Government Building Cacao Island, Winovia The sun shined bright on the small island of Cacao, locate just off the coast of Winovia. Prime Minister Elizabeth Monroe walked through the building until she reached the conference room, where the summit would take place. She had called together the heads of government of four of the regions most influential and important nations. Together they would discuss the creation of a new defense and economic organization. She believed this would help improve foreign relations and cooperation. "Before we get down and dirty into the details," the Prime Minister said, removing his glasses,"We should also talk about where G5 Summits are to be held. We recommend that at the end of each summit, leaders nominate a city, from their country or another, and we vote on it at the end of the summit we are having. That city and nation will then be responsible for creating the next G5 summit." |

"I think that is a very good idea, but that raises the question, How often will the Summits be held? If we hold the summits often then we will have no need for a separate governing body, which would be a good thing. We also propose that the host leader of the summit be Chairman of the G5 until the next summit is held." |

Vice President Jones speaks up. "Instead of a definitive period of time between meetings, how about we hold meetings only when a certain number of nations request a meeting? That way, we can meet as often as needed to address any issues that come up during the implementation of the trade agreements." With a pause and a shrug, he added, "Or, we could plan to hold the summit regularly, either annually or once every three years." |

"I think that holding the summit annually would be a good idea. Its not too often but its also not to late. That way we would have time to implement the things we agree upon, but also be able to regularly meet. If everyone agrees with annual meetings, where the host is selected at the end then we can get back to the original discussion."

Jones nodded. "Annual meetings sound good to me. Now, to the original point of order, here's a better question: who here is interested in being the first summit host? Once we figure that out, we can determine how we'll choose future hosts." |

"Mr. Jones this is the first summit, and it was stated that we elect anew host at the end of each summit. I believe the original topic was economics. Prime Minister Clark agreed to the opening of a G5 Central Bank and trade agreements. What are your opinions?" |

Vice President Jones chuckled briefly before leaning forward in his seat. "My apologies; I meant to say 'who is interested in hosting the event in the future'. As to trade agreements, Killadonia supports the idea fully." As he finished his sentence, Michael shifted in his chair, a look of contemplation on his face. "Now, onto the idea of a Central bank. I pray you'll forgive my ignorance, but what sort of role would this bank have in the collective economies of our nations?"

"The Central Bank would be the hub of all financial activity of the G4. Every nation would invest a sum of money into the bank, and it would be used for conducting foreign exchange operations of the G4. Since we all have different resources, exports and economic situations I believe everyone should lay out what they can offer for the trade agreements. Winovia is the regions largest Oil and Natural Gas Producer and we also have an excellent armament industry. We would be willing to offer up to 20% discounts on these products to all of you." "Ah, that makes sense. In that case, Killadonia will gladly invest whatever is necessary in the Central Bank." Vice President Jones shuffled through the papers in front of him, making careful note of their contents before he continued. "We would certainly appreciate your oil and natural gas. Killadonia has a thriving agricultural sector and we would be delighted to share our crops with everyone. A 20% discount would be agreeable, but we would like to offer steeper discounts for any municipalities that need food but cannot afford it." |
