Prime Minister had been planning to establish formal relations with Winovias regional neighbors for quite some time. Internal affairs of the nation had held him up though, and he hadn't had the time. Now in the wake of the new elections he was making time. He felt it was necessary that Winovia have relations with its neighbors, to better advance the nation.

The Prime Ministers Jet, ExAir 2, landed at the airport in Franconia. The Prime Minister descended the plane, followed by two Royal Guards. He approached the delegation waiting for him, "Hello, I am Prime Minister Garell Harper of Winovia."

Prime Minister Harper nptoced the difference in reactions from Liberal and Opposition MPs. When they got in the office he noticed the portraits of all of the former Prime Ministers. He sat down across from Graham, "Well Mrs. Graham I wanted to talk to you about increasing relations between our two nations. Since we are so close together, i think some type of border agreement should be established. As well as a free trade agreement."

"I agree," the Prime Minister said, crossing her legs behind the desk. "International cooperation is key, especially for nations so close together."

"What do you propose Mr. Harper? My government and I are all ears."

"Well, I think that a Laxed Border Agreement where it would be easier for citizens from each nation to enter the other. For the Trade Agreement it would be no tariffs on either nations, prices would be lowered, and there would be a free flow of goods and services. What do you think?"

"We are in agreement with a Laxed Border Agreement, the freedom of travel is important to Franconians. It would also increase tourism to both our nation's."

The Prime Minister and hand on her knee.
"Unfortunately, I cannot agree to the revocation of all tariffs. Our industry and workers msut be protected. I would certainly be open to a tariff reduction, but striking them down is sadly not possible at this time."

"Excellent," Harper said maneuvering in his seat, "you spoke of a state dinner earlier, did you not?" He loved going to state dinners because he could see the culture and customs of other nations.

"I am open to any organization that benefits my people Mr.Prime Minister, be it based on trade, or defence."

The Prime Minister stretched, displeased at the idea of the boring flight to Killadonia.

"If that is all Mr. Harper, I really must be going, I cannot keep President Mellor waiting. I thank you for coming to Franconia Mr. Harper, I hope this is the first of many meetings."
