If I saw someone looking and acting like this I would be calling for an ambulance for them:-

A drug addict was constantly nodding his head, reminded me of ED Balls, but to my knowledge, no one has suggested he is on drugs, to score political points.
Osborne was well beyond that his eyes were open but no-one was in.
Iv'e often thought that about the opposition front bench.

That's his normal demeanour. He looked absolutely out of it on this occasion, even more so than usual.

As I have never met a drug user and have no idea of their symptoms I take it that your opinion is qualified.

My wife and I are of the same opinion, (and she is right up to date with her nurses certification required constant refresher training and upgrading plus recent first aid up date, plus approaching 40 years experience,) if we saw someone in that state drug use would be one of the factors we would suspect.
Be a tad more specific as I suspect a scan across the aisles might lead you to conclude that such abuse is common place in that place. They all appear, from time to time, to look a bit weird.

Admittedly, he does look a little odd in that video. But then I ask myself....Osborne or Balls? OSBORNE...or Balls??? Hell, that's a tough one!
Well most of the public by a very long chalk, when asked that question, reject Balls as a prudent Helmsman for the economy. Considering that Osborne has not met his promised targets I can only say that the trust in Balls must be near zero.

The general public has no idea what a gigantic Horlicks George Osborne has made during his term in office.

No most confuse Public Sector Deficit with National Debt. He has not done a brilliant job, he has missed his target for reducing the size of the State by a long chalk and he continues to borrow to fuel current consumption. So not a success, but relatively speaking a massive improvement on the old guard and preferred by nearly everyone over either of the two Eds. So based on alternatives one could say a B+.

In truth there is not much the Gov. can do about investment in new businesses or expansions or start up other than adjust the operating environment for taxes and regulations and here as we have seen in EU terms the UK is doing rather nicely. Could do better, but reducing taxes on jobs requires that the cost of running our bloated inefficient State is reduced. Simples.

Isn't that the sensible way to decide -to be judged on performance and not the hype?
If having good script writers and excellent training in delivering the lines were the yardstick, the Cabinet would be made up of RADA members.

Yes he's done really well, the government has bought the recovery, ho ho, with a massive increase in government debt.

File under It's only an eff up if Labour do this sort of thing...
