Now, before all else: USE THIS WIKI if you need Raildex references. This is an RP based on that series, so might as well. Here's the signups/forms post.

~Plot~
Academy City- a place where science is free to expand and develop, where the technology has improved by leaps and bounds... And the development of 'espers'. Students flock to the city in order to become 'espers', who have the ability to use supernatural abilities to manipulate the world. Academy City's primary focus is on espers, and thus schools in the city take pride in producing the'strongest' Level 5 espers. To this day, the city strives to make further breakthroughs in the development of these espers.

At the same time, the magicians of the Churches across the world are handling their own matters. These magicians, stemming back from ages past, have shown their interest in Academy City. While most are content with watching the city grow, there are a few curious enough to infiltrate the city and see how it is for themselves.

Science does not yet know of the existence of 'Magic', but the events set forth by this chain of events could very well change Academy City (and the world) forever.

~Setting~
Wiki:

Academy City (学園都市 Gakuen Toshi) is a landlocked sovereign city-state whose territory consists of a walled enclave within the Tokyo Metropolitan Employment Area. It is the primary setting of the Toaru Majutsu no Index series and its side stories.

As the city's name suggests, it is a city of several schools and institutions of higher learning from kindergarten to university level that learn side-by-side along with the scientists who research on psychic powers and higher technology, the latter being one of the primary reasons for its establishment. It is the most advanced city in the world and its technology is said to be 30 years ahead of the world.

Academy City is composed of 23 districts, called School Districts which are simply numbered from one to twenty-three and each of these districts have a specific purpose.

Here's a map for reference and a page for more info:
Spoiler: click to toggle

The school where many of the students involved in the RP is the Higashikata complex, which is a joint middle and high school. Located in District 7 (near the border of it and District 15), the complex is relatively large, with five floors, two outdoor fields and an outdoor pool. On the first floor, there are two wings- an east and a west wing, wherein the first and second-grade middle schoolers take their classes. On the second floor, there is the cafeteria and the classroom for the middle school third graders and the high school freshmen take their classes. On the third, the library and the next two grades; on the fourth, the cafeteria and the senior classes (and a few storage rooms). The fifth floor is half taken up by a library and the other half by a science lab (wherein experiments are conducted). The larger field is in the back of the school, along with a large pool nearby.

The dorms are roughly five minutes away, separated into a male and female dorm (which are on opposite sides of the street). They are more or less apartment complexes that allow two students to share a room; each dorm has two separate rooms with two futons (one in each), a living room, a kitchen and a bathroom. They're pretty barren otherwise unless the students wish to alter it themselves.

Note: Here's a sketch of the school uniform for the spring/summer. The winter version has longer sleeves for both versions and a longer skirt (up to a little over knee-length) for the girls.

((Alright, let's get this thing rolling!))

Hizashi glanced around at the school grounds, seeing them filled with a variety of people. They seemed to be quite lively, which was to be expected; after all, it was the first day of classes. He had just arrived from Tokyo, luggage in tow, but without any proper place to stay until after the dorms were assigned it seemed as if he wasn't going to get his load off any time soon. Dragging his luggage behind him, Hizashi noticed what he assumed to be the class listing posted up on boards in front of the school entrance.

"It looks like they do have those here after all. That's a bit of a relief, I guess..." he said to himself as he walked up to it and quickly scanned the list for his name.
"Hm... Ah, there it is. Class 1-C, huh? Seems like I'll have to find that room in a second." he thought to himself before hearing the screech of a microphone being turned on. Wincing at the noise, he turned to the direction that it originated from before seeing a large platform and a woman who he assumed to be the principal standing on top of it with a microphone. Noting his class down mentally, Hizashi moved towards the podium to listen in.

"Ahem... Hello to everyone this fine morning! To all of you new students: We, the staff of this fine establishment, welcome you to our fine school! For all of you returning students: welcome back! Now, I see that a few of you have just arrived from wherever it is that you came from, and that's fine- We'll be assigning dorms in a second. First, however, we're going to be running the mandatory start-of-year System Scan, so everyone please group over here and wait for your name to be called over the loudspeakers." she said before motioning over to the nearby athletic field. "The process won't take too long, so don't worry- use this time to socialize and meet a few people. As is school tradition, you'll be allowed to buddy up with whoever you want to be your dorm-mate, so have fun with your time here!"

Sighing at the principal's abnormal enthusiasm, Hizashi dragged his stuff with his as he moved to the athletic field to wait.

"You've got to be kidding me. Of all the places to set me up, why'd they send me here...?" he asked himself in irritation before sitting down on his suitcase. "Well, I guess there's nothing to do but wait, I guess..."

Ringo stepped off the plane then thunk, “Ooooo everything is so shiny. So this is what the other side of the world of like.” After leaving the airport he brought out old a fashioned paper map of the city. Then, saying out loud to himself, “let see.. airport is here and district 7 is here. Well time to start walking.” He then starts his walk looking like a backpacker on a tour of a large park. Not ten minutes into his walk, he walked by what he thought was a garbage can. However, the garbage moved as he walked by. Ringo stopped in his tracks then, slowly turned towards it as it wobbled around making washing sounds. The odd cylinder begin moving away from Ringo. However Ringo lost it and grabbed the cylinder picks it up and yelled “WHAT ARE YOU” at it. The wannabe garbage can then shocks Ringo making him drop it on it’s side. As helpless it laid there it started making a siren sound. Ringo panicked and ran away from it. After he ran for a bit he told himself “Don’t touch anything”. A bit more of walking by marbles that blow his mind, he makes it to school. He walked into the yard where other students seem to be gathering. He then thunk to himself “ Well this must be the place” He walked towards the people to see what's going on.

Not five minutes off the plane and a potential threat has already shown itself. With a white sun parasol in hand, Rosanna watches as an anorexic boy marvels at every little thing he comes across. She decides to follow him, and witnesses his little escapade involving the... cleaners? She admits that they are as strange to her as they are to him, but she feels that only the Catholics would hire such a nutty goon. At least, that's what she likes to think: it is very well possible that he's an ally. After all, she had been told that there would be other operatives working within Acadamy City... Though the thought that the Church of England would associate itself with a nutter of equal or greater caliber to him is unpleasant to her.
All the more suspicious is that he was headed in the same direction as she was, and she reaches the school at around the same time as him.

Maria, finally happy to get off the plane, was in awe at the spectacle of an airport she had just arrived in. All the people around her made it hard for her to move around. She didn't like crowded areas, but if she was going to complete her mission she would have to try. Upon exiting the airport, she spied a strange boy picking up what she thought was a just a trash can, but to her amazement it began to move. After he had dropped it on its side and ran off, Maria moved closer to it, and with its' siren still blaring she propped it back up the way she thought it was suppose to be before watching as the robot zoomed off in a random direction. As she gathered her stuff, Maria noticed a girl following the boy that had just left, and though she had looked familiar Maria decided to ignore her for now. She turned her focus to the map of Academy City she had before slowly making her way to the school. Once there, she noticed a lot of students and the two people she had seen around the airport. She slowly weaving her way through the crowd and trying to avoid people to the notice board to see what class she would be in. She carefully looked at the board and, though not used to the numbering system, found her name. She quickly jotted down 'Class 1-C' on the back of her map with a pencil before hearing the announcement from the principal. Her heart sank as she turned towards the athletic field, and it was almost as if a giant chill ran up her spine as she saw all the people crowding the area.

The early bird gets the worm, or so the saying goes, which is exactly what caused Felix to get up so early, get to the school, and start working on the garden that would serve as the club's meeting place this year. Shovel into the ground, dirt out of the ground. A simple process, no powers to make it more complicated, no magic to make it easier, no science to make it more efficient. A man and his shovel, doing what they could to make the world a better place, one hole at a time.

It was hot; simple as that. Shuuki had become too accustomed to the seaside. The air tasted different, even the way the wind moved was unusual. Then again, Academy City had a lot of tall buildings. That was expected of the pitiful scientists. Shuuki scrunched up the bridge of her nose, having to take off her prized hat to endure the heat. "Such pride." She mumbled lightly before skipping her way into the crowd, almost erratically changing her mood around others. The crowd was thick, but she easily picked out the sight of a yellow tube squirming on the ground. A boy was running from it, and everyone around looked as if trying to ignore it, but all were clearly annoyed. Hands behind back, she knelt beside the tipped object, head tilted. Smiling whimsically she bubbled. "Guess someone can't tell an abomination from a toy. I have time. You wouldn't happen to know where he went, do you?" Shuuki bounced upright, the locks of her hair flipping up at the tips. "Oh~ That's right, you have no soul. Carry on like a turtle~" With that, she jogged toward the new school. It also happened to be in the same direction as the boy.

It didn't take long to find her destination. Naturally Shuuki had memorized the twists and turns she needed to take, including the buses. No drivers. To her, this city made a mockery of human capacity. Sure, they may be more powerful...but they all seemed more like lambs to the slaughter. Shuuki kept up a smile. Justice would reach them eventually. For now, she was the wolf in sheep's clothing. It made an even funnier image when she exchanged her tye dye skirt and other articles for a plain uniform. "Another symbol of the herd." She hummed along in the crowd of similarly clad students. The intercom spoke, and she laughed. "Scans? Little sheep, time for sheering." In the back of her mind, a thought fleeted around that made her shiver once.

It was then she recognized the boy from earlier. The stressful thought crossing her mind tripped back into darkness as she strolled up to meet him. Popping over his shoulder, she whispered into his ear. "Never seen a city, have you?~"

Harusaki watched from the second story of the school building. The sun was bright. It was a good day for a walk...but there were too many people. Already dressed in her uniform, the long haired girl wiped her brow, mopping up the floor. Last minute cleaning was a good excuse for her not to deal with the masses. She was lucky, very lucky. The city had been good to her, giving Harusaki experience in independence. At first, it had been just excellent memory. After running to Academy City, her near photography memory had become so much more.

The downside? Crowds were a nuisense when you read everyone within a ten foot radius' mind. Harusaki sighed, relieved by the silence. She could think. Even rising to a level 5 left some control gaps. Maybe that was her own personality? Either way, she was happy. No questions, just her own pursuits. Harusaki peeked out the window again, leaning on the mop handle with her arm. The many colors of students still in causal clothes mixed with already uniformed freshmen made for an amusing sight.

Hizashi sat in the middle of the crown, tapping his hands impatiently before hearing a second announcement from the principal.

"Ah, almost forgot! All regular students, please come over here by the podium and wait until everything is over. Regardless of Academy City's esper population, this school is not exclusive to those alone. Here, we assemble people from the world over who have enough talent to match up to the rest of the world!"

Sighing, Hizashi shook his head and rubbed his forehead with his hands. This principal, he felt, was abnormally cheerful and energetic. He thought that something who had set up such a school in a place of scientific inquiry would be a bit less... Well, childish was the only word he could think of off the top of his head. He perked up, however, when he heard his name being called over the loudspeaker.

"Hizashi Yazawa, Class 1-C! Please come to the school building for your System Scan!"

Shrugging, he quickly picked up his luggage and moved into the school building, where he was greeted by a tall man who seemed to be in his early 30s. His heavy build was quite intimidating, but what was even scarier was the fact that he was wearing what seemed to be a set of light body armor.

"Ah, you must be Hizashi. I've heard much about your siblings- your brother in particular is quite famous here. My name is Hokita Torame, and I'll be your homeroom teacher for the next few years. I'm also in charge of Anti-Skill in this district, so I highly recommend not doing anything too stupid while you're here." the man said before leading Hizashi forward and pointing to a stairwell at the next intersection that they encountered. "Take the stairs up to the second floor. Head to the cafeteria and wait for the test. We're expecting great things from you, even if you aren't esper material."

Mr. Torame laughed and patted Hizashi on the back before noticing his luggage.
"Ah, don't worry about your luggage. Just leave your items here; I guarantee you that they'll be waiting for you once you finish." he said, giving Hizashi a thumbs up before putting his hand up to his earpiece. "Yes...? What, some strange....? Well, today's pretty important so... Mmm, send Gamma Unit's Youko to go keep them moving. Tourists, you know?"

Warily looking at his homeroom teacher, Hizashi put his luggage on the ground near the entrance and quickly walked down the hallway and up the stairwell to the second floor. No matter how much he tried to steel himself, the concept of gaining supernatural powers sent shivers down his spine. Sighing, he silently began to run through every single formula and scientific constant he could think of. Having grown up in such a household, it was almost unthinkable to not know such things.

"I wonder how this test is going to be..." he said to nobody in particular as he passed by the room Harusaki was in before hearing a loud 'crash' from the cafeteria. Recoiling in shock, he quickly dashed over and noticed his older brother standing there, attempting to blow away the smoke that seemed to be rising from a machine nearby.

"Ah... Seems like the precog machine blew out... Of all the times... And just when I was about to-"
"What the heck? What are you doing here?" Hizashi asked before his older brother turned towards him and smiled.
"Oh, you're here? I thought I requested that they not send you right to me... Ah, whatever. How are you, little brother?"
"I'm just fine. So what's the deal? I thought you were a top scientist- why are you here, of all places?"
"Well, this school's got a pretty famous level 5 and a really strange level 0, and I requested to gather some information from them both. On the downside... I had to go run some scans on a few people, so... Yeah."
"Is that all?"
"Yeah, that's about it. But seeing as you're here right now... I've got the equipment ready, so let's run the System Scan. Won't take too long at all."
"Sure, let's do this. Faster we get this done, faster I can get my stuff set up."

Nodding, Hizashi walked over to his brother, who sat down at a desk in the center of the lab.
"Let's start with the basics... I've got to give you a shot, so hold on..."

------------------------
"Copy that, sir. I'll get to it right away." the Anti-Skill member said as he received the transmission. Turning to the two other members of his squad, he pointed to the school gates. "Apparently there are a few tourists floating around. I've just been told to keep them entering the school on the grounds of disturbing the already-chaotic schoolgrounds. I'll be right back."

With his other squadmates nodding at him, the Anti-Skill member known as Youko moved to the gates and in front of the three seemingly out-of-place people.

"I'm sorry, but the school is currently not open for tourists. The Daihaseisai takes place in a few weeks, so please return then if you wish to enter. Otherwise, this place is currently students and faculty only. Please move along." he said, standing firmly in place.

Ringo dropping his head behind him and says “Hey, I don’t really stick out that much, do I?” glancing at the girl talking to him. Then, straightening his head back up he notices the official looking people in armor walking towards him. Saying out loud “Ooooh, look at that! They must take their paper work seriously here.” I guess it is time to start looking for something to show them". Just as he lifts his bag off his back the armored folks says “I'm sorry, but the school is currently not open for tourists. The Daihasomething takes place in a few weeks, so please return something. Otherwise, this place is something only. Please move along". Ringo digging into his backpack. Mumbles “one second, Let me see if I can find something that shows I should be here”. Pulling out a wooden box with engraved metal corners. Ringo pulls 15 different forms from the box. Then hands them to the nearest armored person saying “are you looking for any of the forms here?” Ringo himself not even looking at the forms himself decided to let the armored folks figure it out.

If they're going to be be in the same school, then contact would be inevitable. On that basis, Rosanna decides to reveal herself. "You kind of do; what with that green hair and chaotic behaviour." she says in response to the boy's first question. She then turns to the man in armour. "I do believe that I have my transfer papers right here. I'm supposed to hand these to the teacher, but if you absolutely must confirm my status as a student here then I guess it can't be helped." she says as she holds up a writ of transfer to the officer.
