Jean DePenn steps into town square. Gazing up and down the street, he sees a few of the new residents. He tries to prepare himself for what he is about to do. Jean has never been a man with much, but he has always managed to keep himself up. Now, cold and starving, he crossed the final frontier from sad into pathetic.

He dropped his tattered jacket and his hat onto the road and began to dance and sing. "I am ze little tea pot, short and stout. Here iz ze handle, here iz ze spout. When I getz all steamed up, here me shout! Tip me over and pour me out."

Cursing the fact that it was the only English song he knew, he set into performing all day, hoping someone might be kind enough to help him.

"Monsieur", murmered David to Jean, who he recognised as another Frenchman. "You do re-alise zat you arr meking a total fool of yourself?". He realised that his grasp of English was better than this other Frenchman.

"'Ere is fifty pence," said David, pitying the man and throwing a colloction of coins to him.

"Please feel free to take a room at my hotel."

As Baron Grommits went through town on his evening constitutionals, he saw this terrible mockery of a sight. Wishing that a town constable was already in place, he continued on his way, glaring quite hardly at the young beggar.

The look was not lost of Jean. When you have trouble understanding those around you through words, you measure every expression very carefully. Reconstructiing an old French tune as best he could, he began to belt out a portion of Don Carlos, which he had seen as a young man.

He continued this little ditty for hours.

I will help by giving ideas for a town charter, but as my education is lacking, I am hardly blessed with a quill.

I suggest we get to work on a charter. Though we are, of course, still loyal to His Majesty and must obey his rules, we need some guidelines.

-terms of office
-election rules
-court/legal proceedure
-penal codes
-tax structure
-rights within our colony
-etc.

Jean stared at this newcomer. Who did he think he was to occupy the portion of the road which he was clearly working. He listened to the other man, that odd German fellow, prattling on about some silly political ideas. Unsure of whether French opera could compete with crazy street prattler, he approached the other man.

"Zhou seam a bit confused. Zhese cornair ez myne. I do a bit of singing, of wheech I am varry gewd, and en exchange, zhe peoplez all give me a beet of money zo that I do no stave. Could you find a different spot to be doing zhe crazy rambling act zhou have clairly parfected?"

Looking a little agitated by the Frenchman's attack on his right to speak, Hans only said, "I have a right to be here, as do you." That being said, he walked back towards his hotel to go stow his new revolver and ammunition in his hotel room.

Jean watched the man leave, satisfied to get rid of the burden of competition. Considering this turn of events, he decided it was time to conclude his 45th running of Don Carlos. Instead, the master theatre of M. Jean DePenn, composer; began a new segment in its repetioure: political round table discussion.

"Zhe say that the people are not happy with the governmont. Ve have wid us today, George I of the English Crown, Charlemagne, greatest monarch what ever leaved; and Mr. Tom o'Bedlam. We all know the stance of that government. Mr. O'Bedlam, would you care to comment?"

The Baron walked back towards his home, crossing the path of the man once again. He saw him in his new political commentary and once again lamented, not for a constable, but for a proper lunacy bin to shove the fool into.

The Baron stopped for just a moment, "I agree that a truly competent mayor would have locked up that worthless beggar who harasses everyone in the streets a long, long time ago." He then hurried on, leaving a shilling in the cup.

Jean immediately turned to his left shoulder, which now had a small mud doll shaped like the Marquess, "Vhat about yew? Do yes also think yer mayer is a lazy?"
