Current Seat Count Liberals- 188 seats Progressive Republicans- 65 seats Conservatives- 42 seats Independent- 5 Note: This Thread is IC, post in character. Note 2: A picture of the Assembly Chambers is on its way:) Inside the Assembly Chambers This was it. The big day. Months of campaigning had brought these 300 people to this point. The very first meeting of the Assembly was about to begin, and history was about to be made. The quiet whispers of the assembly members echoed in the room, as MA's shuffled to their seats. A small trickle were still coming in, despite most being seated already. On one side of the aisle sat the ruling Liberal Party, all of their 188 MA's staring down the Opposition. The Progressive Republicans formed the official Opposition, and we're lead by the formidable Albert Veres, who sat stoic in the face of the Huge Liberal Caucus. Down the Opposition Benches sat the Conservative Party. Lead by the rather goofy soda tycoon Marc Fischbach, they formed the second half of the Opposition, with the 5 lonely independents sitting far at the back. The Acting Speaker, a respected man from Talkistan, took his seat, as the very last MA speed forward. This was The woman of the hour. Victoria Laurier walked into the room, beaming in excitement. The Liberal Caucus stood, giving her a standing ovation as she took her seat. An aide swiftly brought her files, and she plunked into the Prime Minister's chair. They were all assembled. Laurier, Veres, and Fischbach. It was a duel to the death, and no one knew how the very first session would turn out. The Speaker stood, and gave a short speech. Finally, he turned to the Governments benches. "The Rt.Honourable Prime Minister has the floor." Another round of clapping began, before Laurier stood, silencing her caucus. "Thank you, your Excellency. And than you, Honourable Members, for being here today, at the very first gathering of the Regional Assembly. Most of all, I would like to thank the public for having faith in the party, and in me, for without you, we would not have this strong, stable, Liberal Majority government!" Laurier was interrupted by another round of clapping. "This truly is a day for the history books, and I am proud to be the very first Prime Minister of the Regional Assembly. Today, we are making and writing the very foundations this Region will stand on. I always say work is the best form of relaxation, so we ought to get to work!" Another round of clapping and howls blocked the Prime Minister before they came back into line. "Mr. Speaker, I now invite the Honourable Leader of the Opposition to Question Period. If the Honourable Opposition leader has no questions, we would pass it on to the Honourable Mark Fischbach." "The Honourable Leader of the Opposition has the floor." Albert Veres: "What does The Right Honourable Prime Minister intend to do with her nearly two-thirds super-majority now that elections have concluded so favorably in her favor, and what are the prospects for regional cooperation in regards to building a modern regional infrastructure to further the development of industry and commerce within the region?" |

Acting Speaker Imaar Nataki sighed. One of the five independent candidates to win election to the Regional Assembly, he was given the role of acting speaker as a temporary compromise, while everyone waited for the ruling party to appoint an official occupant of the speaker's chair. "Right Honorable Prime Minister, it seems the first order of business is a direct question from the Leader of Opposition. Would you please indicate whether you would prefer to quickly answer the question first, or allow the leader of the third party to make his opening statements before you address the Assembly?" Turning off his microphone, Speaker Nataki signaled to the Chief Steward, charged with maintaining order and decorum. "There seem to be a few very excited lawmakers in the back rows," he whispered. "I'm counting on you to make sure they don't do anything weird. The last thing we need is the first session descending into chaos." OOC

The Prime Minister stood. "Your excellency, I shall answer the Honourable Leader of the Opposition's question, and then I shall invite the Honourable Conservative Leader to make an opening statement." Laurier removed her reading glasses and faced Veres. "Regional Infrastructure is a priority for this government, as without a proper network of roads and other means of transport, regional cooperation is very difficult. While national infrastructure is the purview of independent nations, small subsidies shall be given to nations that sponsor trans-regional highways, and railways, while expert teams shall be sent to less developed countries to aid in the development of their infrastructure." The Prime Minister now turned to the Speaker. "Mr. Speaker, I move the Leader of the Conservative Party be allowed to make an opening statement." The Minister of Finance, Jim Flaherty, stood. "Seconded, Mr. Speaker." |

"Thank you, Right Honorable Prime Minister. " Mr. Nataki turned his gaze to the front rows of the Conservative Party. "Leader of the Conservative Party, the Honorable Mark Fischbach has the floor." Acting Speaker Nataki took a sip from his glass of water. This was an interesting Assembly. While the Liberals had the power of majority and the Progressive Republicans were clearly going to be a tough opposition, the Conservative Party he was unsure of. A lot depended on this opening statement by the Conservative Leader, even though his party had the fewest seats of the three major parties. |

"While this is a slightly irregular procedure, the gravity of the situation in Vatikiria demands attention." The Acting Speaker chose his words carefully, knowing this was a sensitive issue. "Before I give the floor to the Right Honorable Prime Minister, I would like to ask anyone protesting this procedural change to please raise their hands." There were a few hands in the air, but the numbers were not significant enough to warrant a stoppage to the emergency motion. "Honorable members, your dissent has been noted. However, since the vast majority of members are in favor of the emergency motion, it shall go ahead. Anyone wishing to lodge a formal protest against the procedural change may do so in writing and submit it to the Procedure and Affairs Office. "Now, the Right Honorable Prime Minister has the floor." |

"Thank you Mr Speaker. As this House may know, the nation of Vatikiria is in crisis, with reported abuses of governmental power, and the execution of civilians. However, Zebulor, and Franconia have both made it clear that direct military intervention based on rumors is out of the question. I belive that in the name of Regional Peace, this Assembly make the same commitment." The Prime Minister is handed a bill. "I propose an emergency bill that shall take effect immediately after being passed. It reads: Due to the intense crisis in Vatikiria, the Regional Assembly has hereby declared Vatikiria to be in a state of Emergency. However, this Assembly also states that this Crisis is an internal matter, and must not be affected by foreign powers. This assembly therefore imposes these sanctions on any nation who break international law by invading Vatikiria territory, or attacking either the Franconian or Zebulorian fleets that now blockade Vatikiria: A) The Offending nation will be reprimanded, and a demand to withdraw troops made. B) If they persist, an embargo on their trade shall be placed C) If they persist, Members of this Assembly from Tidings in their nation shall be suspended, and the the National will have diplomatic ties severed D) If they persist, the aregion shall contemplate military action. "Mr Speaker, due to the gravity of the situation, I move that we vote immediately." |

"I second that motion!" declared a representative from the Progressive Republican party. "This law would be an important step in protecting national sovereignty and would assure all people in the region that they will not wake up to being bombed because someone did not take time to investigate whatever allegations are made against their country. By taking the time to do a proper investigation now, we set a precedent for the future that will form the basis of trust in regional institutions." |
