Providence, Killadonia
With a roar, the thrust reversers on the Prime Minister's A321 opened up, slowing the blue and silver aircraft to a halt. The sun was shining over Providence, the capital of Killadonia, and a nice ocean breeze wafted into the run way. The ramp was lowered ,as the assembled press readied their cameras. The doors, opened, and Kathy Graham, Prime Minister of Franconia, stepped from the gangway. Dressed in a black pencil skirt, white blouse, and black jacket, the Prime Minister gracefully made her way down the steps, a large group of aides behind her. The press snapped their photos, as Graham and her staff made there way toward the main building of the airport.

With the sun shining high in the sky, as it so often did in Providence, President John Mellor and the Killadonian delegation stood patiently as Kathy Graham's jet made its way across the tarmac. As the jet came to a stop and Prime Minister descended the staircase, John walked forward and extended his hand. "Madam Prime Minister, it's a pleasure to finally meet you in person. Congratulations on your recent victory."

"Mr. President," Graham said, smiling as she shook his hand. "The honour is mine. And thank you, i look forward to serving for another term as Prime Minister..

The Prime Minister looked at the sky. "It is truly beautiful here. Very similar to New Vancouver." With a nod, Kathy motioned toward the city. "Shall we?"

"Absolutely," said John as everyone moved towards the motorcade. "Our first stop will be at the Senate. A special joint session of Congress has convened to congratulate you on your victory and to present you with honorary Killadonian citizenship. I'm sorry they didn't let you know beforehand so you could have prepared a speech. You don't have to address them afterwards if you don't want to." President Mellor took a moment before proceeding. "And if you're okay with it, I was wondering if you wouldn't mind doing a brief photo op and meet and greet with a student. Her name is Maria Calvet; she took the top honors at our national Academic Competition and she specifically asked to meet with you when she heard you would be in country. If you didn't already guess, she's a big fan."

The Prime Minister smiled. She had read about Maria Calvet's exploits in the Killadonia Post, and was honored to be so admired.
"I would be more than happy to meet with Maria, every student, especially one as prodigious as her, is important to society."
Kathy began thinking, words rolling around in her mind and coming together to form a short speech.
"I would be honored to receive citizenship, one day you must come to Franconia and receive the same honour. Giving a speech to Congress would be delightful. I try not to write too many speeches, it's always more personal when it has an aspect of spontaneity to it. It keeps me on my toes."
The Prime Minister looked out the window as Providence streaked by her.
"In all my travels to meet leaders around the world, be it to London, Moscow, Paris, or Beijing, I have never been in a city that reminds me so much of New Vancouver."

President Mellor grinned wildly. "I take that as the highest compliment; New Vancouver is an extraordinary city. I'll gladly accept your invitation to visit. It's been far too long since I visited." John paused as an aid leaned over to whisper something. "That said, I thank you for accepting our spontaneous plans." Still smiling, he nonetheless sighed. "Congress rarely moves so quickly, so we tend to have more time to prepare."

Just then, the motorcade arrived at the Senate building. Behind the security barriers, thousands of spectators stood cheering, hoping to catch a glimpse of the President and Prime Minister on this special day. As the motorcade began to disembark, President Mellor motioned to the now-open door. "After you, Madam Prime Minister."

The Prime Minister gracefully stepped out of the car, and began to walk up the path to the Senate building, President Mellor beside her. Looking to one side, Graham left the line of security personnel, and walked along the crowd, smiling and shaking hands. Several "Thank you's" were said, as was the occasional "Hello" and "Good Morning" to the crowd, as The Prime Minister reached the steps of the Senate. She shook the last hand and returned to the President.
"My apologies for deserting you Mr. President, I can never resist interacting with the electorate, I'm here because people like them chose me, for which am always grateful."
The beautiful interior of the Senate building made The Prime Minister smiled, and after a brief look at the main entrance way, once more turned her attention to the President, smiling.
"Lead the way Mr. President, this is your house, so to speak"

President Mellor smiled and nodded. He made his way to the entrance of the grand building, pausing frequently to shake hands with the assembled people. Eventually, the entire delegation made its way into the Senate building and headed towards the Chambers.

A short walk later, John opened the heavy double doors of the Senate Chambers and stepped inside. Normally busy even during regular business, the room was packed to capacity with senators, congressmen, and an army of journalists and photographers. President Mellor led the Franconian delegation to their seats before finding his own a short distance away. As the seats finally filled, Senate Majority Leader Eamon Barrett walked up to the podium in the center of the room and began to speak.

"Good afternoon and welcome to my colleagues, gathered diginitaries, and members of the press. It's worth pointing out that we have only ever called a joint session of Congress ten times in the history of our country before today. This is one for the history books, folks.

Though Killadonia shares many close bonds with the various nations of the region, there are none closer than the bonds shared between us and our brothers and sisters in Great Franconia and Verana. From times of peace to times of war, our two nations have remained steadfast allies, working together to build what has become a truly great region. Today, we honor a woman who has not only worked to make Great Franconia and Verana great, but has worked to maintain the closeness between our nations. We honor her today with what we hope is a gesture that shows both our gratitude and our hope that our nations remain being as close as family. As the representative of the House of Representatives of the Grand Republic of Killadonia and the chosen representative of the combined houses of Congress, I hereby propose to bestow honorary Killadonian citizenship to Prime Minister Kathy Graham of the Imperial Federation of Great Franconia and Verana. All in favor?" The silence of the chamber was immediately shattered as all of the assembled members of Congress shouted 'Aye' virtually in unison. After a brief but powerful ovation, Speaker Barrett came back to the mic and said, "I think the measure passed." He paused for a moment to allow for the crowd to laugh and applause.

Once it quieted down again, he looked to Graham and spoke. "Prime Minister, congratulations." He motioned to her as he held the honorary certificate of citizenship, ready to hand it off.

Kathy Graham beamed as she walked up the steps to the podium, smiling with gratitude all that way up.
"Thank you," she nodded to Mr. Barret, shaking his hand as she received her citizenship. The Prime Minister then elegantly moved towards the microphone, and waited for the applause to die down.

"Thank you," she said over the remaining claps. "Thank you! Representative s, senators, President Mellor, and to the people of Killadonia, Thank You! On this historical meeting of the two houses, I am honored to speak with you all. I was elected to the position of Prime Minister some 9 years ago, and on that day I made a firm commitment, not only to my country, but to the region. I promised to forever strive to create a strong, safe and active region. A region we can all be proud of. I stepped into my office for the first time all those years ago, and looked at the long list of allies that we had contact with. And low and behold, right at the top, underlined in my Foreign Minister's neat penmanship, was Killadonia. Killadonia was there for Emperor Constantine XI during the Civil War. Killadonia was there during the Vatikirian Crisis, always being the voice of reason. Killadonia was there when I took office, as an untried MP, and It was Killadonia that I knew was our greatest ally. Through thick and thin, we have stood together, United in one bond of friendship, a bond that stretches back decades. President Mellor and of course this august house have been the greatest asset this region could have. I was first elected as MP all those years ago, thinking that I could really do good on my own. All I can say is thank god President Mellor was here to help, cause I soon realized, I was living in fantasy land at that point." Graham paused for the laughter to die down. "And by the time I became Prime Minister, I had realized that together we are strong. In my first meeting with my Foreign Minister, I asked him "Who can I trust? What nation can I trust most? Who is our closest and most reliable ally?" The Minister looked at me, somewhat in disbelief, and simply said, "Kathy, we both know the answer. Killadonia." From that moment on, Killadonia was always the first nation we looked to. We have a special relationship, like none other in the Region. An enduring pact that will outlive us all, and last few into our future. And now, honorable members of the House, Senators, and all those gathered her today, I would like to thank each and every one of you, For this honour. While Franconia will always be in my heart, It has now found good company there with Killadonia. Once again, thank you, and have an excellent night, thank you everyone!"

The Prime Minister once more shook hands with Mr. Barret, and with one last smile at the assembled crowd, stepped down from the podium.

As soon as the Prime Minister concluded her speech, all attendees gave a standing ovation. The remainder of the joint session was thankfully brief; most of the people in the Senate were glad to escape the relatively cramped conditions of the Senate floor.

Once President Mellor and Prime Minister Graham exited the Senate chambers, several Killadonian aides ushered over a tall young woman, wearing the distinct uniform of Lansing Academy, one of Killadonia's most prestigious schools. Though her gaze remained focused and her expression seemed calm and collected, her shaking hands betrayed her nervousness at the prospect of meeting one of her idols. As she walked over, John smiled and turned to Kathy. "Kathy, I would like to introduce Maria Calvet." Maria's voice shook briefly before she regained her composure. "Madam Prime Minister, it's an honor to meet you. We actually shook hands four years ago when my parents and I visited New Vancouver. It's nice to get the chance to really meet and talk with you though."
