Mitchel was born to Moon and Marie Thibodeaux in New Orleans on 18 August 1951. Moon, a local shrimp fisherman and Louisiana Army Nat'l Guard infantryman, served in WWII and Korea, instilling the American spirit in Mitchel from a young age. Marie was an elementary school teacher. He attended Louisiana State University, and obtained his BA in history before going on to Paul M. Herbert Law Center to obtain his J.D. After doing so, he become a newly DCO, serving a total of twenty-two years before retiring and making a run for the Louisiana House of Representatives. Mitchel would spend a total of nineteen years in the Louisiana House, eventually rising to a leading figure, before making a run for Mayor of New Orleans, a bid for office which he won. He currently serves in that capacity.
