To Whom It May Concern,

As a region we must all come together for certain issues, one of those issues is the economy. For the past few years the world economy has experienced a decline; a decline in trade, a decline in foreign assistance, and a decline in business growth. We have each managed this decline in our individual ways that best suit our nations, but it is time we come together to manage it in a way that best fits the world. While these declines are in no way, shape, or form severe or catastrophic they are declines nonetheless. I invite all of you to send a representative to Pyrus to meet with me to discuss how we may shift the economic climate upward.

Greetings, Commonwealth of Terrelis,

It is in the interests of the Community government to ensure global economic security and prosperity. While the Community of Ashkera has continued to prosper, recent events have caused increased uncertainty in our projections and have increased global financial risk beyond acceptable levels.

In light of a policy change towards increased foreign intervention, and in the interests of international financial stability, Ashkera will dispatch a delegation of 50 personnel to attend this regional summit.

Finance Minister Ginette Cavey made sure all of the final preparations were done, before going up to prepare herself. As she descended she could see the first guest arriving, "bring me the clipboard with the ministers profiles on it, God knows I can't remember all of their names," she yelled out to her assistant. Just as the first guest walked through the door the clipboard was given to her, "Welcome to Château de Coté, and welcome to Terreli. Your attendance at this summit is much appreciated."

The Rt. Honourable William McKinley stepped out of the governmental sedan that had picked him up from the airport, and began the short walk along the red carpet to the doors of the Chateau de Cote. Alongside him, his staff, including many experts, spinners and workers. His deputy at the Treasury Department, Jeanne Germain, the Minister of National Revenue, followed behind him, large briefcase in hand. McKinley was a big man, and his grey hair framed a thick, weathered face. His deep red tie stood out against his black suit, and his imposing height dwarfed that of his companions.

"Bill,: Germain said, handing the Chancellor the Briefcase, "Everything is in there."

"Thanks, Jean." Bill McKinley was Franconian to the bone, but he possessed passable Veranian.

The entourage entrered the Chateau, and the Terreli Finance Minister.
"Mrs. Cavey," The Chancellor said with a smile, hand out stretched. "Our invitation to this event is what should be appreciated. I am honoured to be the first Chancellor of the Exchequer to visit your nation."

The exact internal organization of the Ashkeran government was opaque, but most foreign governments knew it was somewhat unconventional, based on “nodes” and “triumvirates” and “decision aggregates” and all sorts of other bizarre things based on Ashkeran organizational psychology research, much of which was unpublished. With that said, the Terrelis knew who the two most senior members of the Ashkeran delegation were.

A stern, self-assured woman, with degrees in political science and economics. She is the head of international relations for the Ashkeran government’s economic branch. She has been in Section 7 for her entire career, and has been to other economic conferences in the region.
(The Xawins in Ashkera have a mixture of African and Asian phenotypical features.)

An extremely intelligent, if not exceptionally social, young woman. Her position within the government is far more important than her title would imply - the Policy division’s Integration team is responsible for bringing together all the disparate economic recommendations from across Ashkera’s economic research communities and integrating them into a general economic policy that the state can implement.
Your intelligence services have discreetly informed you that she may have been born through the the pilot program that preceded Ashkera’s controversial public IVF program.
(The Saphirons in Ashkera have more of a Northern European look.)


The two women entered the Chateau with synchronized steps - not particularly difficult since nearly all members of the Ashkeran government had been in the military at some point - along with several security personnel. The rest of the delegation were getting setup for the conference.

“Sasya Aris,” said Sasya. “Section 7 International Relations. And this is Kate Savante.”

Kate nodded.

“We look forward to working with you.”

To Minister Cavey,

Our Treasury Office will be sending a representative to the summit your nation is graciously hosting. Our security will coordinate with your security service to arrange an itinerary. We express our thanks in your nation's progressive economic attitude. Our nation's economy is stable but far below our desired mark. Here are the issues our representative will be instructed to focus on:

Item #1
An agreeable contract for participating nations to import a percentage of their produce and foodstuffs from Weircong for a 10 year period.

Item #2

Weircong wishes to import heavy machinery, automobiles, buses, and freight trucks from any nation.

Item #3

We hope to establish a Trade Alliance that will protect member nations economically from non members, by establishing tariffs on non members. The Alliance will receive equal profit from revenue generated from the tariffs. In the TA, fair pricing will be enforced on all goods traded within the Alliance and taxes incurred on trades made outside the TA. Tax incentives will be created to keep international businesses within the TA.

A. We wish to make Vinci Port in Weircong a mandatory international checkpoint for all maritime trade made with Kaskadistan and Novo Canuckia and any new nation to the continent of Helaven and the Tonya Range to the Oroba Mountains. Any ship entering the port will undergo a security screening before having all shipments unloaded and transferred to a Weircong ship which will then complete the route and share in the shipping revenue (and liability of course).
B. All Kaskadistani and Novo Canuckia ships intending to trade with Trade Alliance members will have to undergo the same procedures: transporting goods to Vinci Port, screened by Port Security, and then transferred to a Weircong ship. This will be very valuable to our nation economically and politically. As a gesture towards TA members assurance, we will raise security standards to comply with member nations.
C. We encourage other nations to establish similar checkpoints (air, land, sea) to be enforced in member nation's respected regions. Establishing such checkpoints would be highly advantageous in increasing our collective economic and political power. With several strategically placed checkpoints, we could all control international transportation exclusively.

We hope this will be a fruitful and productive dialog

Ashkera has four items for the agenda of the conference:

#1. The establishment of an International Trade Organization for the establishment of standardized weights, measures, regulations, and intellectual property laws. The lack of one has long bothered the Ashkeran government, as the other attendees would know.

#2. The establishment of a sort of World Bank as a joint, international effort to aid in the development of struggling economies and issue bailouts to struggling governments to prevent a “domino effect” of financial crisis. Ashkera has been unilaterally issuing some small nations loans, and apparently want to spread out the cost to other developed nations.

#3. The establishment of an International Wildlife Organization to help prevent poaching and the international smuggling of animals. This appears to be related to a recent incident where over two hundred wallabacks (which would be a dangerous, invasive species) were found in a warehouse in Terrelis. Fortunately, none had escaped into the wild and most of the culprits were apprehended by the Terreli government.

#4. A reduction of global financial risk. In particular, the Ashkeran government has taken issue with some of the more “creative” financial instruments allowed in other nations. This one may be more controversial, as the Ashkeran financial sector is notoriously smaller and more conservative than its peers.

Weircong wishes to import heavy machinery, automobiles, buses, and freight trucks from any nation.

When this was mentioned by a representative of Weircong to one of the Ashkeran delegation, he was handed a business card for one Sherman P. Gallager, President of Sales for Star-Ashkera. The state-owned megaconglomerate was one of the world's largest producers of automobiles (and larger vehicles) and computer chips, but also had wings in industrial machinery (with a specialization in automation) and numerous other fields. The Weircong representative was also given contact information for Section 7 : Trade Development, the job of which was to advertise Ashkeran industry to foreign countries and companies.
