Rick Thomas Madame Speaker, I request permission to revise and extend my remarks. I join with my colleagues in supporting the motion to call the previous question. What we have here is a case where a distinct minority of this body are content to try and unravel a compromise in which neither of them was involved, in which neither of them contributed anything of value to this discussion and in which neither of them has any interest in turning this compromise into a reality. Instead, they are seeking to unravel a compromise that would result in the most comprehensive reform in a generation. I urge my colleagues to reject the obstructionist tactics being utilized by the members from Oregon and Vermont. I yield. |

Madame Speaker, I have attempted to be constructive by moving to strike a second of this bill which is causing me some difficulty in supporting it; furthermore, if the honourable gentleman from Texas has little more to criticize me on than the importance of my argument from his perspective, and my slip of the tongue in calling you a Mr. despite the fact that you obviously can defend your own gender, then I question who it is in this debate who fails to offer anything constructive. Abstain to Call. Madam Speaker, As a practical matter, we have sufficient illegals in the United States which are working in areas such as agriculture that most citizens want nothing to do with. The situation can not be ignored completely, although I am not certain that the solution is not a guest worker program instead of a pathway to citizenship. Perhaps both are called for. As for the debate over language, I would note that in a substantial section of Miami, it is necessary to be able to speak Spanish, preferably the Cuban dialect, in order to work. In a substantial portion of the State, being able to speak Spanish is a positive when seeking employment. However, at the end of the day, we are as a sovereign nation free to set our requirements as we wish for citizenship, subject to the Constitution, and we do. The rules can vary widely as a result. In short, I actually don't care about an English requirement, either way. Finally, as for what the Founding Fathers would think, this is the House of Representatives. Majority rules. The Senate, where debate is exalted and protected, is on the other end of the building. Whether the Gentle Ladies like it or not, that is how it is. I yield the balance of my time.
