Blessed of the Sun and the Moon, Lord of the East and Master of the Rest

From Yamada, Center of the World:

Blessed are those whose eyes fall upon this page. Blessed are those whose ears partake of this broadcast. Blessed are those whose Blood calls to Us, and blessed twice are those to whom We call in turn.

The People of the Dawn have long gloried in the splendor of their Homeland, which shades those lands more tardy in their greeting of the Sun. We are rightfully proud of Our subjects and Our land, and We take pleasure in the blessings that have been bestowed on Our patrimony by Our honored ancestors, those beings in the highest of all kingdoms. As Our people thus shine in the light, however, We forever spare Our thoughts and prayers for those brave souls who have journeyed from this place, departing from the Dawn sometimes forever. They are not beyond the light of the Sun, but still they labor in the cold shade, while the Homeland shines from the sea behind them as if to memorialize their sacrifices. We are not ungrateful for the sacrifice and service of these subjects, and We hasten to assure them that Our interest remains fixed upon their welfare and good fortune. We will not abandon Our people to the shade, no matter where they live.

Our ancestors spread the Dawn to the Homeland, and from there We shall spread it throughout Hydatia and the East. Light such as Ours is transformative: Lesser peoples can be remade in its glow. For did not the People of the Dawn arise from such stock, when the first rays of the Sun fell upon the Homeland? We are the product of heavenly favor, and it is Our duty to pass on the blessings We have received for the benefit of all humanity. With effort worthy of the ancestors, We are entirely confident of success, for the ancestors are with Us, and will stand by Us and Our people forever and ever.

This is Our word, and the word of Yamada and all Wa. This is the word of the Dawn.

To Whom It May Concern:

Her Majesty’s Government in the United Kingdom welcomes the decision of the Akatsuki Empire to engage more closely in the discussions and conduct of international affairs. History stands as testament to the valuable and worthy contribution of the Empire’s peoples.

The Akatsuki and Hardenburghian peoples share much in common. Both are thoroughly devoted to an ancient doctrine of state and owe their loyalty to the magnificence and splendour of monarchy. It is the opinion of Her Majesty’s Government that this fraternal and sacred bond overcomes all the differences which have divided the peoples of these two great maritime empires in the past. Indeed, both nations would be thoroughly justified in considering themselves two of mankind’s greatest triumphs.

Unfortunately, all this is at stake. If the last century proved anything, it was that disunity and discord between the Great Powers of Valeria will only ever unleash horrific and destructive forces. The emergence of a brutal, evil and untethered bolshevism; intrinsically opposed to those principles which made humanity great, was the greatest tragedy of that terrible conflict which divided us all. Not only were vast swathes of the people upon this earth denied enlightened and just governance, an existential threat to the core rationalisations of our fraternal union emerged thus.

It is regrettable that in the intervening years, our governments failed to prevent the spread of this radical bolshevism. Now, from East to West, a great and malevolent Empire; spanning the forests and hills of Eastern Valoria, the icy mountains of the North, the balmy plains of Central Hydatia and the great lands of the Orient, imperils us all. In light of this, now is not the time for division or disunity. The enlightened peoples of this world must unite to overcome this terrible, fearsome menace.

Her Majesty’s Government wishes to establish sound foundations for the continual betterment of Hardo-Akatsuki relations. Inspired by this principle of amicable and friendly cooperation, Her Majesty’s Government wishes to propose bilateral discussions to facilitate better cooperation in the following areas: Commercial and economic relations; Peace, security and stability in Hydatia; Developing a joint strategy to confront the ‘red peril’.

It is the sincerest hope of Her Majesty’s Government that His Imperial Highnesses Government will embrace the above proposal. The greatest civilisations of this world have a divine duty to defend all that is good and pure. Closer Hardo-Akatsuki cooperation would be a further step in this ceaseless yet worthy cause.

To the Lord Salisbury, Secretary of State for Foreign Affairs of the United Kingdom of Hardenburgh and Hibernia:

In the name of His Imperial Majesty, King of Yamada and of All Wa, the Government of Akatsuki sends greetings to Her Highness’s Foreign Secretariat.

We thank Your Excellency for your kind words regarding His Majesty’s empire, and accept them in the spirit they were offered. The United Kingdom is no mean state, nor is its Commonwealth simply a collection of its imperial shadows; Valeria has been known to shape itself according to Hardenburgh’s desire. Hydatia in particular is now accustomed to the presence of Her Highness’s imperial banners, and half of our continent makes obeisance to the Hardenburghian Crown. It is wise that our nations regain our once-amicable relationship for the sake of Hydatia and the East.

Your Excellency is right, of course, to point out that the most serious break in our friendship, the so-called Great War, has led Hydatia and all of Valeria into disaster. The rise of Bolshevism in old Transnistria and the subsequent establishment of the Federative Union and its Wismar Pact of satellites have combined to smother Hydatia under a communist miasma. His Majesty and the government of Akatsuki remain devoted to cleansing Valeria of this rotten philosophy and its oppressive political manifestations, and we would be pleased to cooperate with the United Kingdom and the Commonwealth to see this done.

His Excellency Shigeru Inukai, Minister of Foreign Affairs, stands ready to receive Her Highness’s representatives in Yamada at Your Excellency’s convenience. Alternatively, we are prepared to send our ambassadors to Jairapuria or Asguard with the utmost discretion, should Your Excellency prefer to meet on Hardenburghian soil. His Majesty is amenable to any arrangements that will facilitate Hardo-Akatsukian cooperation in this matter.

Needless to say, the People of the Dawn stand ready to cleanse Hydatia of the monster at our gates, by any means necessary. We are certain that Her Highness’s subjects in the Raj are equally determined to relieve themselves of this constant threat, and their neighbors of a corrupt and terrible scourge. His Majesty is well prepared to stand with the United Kingdom and the Commonwealth of Hardenburgh in our nations’ mutual quest to exterminate Bolshevist thought before it can further infect the free nations of Valeria.

The government of Akatsuki awaits Your Excellency’s response with pleasure, and looks forward to our upcoming meeting.

Her Majesty’s Government in the United Kingdom welcomes the overtones of the most recent communication from His Imperial Majesty’s Government. It is not naive or wishful to hope that the spirit of friendship wrought throughout will become the basis of all future Hardo-Akatsuki relations.

More pleasing is the agreement between our two governments that decisive, committed and severe actions must be taken to decapitate the red hydra that threatens to ensnare Valerian liberty. A meeting between our ministers of state will not only provide an opportunity to develop a system of cooperation that places the Federative Union’s insatiable thirst for territorial aggrandisement in checkmate; it will also serve as a powerful declaration of intent.

Whilst her Majesty’s Government welcomes the offer of His Imperial Highnesses Government to hold the conference in Asguard, this must be politely declined. It is imperative that the nations of the civilised world unite to overcome the Bolshevist threat. Whilst this process can be spearheaded by the United Kingdom and Ceroulia in the Caranthias and Cedaris, Shinosaka must assume moral, political and military leadership in Hydatia. Her historic experience of Hydatian affairs, obtained from centuries as a Great Power, and her natural kinship with the peoples of the continent leave her best placed to direct a homogenous response which Her Majesty’s Government will be honoured to support. It is of symbolic importance, therefore, that all conversations are held in Yamada.

Her Majesty’s Government believes it essential that a clear statement, indicating this pact’s strength and intent is made. It is therefore proposed that the entire Hardenburghian cabinet attend these conversations, alongside representatives of the self-governing entities of the Empire-Commonwealth in Hydatia. The date and location can be determined by His Imperial Highnesses Government.

It is the sincerest hope of Her Majesty’s Government that these coming discussions will hail a new era of friendship and cooperation between the Shinosakan Empire and the Hardenburghian Empire-Commonwealth. Together, the Shinosakan and Hardenburghian peoples will be able to clasp the sword deliver the final and decisive blow against the red peril thus wining the battle for civilisation.
