Laws of the eUSA Congress Article I - Membership, Speakership Elections, and Forum Rights Section 1: Membership shall consist only of those persons listed as ‘Congress member of USA’ on their e-Sim profile page, hereafter referred to as ‘members’. Section 2: Congress shall elect a Speaker to preside over Congress and to exercise other duties as designated by Congress. Section 2.01: Within 24 hours of the election of a new Congress, or the impeachment/resignation of the Speaker, a Congress member shall open a thread in which members may make nominations for the next month's Speakership. Nominations shall be open for at least 24 hours and not more than 48 hours. Upon the close of nominations a vote shall be taken. A nominee must receive a simple majority to be considered elected. Section 2.02: Any person receiving three nominations and meeting the requirements for office outlined in Section 2.03 of this Article shall be placed on the ballot. Section 2.03: Any member of Congress or USA citizen who has served at least one (1) complete term in the USA Congress within the previous six (6) months or has been active within the last six (6) months in politics is eligible for nomination to the Speakership Section 2.04: If no member is elected during a balloting, the candidate receiving the fewest votes will be removed from the ballot and another vote shall be taken. Section 2.05: The Speaker can be impeached with a majority vote by congress. A Discussion must be held first. Election process shall proceed as stated in these By-Laws (Section 2). Section 3: Members, their elected Speaker, the President, and those officers elected or approved by Congressional vote will be granted access to the ‘Private’ Congressional Boards. 3.00a Note: At the moment there are no private and public boards, only private. Section 3.01: The Speaker may grant access to other persons at their discretion, but must post their reason for doing so in private congress. Section 3.02: Congress may revoke forum rights from any person, member or non-member, by simple majority vote. Section 3.03: The Speaker may revoke forum rights from any person, member or non-member, for a period of time no more than 72 hours. If Congress has not voted to permanently revoke access by the end of that time, the Speaker shall restore it immediately. Article II - Voting and Quorum Section 1: In order for any vote of Congress to be considered binding, the procedures outlined in Article III must be followed. Section 2: The President may only vote in matters which also require an in-game vote. Section 3: Quorum shall consist of eight (8 ) members. For every two members leaving congress in-game (either by being banned, or leaving) Quorum will be revised to one less vote. Article III - Order of Business Section 1: Any member wishing to bring a proposal before Congress shall open a thread on the appropriate congressional board to discuss the matter for at least 24 hours prior to any vote. Any change deemed by the Speaker to alter the bill in a significant way will extend the time required for discussion by 12 hours. Voting shall be closed by the Speaker no less than 24 hours after it has begun. Section 1.01: Any proposal must make clear that the member is proposing a matter for consideration before Congress by using either ‘proposal’ or ‘discussion’ in the thread title. Section 1.02: The Speaker may, for any reason, waive the discussion period required in Section 1 of this Article and bring a proposal to a vote. The Speaker must express why he is waiving discussion in both the proposal and vote thread when choosing to exercise this authority. Section 2: A vote shall only be counted if formatted as follows:
Section 2.01: A ‘signing statement’ of no more than 3 lines shall be allowed. Section 3: Any member proposing a law in game without a discussion and forum vote preceding it shall be subject to forum access removal by the Speaker. Section 3.01: Donations to USA Org, and money printing laws requested by the President, Speaker, or Secretary of the Treasury are exempted from discipline under Section 3 of this Article. Section 4: The President may directly request a non-recurring expenditure from Congress. Such a request is subject to the same rules as any proposal. Section 5: Upon a proposal from a member to remove the Speaker or President from Office all other business shall halt. Abusing this option will lead to ban from the Congress forum(s). Article IV - Budgeting of Funds Section 1: The Congress may at any time amend the budget of the USA. Section 2: The budget shall remain in effect in perpetuity. Section 3: The budget shall only contain recurring expenditures. Section 3.01: One time expenditures shall be listed separately from the budget in a thread titled ‘Non-Recurring Expenses’, which shall be stickied on the private congressional board. Those expenditures deemed by the Speaker to be of a non-sensitive nature shall be posted to the public in a ‘Non-Recurring Expenses’ thread on the public congressional board. Section 4: The budget must designate the citizen or organization which will receive the funds. In the case of money being disbursed to a citizen by virtue of their position, the position may be listed in place of the citizen. Section 5: All distributions of funding shall occur from USA Org unless game mechanics require it be done from the Country Treasury. Article V - Additional Powers and Responsibilities of the Speaker Section 1: The Speaker shall have the authority to temporarily halt all budgeted payments from USA Org. This ‘freeze’ shall trigger an immediate discussion on the matter. The ‘freeze’ will end after 48 hours, upon any Congressional amendment to the budget, or by order of the Speaker, whichever may occur first. Section 2: The Speaker may appoint up to two (2) Deputy Speakers. Section 2.01: A Deputy Speaker may exercise any power of the Speaker, not including the halting of budgeted payments from USA Org, or the naming of any person to an office which is filled by the Speaker’s appointment. Section 3: The Speaker may ‘edit’ the post containing these By-Laws to correct grammatical or formatting errors as needed. He must post the before and after text on the public congressional boards any time this power is exercised. Article VI - Amendment Section 1: These By-Laws shall be subject to amendment by a simple majority vote of Congress, provided quorum is met. |
