In an attempt to protect those countries that which cannot provide for their own safety and Nourishes these countries and guide them into the modern world, albeit without reliance on a military-industrial complex for economic growth and stability The Bokonist Empire of Earth, under the all-knowing guidance of Kurt Vonnegut, and the Imperial Russian Republics under the guidance of the wise Tsarina Tatiana Weshnala, would like to propose as follows: Clause 1 a. - All signing nations of this charter shall uphold the document as a binding contract. Clause 2 a. - all the people of this earth have the right to live in peace and to have security from armed conflicts and other disastrous events. b. -signing nations would affirm their provided protection to willing applicant nations allowing them to function in an atmosphere free of fear of being devastated by an incident -however, signing nations are not permitted to use an "occupying force" as a means of defense c. -protection could be made available in the following ways:
d. -the goal of the foreign aid should be to provide for the nation during its time of crisis so that it can maintain a modernized standard of living and maintain itself a stable economy and a high HDI e. -applicant nations must make a formal plea to the NUN requesting protection -upon review the NUN must approve the applicant with a majority vote -the security council nations shall be able to veto any request for aid -this veto can be override by a three quarter (3/4) majority vote, however a veto on a proposed course of military action may not be override -applicants must display a dire need for protection and assistance based on presented evidence and the NUN own investigations f. -applicant nations that have been admitted but are found to be taking advantage of the NUN goodwill, will be striped of their protection and all aid, and will be requested to make reparations to the NUN g. -a nation under the protection of the NUN can be stripped of its given benefits if it is found that they are using the protection and aid to create a military industrial complex Edited by Weshnal, Mar 9 2016, 01:23 AM.

OOC: This is more like counties agreeing to protect those itty bitty islands in the Pacific Ocean, not one of us applying for protection. I was thinking more along the lines of is being the providers and a hypothetical npc nations asks for help. So more RP standpoint than anything. |

The point of this seems to prevent unjustified reasons. I see no issue with this. It still upholds your right to invade a nation, it simply claims that should you invade a defenseless or innocent nation, said nation has the right to ask for help from the NUN Security Council. Although I think there are some areas that might need to be slightly worked on, Russia would like to see some form of this resolution be enacted. |

Perhaps it could be decided by vote if a nation can get Security Council help? And the veto will of course apply here, so an SC nation can veto a nations plea for help to ensure that the NUN doesn't become an alliance of nations fighting another alliance of nations.

Or possibly we could modify it so that food, supplies, and money is given in the form of a relief fund for nations that apply? I think this could be easily expanded to include relief for natural disasters and other events/accidents. |

Ok, I changed the vocab to include natural disasters a bit. I listed the three ways we can supply aid. Changed section d. so that it says maintain a modernized standard of living instead of create one. Did that because this bill isn't about spending money on modernizing all the other nations. Also added more on the specifics of how a nation can get aid in section e. Also changed the last line by removing the portion that said you could be stripped of your given benefits if you have a military complex and changed it so that you can only be stripped in that instance if you are using your benefits to fund a military industrial complex. Hope we can agree on this draft. |

This new version is much more refined and overall has been significantly improved, thank you Russia. If you want to add yourself to the resolution as a co-author or editor I would have no objections. As it stands now I would vote yes to pass this resolution. |
