Proactive governments actively seek to intervene on issues before they become problems for them to solve.

Reactive governments give people the freedom to decide themselves but will intervene after the fact if any problems occur needing their intervention.

Which of the two do you prefer?

It can never be an "either/or". All governments are both pro-active at times, and are forced into being reactionary by events. In an ideal world, having the ability to identify and remedy all future problems before they arise, would indeed be nirvana.

But we live in the real world.
