it was that disunity and discord between the Great Powers of Valeria will only ever unleash horrific and destructive forces. The emergence of a brutal, evil and untethered bolshevism; intrinsically opposed to those principles which made humanity great, was the greatest tragedy of that terrible conflict which divided us all. Not only were vast swathes of the people upon this earth denied enlightened and just governance, an existential threat to the core rationalisations of our fraternal union emerged thus. It is regrettable that in the intervening years, our governments failed to prevent the spread of this radical bolshevism. Now, from East to West, a great and malevolent Empire; spanning the forests and hills of Eastern Valoria, the icy mountains of the North, the balmy plains of Central Hydatia and the great lands of the Orient, imperils us all. In light of this, now is not the time for division or disunity. The enlightened peoples of this world must unite to overcome this terrible, fearsome menace. Her Majesty’s Government wishes to establish sound foundations for the continual betterment of Hardo-Akatsuki relations. Inspired by this principle of amicable and friendly cooperation, Her Majesty’s Government wishes to propose bilateral discussions to facilitate better cooperation in the following areas: Commercial and economic relations; Peace, security and stability in Hydatia; Developing a joint strategy to confront the ‘red peril’. It is the sincerest hope of Her Majesty’s Government that His Imperial Highnesses Government will embrace the above proposal. The greatest civilisations of this world have a divine duty to defend all that is good and pure. Closer Hardo-Akatsuki cooperation would be a further step in this ceaseless yet worthy cause. It is not naive or wishful to hope that the spirit of friendship wrought throughout will become the basis of all future Hardo-Akatsuki relations. More pleasing is the agreement between our two governments that decisive, committed and severe actions must be taken to decapitate the red hydra that threatens to ensnare Valerian liberty. A meeting between our ministers of state will not only provide an opportunity to develop a system of cooperation that places the Federative Union’s insatiable thirst for territorial aggrandisement in checkmate; it will also serve as a powerful declaration of intent. Whilst her Majesty’s Government welcomes the offer of His Imperial Highnesses Government to hold the conference in Asguard, this must be politely declined. It is imperative that the nations of the civilised world unite to overcome the Bolshevist threat. Whilst this process can be spearheaded by the United Kingdom and Ceroulia in the Caranthias and Cedaris, Shinosaka must assume moral, political and military leadership in Hydatia. Her historic experience of Hydatian affairs, obtained from centuries as a Great Power, and her natural kinship with the peoples of the continent leave her best placed to direct a homogenous response which Her Majesty’s Government will be honoured to support. It is of symbolic importance, therefore, that all conversations are held in Yamada. Her Majesty’s Government believes it essential that a clear statement, indicating this pact’s strength and intent is made. It is therefore proposed that the entire Hardenburghian cabinet attend these conversations, alongside representatives of the self-governing entities of the Empire-Commonwealth in Hydatia. The date and location can be determined by His Imperial Highnesses Government. It is the sincerest hope of Her Majesty’s Government that these coming discussions will hail a new era of friendship and cooperation between the Shinosakan Empire and the Hardenburghian Empire-Commonwealth. Together, the Shinosakan and Hardenburghian peoples will be able to clasp the sword deliver the final and decisive blow against the red peril thus wining the battle for civilisation.
