Preamble:
Under the ideals of a government supported by the Council and a President elected by the people for the Alliance, shall The United Alliance be governed. The people of The United Alliance and all sovereign regions associated shall be here after protected and fully granted all rights reserved by The United Alliance Constitution.

Article I: - Membership

Section One – Definition of the United Republic of Nations and Colonies
1. The United Republic of Nations refers directly to those nations that have encompassed themselves within the protective region of the United Republic of Nations and all regions directly associated with the Treaty of Lupus. .
2. All member nations residing within the United Republic of Nations region are to be recognized as members of the United Republic of Nations and all rights and responsibilities of a Citizen are afforded them.
3. Nations and Regions who become members of the United Republic of Nations agree that the laws of the Constitution have precedence over any present or past legislature pertaining to all new members.
4. All who become members of the United Republic of Nations are committed to the welfare of The Republic and all other nations and region within it.

Section Two – New Regions
1. Should a region wish to join, the region in question must hold a referendum in which two thirds (2/3) of the people agree to join The Republic. The President of the United Republic of Nations and all members of the Federal Council must consent to the acts of unity between the accepted region and the United Republic of Nations.

Section Three – Territories
1. All regions wishing to exist outside of the Region of the United Republic of Nations but wishing to be applied as members of the Treaty of Lupus must have a flag based on the flag of the United Republic of Nations and have a standing ambassador as well as an embassy.
2. Citizens of such regions shall be considered citizens-abroad but have the possibility to participate in elections

Section Four – Code of Conduct
i. In order to stay above the rest of NationStates we have set these simple behavior rules into place. If these, or any rules set by the Supreme Court, Council, or President are broken the rule breaker is subject to trial by the Supreme Court or by the Council solely. Inappropriate conduct includes but is not limited to:
Use of a Proxy
Harassment
Illegal Recruitment
Untrue Representation
Identity Theft
Defamation
Threatening Conduct
Contempt of Court
Insubordination
ii. The Council with the guidance of the President reserves the right to respond to any other sort of security or military emergency (such as Treason or Releasing Classified Information) as it sees fit.
iii. Non-citizens are also bound by these laws but jurisdiction over their punishment falls to the President.
iv. In the case that anyone is found breaking Forum rules it is the ROOT Admin's jurisdiction singularly.

Section Five – Elections
1.The Council and President are to be elected once every 91-92 days. (365 days)
2. Ministers and the President are to be elected by citizens of the United Republic of Nations who are member of the Forum
3. The Council is to be elected at the same time as the presidential election.

The Election Proces
The Election Proces starts on the 63rd or 64th day from the begin of the new government.
i) The Election Proces takes up 28 days
ii) From the 1st till the 7th day Nominations can be made
iii) From the 8th till the 14th day Debates start on the forum
iv) From the 15th till the 21st day Elections are held on the forum for forum members
v) From the 22nd till the 28th day the Elected Ministers need to read all the information the past ministers have left them.


The Federal Council
i) The Federal Council consists of 6 Ministers a Vice-President and a President

i) President of the United Republic of Nations
a. The President must oversee the Ministers and Ministries
b. The President is the highest ambassador of URoN and can be used to create better relations
c. The President can transfer some tasks to the VP

ii) Vice-President of the United Republic of Nations
a. The VP must help the President wenn needed.

iii) Minister of Internal Affairs
a. The Minster of Internal Affairs is in charge of the Inter-Regional Secret Agency.
b. The MoIA must ensure our safety in the United Republic of Nations.
c. He also must inform the Minister of Recruiting about the number of inactive nations.
d. The Minister has the option to create a culture heritage and other things.
e. The Minister is head of Recruiting and Welcoming and he must get some nations to start recruiting.

iv) Minister of Foreign Affairs
a. The Minster of Foreign Affairs (MoFA) is in charge of foreign affairs.
b. The MoFA is required to write and send out a Bloodletter every month to our foreign embassies.
c. The MoFA is in charge of creating embassies in Unknown and elsewhere as well as improving foreign relations elsewhere.
d. The MoFA is in charge of the Diplomatic Corporation. He can send ambassadors to some nations that have embassies with the United Republic of Nations. The MoFA can ask some nations to help in the Diplomatic Corporation.

v) Minister of Justice
a. The Minster of Justice is head of Law Creation
b. The MoJ needs to enact all laws that have past the Law Creation page on the forum.
c. The MoJ can start a lawsuit against a nation when he has received enough evidence to convict that nation.

vi) Minister of Militarization, Sports and Contests
a. The Minister of Militarization, Sports and Contests must protect the United Republic of Nations in times of War.
b. The MoMSC can't invade regions on a regular basis, the United Republic of Nations is a friendly region and other regions have the freedom to choose for themselfs.
c. The MoMSC can invade some regions on a regular basis, the Warzone regions, these are specially created for invading games.
d. The MoMSC must create Battle Plans and create the URoN Army
e. The MoMSC must create an active forum for all members
f. The MoS must create Sports, Contests, Games and more Forum activity to keep our region fun and active.


2. A Minister is responsible for legislation and is to be involved in the day to day running of The United Alliance; they are required do all duties expected of them for this position.
3. In order to be on the Council, a person must
i) Be a registered member of the Regional Forums.
4. Member nations of the United Republic of Nations have the power to impeach Ministers
i) Inability to fulfill assigned duties for specified position. (The Constitutionality Review)

Violations of the Code of Conduct.
5. If a Minister is impeached, or unable to continue serving, then a the Runner-up in elections will take the Ministers place for the remaining days.
6. All Ministers should have 1 reply where they write everything what they have done that day/days and need to constantly edit that reply for us to keep track of what that Minister does.

8. The Council possesses the following powers:
i) The power to try and impeach the President for treason, corruption or failure to uphold the constitution, failure to uphold the oath of neutrality, or for endangering the integrity of The United Alliance or her territories.
ii) To declare a state of Emergency Absolution and the time-frame of this period which gives the President temporary martial law powers.
iii) Exercise authority over the decision of the World Fact Entry, Embassies, and Tags for the region of the United Republic of Nations.
iv) To encourage the flow of information and prevent corruption of internal databases

Section Two – Limits of Powers
1. No law shall be made ex post facto. No citizen shall be convicted of an act that was made illegal after they committed it.
2. No law shall contradict the Constitution, amendments, and treaties unless otherwise terminated.

Section Three - Powers Prohibited by Ministers
1. No Minister may engage in relations with a foreign power or declare hostility against another member region of The United Alliance.
2. No Minister may declare war against another member nation or a foreign nation

Article III – The Executive Branch:

Section One – General
1. The Council shall work directly in correlation with the President as the President's Cabinet.

Section Two – The President
1. The President shall swear an Oath of Neutrality and swear to no political bias whatsoever.
2. The President must denounce all previous political biases should he be a former member of a former government.
3. Nations considering candidacy for President must
i) Contributed to the growth and progression of the United Republic of Nations as determined by a two-thirds (2/3) agreement of the Council
ii) Have not violated the Code of Conduct in the previous 48 days
4. The President shall serve a term of 91-92 days, until he resigns, or is impeached successfully.
5. The President may not accept bribes, threats or commit treasonous acts and if found guilty of doing so by the Council, he shall be impeached and sentenced to ejection/ban from The United Alliance as determined by the Council.
6. The President shall have access to ALL information, may demand access to any information and is to have unrestricted access to information, intelligence and secret information.
10. The President shall have the following powers and reserve powers:
i) The power to declare a state of emergency
ii) The power to sign foreign treaties
iii) The power to remove and impeach Members of Council with proper evidence and verification of the Council
iv) The power to grant someone the honorary status of “Exalted Citizen” (EC) for great and noble services to the Federation. This title shall be ceremonial only and may be kept for a lifetime.

Section Three – State of the United Republic of Nations
1. The President is obliged to at least once per week broadcast through the media a direct message to the public detailing the state of the United Republic of Nations. He may do so as frequently as he wishes but must do so a minimum of once bi-weekly.
2.The President shall address all Regional and International developments accordingly.

Section Four – Impeachment
1. Any public officer found guilty of accepting bribes, taking bribes, conviction of treason or acting as a result of threat (instead of arresting the person or group threatening them) shall be impeached and sentenced to death, unless the Council deems there to be mitigating circumstances. In the latter case an official may be spared from the exile but shall be permanently banned from holding public office.

The Judicial Branche

Section One – Judicial Powers
1. The judicial power of the United Republic of Nations shall be vested in a Supreme Court and The Constitutionality Review consisting of 3 Judges in the Supreme Court and 1 Judge in The Constitutionality Review
2. The Judge of The Constitutionality Review shall be responsible for interpreting the constitution and for trying members of the government for breaches of the constitution, treason, or any other illegal and unconstitutional act.
3. All trials shall be by judges

Supreme Court
i) Consists of 3 Judges
ii) The SC must reach verdicts in (Nation against Nation and Government against nation) Lawsuits
iii) The Verdict of the SC is not binding, there is one higher court

The Constitutionality Review
i) Consists of 1 Judge
ii) The TCR must reach a verdict in (Nation against Government and Second Opinion) Lawsuits
iii) The Verdict of the TCR is binding
iv) When the Judge of the TCR thinks he hasn't enough evidence he may drop all charges.

Amendment and Law Creation

Amendment
i) Amendments can be created by Member Nations who are active on the forum
ii) Member Nations must place their amendment on the Amendment Creation page of the Ministry of Justice and Append a Poll
iii) For an Amendment to enact it must have more then 50 percent voted For the Amendment and atleast 60 percent of all members on the forum should have voted

Law
i) Laws can be created by Member Nations who are active on the forum
ii) Member Nations must first place their Idea on the Law Creation page of Law Creation and Voting.
iii) Other Member Nations look at your proposal and request some amendments, they do not have to be followed, but it's a good thing if you want to pass the law.

iv) When the Idea is amended enough then you can post the Law on the Law Voting Page of the Law Creation and Voting part of the forum
iii) For a Law to enact it must have more then 50 percent voted For the Law and atleast 60 percent of all members on the forum should have voted

Fight a Law or Amendment
i) Nations who are against a new law can go to the Constitutionality Review and start a lawsuit against the Law or Amendment
ii) Nations must have enough Arguments to support there opinion and Lawsuit
iii) When The Judge of TCR thinks that he hasn't enough evidence to convict the accused the accused is spoken free.

Section Two – Trials and Jurisdiction
1. All Republic trials are overseen by a judge
2. All trials are expected to be processed quickly and appropriately within an open forum.
3. The accused are proven innocent untill guilty, but the court must not delay a trial longer than two weeks. If they do then the person must be allowed freedom until they can be tried.

Section Three – Treason
1. Treason is defined as any act that endangers the integrity of the United Republic of Nations by violation of the Constitution or the Code of Conduct.
2. Accepting bribes is also considered treason.
3. Threatening or harming a member of the government, region, or the Alliance is considered treason.

Article V – Alliance Nations

Section One – Nations shall honor each other
1. Each nation in the United Republic of Nations shall honor one another and all are considered equal in terms of authority and validity.
2. No nation may interfere in the affairs of another unless an appropriate case is presented to the President or the Council for the betterment of the Republic or the sole nation in question
3. No nation may declare war against another

Section Two – Privileges
1. The members of the United Republic of Nations are guaranteed all rights, privileges, immunities and responsibilities
i) All citizens have the right of free speech, assembly and protesting when appropriate.
ii) All citizens have the right to trial.
iii) All citizens shall hold the freedoms of conscience and religion, as well as the freedoms of thought, belief, expression, and association.
iv) All citizens are equal under the law and have the right to equal protection and benefit of the law without discrimination.
v) All citizens may run for Council and President accord to meeting necessities, as well as vote for these positions

2. The United Alliance guarantees the protection of all regional members against invasion or hostility, and against domestic violence.
3. In the case of a region belonging to the Treaty of Lupus and The United Alliance being invaded, a task force of associated regions and nations shall assemble and come to the aid of the assaulted region.

Section Three – Authority
2. States are permitted to have their own news system and are permitted to publish freely to the United Republic of Nations.
3. Member Nations of the United Republic of Nations are not permitted to invade another nation or foreign region, nor does the United Republic of Nations, the President, the Council, or the Supreme Court have the power to command them to do so.

Section Four – Titles and Nobility
1. All members of government are to be given and are permitted to keep the title given to them according to that which is written in this Act of Constitution
2. The President may give an honorary citizen the lifetime honourary and ceremonial title of “Exalted Citizen” (EC) for their services to The United Alliance.
3. No actual nobility shall be granted other than a ceremonial title.

Article VII – Citizenship
1. Any citizen of a state which joins the the United Republic of Nations, or who was a citizen or permanent resident of a state at the time of the signing of this constitution shall be granted The United Alliance citizenship.

Treaty of the United Republic of Nations

Article I: – Purpose

Section One – Treaty Goals

The Treaty of URoN shall envelope all Member Nations and Member Regions that are directly associated with United Republic of Nations. This treaty here after guarantees the united protection of all member regions of United Republic of Nations.

Section Two – Membership
1. Any region wishing to associate themselves with United Republic of Nations must come to a two-thirds (2/3) agreement of the member nations within the region itself for association and membership of United Republic of Nations.
2. There after, all member nations of the newly accepted region shall be granted citizenship-abroad for United Republic of Nations.
3. All member nations, regions, and territories of United Republic of Nations must accept and sign to the terms of the Treaty of URoN.

Article II: – Treaty Protection
Section One – Allegiance

1. All member nations and regions of United Republic of Nations shall swear an Oath to protect the sovereignty of fellow nations and regions.
2. Members of The Treaty of URoN shall swear to come to the aid of any fellow region under the threat of colonization, invasion, and dictatorship.
3. No region that has sworn allegiance to United Republic of Nations and has accepted the Treaty of URoN shall engage in warfare that is against or involves those regions, nations, or territories of any other URoN member nation or region.

Section Two – Protection between Nations, Regions, and Territories
1. Upon the decision by United Republic of Nations Council and President with the direct request for aid by the Founder, Leader, or with sound evidence of required aid by a threatened member of UroN and her colonies, shall the Treaty of URoN be called upon as a tool to liberate and defend those nations, regions, or territories affected by a threat to its sovereignty and citizens.
2. Members of United Republic of Nations shall react in part by gathering member nations that are tasked with the liberation of any conflicted nation, region, or territories of United Republic of Nations and her member regions.
3. The Treaty of URoN forbids the infighting of any member nations of United Republic of Nations.
4. No member nation, region, or territories may engage in warfare with foreign regions in the name of United Republic of Nations unless directly approved by the gathering of The President, The Council, and the Founders/Leaders of United Republic of Nations regions.

Article II: - Government
1. The region must agree and sign acceptance of United Republic of Nations Constitution.
2. The region may have it's own government, though some Minister positions are for 1 minister only (Minister of Justice and Minister of Militarization)
3. The region may not use the word Minister, but may only use the word Secretary
4. The only positions that are allowed are: Secretary of Internal Affairs and Secretary of Foreign Affairs (and ofcourse the Delegate and/or Founder)
