Maybe there should be some kind of hierarchy, as in the Federal Assembly; perhaps the elected Delegate would oversee the procedural aspects of the High Council. In the USE, the similar council was crippled by procedure; in addition, the High Council should be altered so that documents approved by the Federal Assembly do not have to be signed by absent Council members. One absent party member could hinder the business of the region. |

Here is an idea, concerning the post of minister of diplomatic affairs: essentially, the minister should not just be responsible for diplomacy, but should be the council member whom sends dispatches to foreign powers on behalf of the high council, and who recieves dispatched from foreign powers on behalf of the region. Another idea: There should be a hierarchy in the high council: in order of precedence President: Appoints a high council, forms government policy, excercises executive power, directs regional defence and is charged with implementing laws passed by the Federal Assembly. The president appoints diplomats and accredits embassies on the advice of the foreign secretary. Assumes unlimited power during states of emergency, but must resign these powers once the emergency has ended. The persident has the power to sign bills passed by the FA into law, thus also has the power to veto the said bills. Chancellor: Presides over the Federal Assembly, acts as executive clerk between the high council and the federal assembly, is supreme judge of the region thus decides over disputes between nations. Is responsible for signing legislative proposals issued by the HC WA Delegate: responsible for the day to day proceedings of the government, aswell as WA affairs Secretary of Foreign Affairs (1st Secretary): Forms foreign policy, directs foreign affairs, proposes diplomatic appointments and missions, sends and recieves dispatches to and from foreign powers on behalf of the region. is responsible for foreign intelligence. Secretary of the home office (2nd Secretary): Forms domestic policy and directs home affairs, such as the ejection of memberstates. Is responsible for observing memberstates from economic strength to WA influence to likelyhood of disturbance of regional peace. Is responsible for national security and internal intelligence. Secretary of Recruitment (3rd Secretary): Is responsible for recruiting nations to Valtamrei on behalf of the high council. Secretary of Culture (4th Secretary): Is responsible for maintaining the identity of Valtamrei as an independant and unique region. |

Members of the high council could also be members of the FA (in the real world, the UK cabinet must have seats in parliament, thus they have executive and legislative power) |
