Overview
Ethereal. There's something there. The flash of a light in her eyes. The way her body nearly vibrates vitality, energy and excitement even when standing perfectly still. Like a calm that suggests she may sprint off at any moment. However it’s not so much her looks that set her apart. Cicely’s presence is all in the way she carries herself. Her walk is that of a slight saunter, a minuscule sway of her hips, and the inborn notion to hold her head up. It’s not a lofty, superiority complex imposed characteristic as it is just a product of discipline. Her movements, however, are quick and she can at times be surprisingly agile.
Her skin is a well-blended set of beiges and caramels. It's taught, tight, with a few scars. Aside from that her nose and shoulders ted to freckle lightly in the sun. Otherwise there are no other distinguishing marks. Her oval shaped face boast sharp, defined features. Her cheekbones are slightly prominent but not so much they cast hard shadows. Her nose is straight, but squared off at the tip as if it were carved out of marble. Her lips may be a bit unbalanced, the top being thinner than the bottom resulting in a constant pout. Her eyes are framed in thick, dark lashes enhancing their strange colors even more. Typically Cicely’s face is viewed with her signature expression present, noted to be mostly akin to the same one Mona Lisa wears in her portrait. (That enigmatic cross between a smile and a smirk yet it’s all together something neutral.) Variants of this are looks of curiosity and contemplation, both of which are highly dangerous. Cicely’s body is overall healthy, lean, and toned.

Overview
"...but I'm not the girl you think you know."
The past 15 years is all Cicely knows. The time before that is lost and she has no recollection of where she came from and how she ended up in the city to begin with. While Gavin has speculated as to her origins he has failed to uncover anything. For the time being Cicely remains blissfully ignorant and struggles with the concept of that changing any time soon.
“Her spirit wild, heart of a child, yet gentle still and quiet and mild.”
Cicely is nothing if not eloquent. One of the Order’s elusive Wraiths and dedicated Archivists she is a delightful and charming young lady who seems to have everything going for her. Sure, her choice of wardrobe may be lacking in lady-like pieces but her sense of decorum and gentle mannerisms cannot be denied. She has a sunny and sweet disposition with a delightful laugh that is practically contagious. Her intelligence and knowledge base seem almost endless as she spends most of her free time held up in the Vault studying and researching. She is both curious and obstinate but finds a balance that allows her to respect others privacy.
However, for all of her positives there are a few faults that even she cannot deny. Under her sunny disposition is a very lonely, and slightly confused young woman. On more than one occasion she has found herself envious of the relationships of others. Her work ethic is both a gift and a curse as she cannot rest until whatever task she has been given is done. Even then there is no rest to be had. Cicely doesn’t for fear of the night terrors that plague her.

“There’s nothing better than a good lie.”
If one asked, “Is Cicely good or evil?” it would be a difficult question to answer. Cicely works only for herself, towards her own goals, and in this sense she is actually rather accomplished despite everything. She works for all sides and no sides simultaneously; she is loyal to everybody and nobody. In short she tries to maintain a sense of neutrality about her. Perhaps they're just tools for her to use, or maybe she's actually being sincere. She takes interest in people with special and/or unique skills/talents, attitudes, and those who strike her interest for no real apparent reason. Often she acts with no regards for herself which may portray her as either having no fear or reckless.
“I got a prescription for my social disease.”
She sometimes loses the ability to grasp simple social rituals which is complicated further by little patience and even less understanding. Moreover she can be a very private person locked in to a simple state of just being and impassiveness. Existing a world where the only question is ‘Does it work?’ Cici really just wants people to make ‘sense‘. Some may question if Cici has ‘feelings’ but they’re there. You’ll catch a glimpse of it in the gracious smile, or nod, or even the unspoken attitude of good will.
“Although I know it’s unfair I reveal myself -one- mask at a time.”
Cicely’s never had a problem surprising others. One minute they think they know her and then… she’s off doing something completely out of character. Not afraid to act arbitrarily, she’s known for going against the norm and is one of the most unpredictable people you’ll ever meet. She can be fun-loving, adventurous, playfully sarcastic, flirtatious and downright feisty with a heart of (slightly tarnished) gold. Generally speaking Cicely is of a very playful sort but enjoys giving those that deserve it a hard time. A good bit of banter is always welcomed.
“I’m just a little bit crazy.”
The girl has attitude maybe slightly schizophrenic, definitely twisted, and even a little arrogant. She’s the type that if she wasn’t shooting at you then she was shooting you the bird. Her definiteness and false self-confidence may be perceived as arrogance by less decisive people. She can excel in areas of study that she specializes in but just as quickly admit to a lack of knowledge or availability to help. She knows what she knows, and perhaps still more importantly, she knows what she doesn’t know. This can sometimes counteract with the narcissistic tendencies which are, but not limited to, brief moments of great fantasies of success without limits, pleas for constant attention, feeling choleric, embarrassed, or arrogantly indifferent to criticism or failure on the surface. Overall, her attitude can be a bit cryptic and sarcastic yet very concrete.
“Give them nothing, take everything.”
Cicely’s an artist, a true prodigy in the ways of deception. It’s impossible to tell what she’s thinking and when she’s thinking it at any given point. She fakes confidence with every heartbeat and is a spit-fire with the commentary. Initially, you’re either going to love her or you’re going to hate her and she doesn‘t exactly make true friends as easily as others.
“I'll do anything to get to the top, even if it means stepping on people.”
Everyone’s out to get something or someone. It’s survival of the fittest. Cicely is no different. Highly competitive, there’s a phrase to describe Cicely. She likes getting what she wants, especially when she wants it. Anything to get that feeling. It’s not so much about the prize of winning as it is the high she gets off it. Of course the prize is always a good thing too. She’ll do -anything- even manipulate others to act in her favor. The sad part is, you may never know its happening. With an overwhelming sense of pride Cici exudes a confidence about her that makes the girl’s resilience unremarkable. Holding a strong sense of self-reliance, she doesn’t usually look to others to solve her problems. In fact, she rarely asks for help and when she does it’s purely for self-gain. She’s selfish to a fault but not so much that she’s blinded by it. One good turn deserves another and she enjoys roping people in to pull favors for her especially when they ‘owe’ her. This is the main reason she doesn’t argue too much when it comes to helping others. They’ll end up owing her in the end and the more favors she can call on the more chances she has to reach her goals. (Whatever they may be.)

Cicely handles her sword as if it is an extension of herself. She practices regularly and makes it a point to keep a sharp blade.

She is a highly skilled dancer and often incorporates this while dueling.
Deceit:
She is a magnificent liar and has no trouble keeping her stories straight.
Singing:
It would be easy, and cliché, to say that Cicely possesses the voice of an angel because how could she not? It is by her very birthright that her voice should be divine. However, when choirs raise their voices to the heavens they often find it difficult to match the latent skill the Fallen demonstrates. Perhaps both a gift and a curse, Cicely’s voice can be described as adaptable: Soft and airy when it suits delivery, full and powerful when needed. Her varied range grants her the ability to shift from an operatic to more contemporary sound with relative ease.
Eidetic Memory:
The ability to recall images, sounds, or objects in memory. Basically anything that Cicely has experienced through one of her five senses can be recalled with perfect accuracy.

The Embodiment of Fear.
Fear Perception:
Cici can discern and understand the greatest fears of other beings. She is able to truly observe the most hidden of fears within an opponent and use those fears to her advantage.
The Collective:
Ability to find a common fear amongst a group of targets.
Fear Inducer:
Cici has the ability to evoke and increase the feelings of fear, horror, dread, terror, etc. on varying levels in a target’s brain to release fear-inducing chemicals. The victim’s perception may be altered, causing them see their environment as ominous and the user as dark and foreboding, or even seen as a monster. Likewise, Cici can bring the fears of others or her own fears to life. (At least mentally.) She can make victims believe that they are living out their worst nightmares. Because this is a mental attack as opposed to a physical one the outside world remains unchanged though the victim may seem to others as having a bout of hysteria. Can effect up to 5 targets at once.

Cicely’s divine heritage allows her a few small perks. The first being that she does not show signs of aging. The second is that she can heal in half the time it would take a normal human.
Flight:
Cicely’s wings give her the ability to fly up to 40mph for no more than three hours a day.
Perception Manipulation:
Cici has the ability to alter how people in the world perceive her. Often it's something as simple as the shape of her nose, the color of her eyes or hair, the shape of her jawline or the color of her skin. She cannot alter things such as height, weight, sex, scent or do such things as make extra appendages appear where there aren't any but she can hide her wings.
PSYCHIC
Psychometry:
Skin-to-skin/object contact allows Cicely to obtain the historical memories or sensations concerning beings and objects that can be observe by the senses. With objects she gains the knowledge including the makers, users, what has been done with it, and how to use the object. However, even though she may learn how to use the object it does not teach her skill by which to use it. With living beings or parts of the body Cicely learns their life-history, memories, secrets, and current emotions. Initial contact with a being or object is often the most intense but sometimes even repeated contact turns up little information. *Special notes for characters: OOC agreements will be made concerning what Cicely can see so far as memories and histories go. It could be anything and everything or only certain moments in time.

Establishes a connection between two, or more, people's minds. The effects on the linked individuals may vary: they may simply be able to read each other’s' thoughts or emotions. As for group links the number of people linked weakens the connection as more are added.

~ HISTORY ~
Cicely has been known by many names and titles throughout history though none have ever truly been accurate. In the before time she existed beside Raziel, Angel of Secrets, as his Servitress of Knowledge. The story goes that Raziel was in possession of the Liber Razielis Archangeli. This book supposedly contained multiple things; the keys to the mysteries of the universe, the nature of time, the mysteries of the human mind, the potential uses of technology, the volatile connection between politics and faith. In other words, the book contained every piece of knowledge in existence. The stories fall short when talking about the book.
Some say it was stored in the greatest of divine libraries. Others state the book never left his side. They were half right. The book was typically kept within the confines of the library and when it would venture out it would be by Raziel’s side. However, the book was never a book at all; it was Cicely herself.
She was there in the Garden when man ate the forbidden fruit. She watched as time passed and by order of Raziel brought all manner of knowledge to humankind. Like a dark muse she inspired greatness and tragedy. A catalyst for the end times, she was once knowledge itself in corporal form. Knowledge is power and any creature with that power could never be pure. Cicely became a Fallen the first time she bestowed knowledge on man and has remained as such. She still roams the earth avoiding both those who would seek to possess or destroy her.
