Now, before all else: USE THIS WIKI if you need Raildex references. This is an RP based on that series, so might as well. Here's the signups/forms post.

~Plot~
Academy City- a place where science is free to expand and develop, where the technology has improved by leaps and bounds... And the development of 'espers'. Students flock to the city in order to become 'espers', who have the ability to use supernatural abilities to manipulate the world. Academy City's primary focus is on espers, and thus schools in the city take pride in producing the'strongest' Level 5 espers. To this day, the city strives to make further breakthroughs in the development of these espers.

At the same time, the magicians of the Churches across the world are handling their own matters. These magicians, stemming back from ages past, have shown their interest in Academy City. While most are content with watching the city grow, there are a few curious enough to infiltrate the city and see how it is for themselves.

Science does not yet know of the existence of 'Magic', but the events set forth by this chain of events could very well change Academy City (and the world) forever.

~Setting~
Wiki:

Academy City (学園都市 Gakuen Toshi) is a landlocked sovereign city-state whose territory consists of a walled enclave within the Tokyo Metropolitan Employment Area. It is the primary setting of the Toaru Majutsu no Index series and its side stories.

As the city's name suggests, it is a city of several schools and institutions of higher learning from kindergarten to university level that learn side-by-side along with the scientists who research on psychic powers and higher technology, the latter being one of the primary reasons for its establishment. It is the most advanced city in the world and its technology is said to be 30 years ahead of the world.

Academy City is composed of 23 districts, called School Districts which are simply numbered from one to twenty-three and each of these districts have a specific purpose.

Here's a map for reference and a page for more info:

The school where many of the students involved in the RP is the Higashikata complex, which is a joint middle and high school. Located in District 7 (near the border of it and District 15), the complex is relatively large, with five floors, two outdoor fields and an outdoor pool. On the first floor, there are two wings- an east and a west wing, wherein the first and second-grade middle schoolers take their classes. On the second floor, there is the cafeteria and the classroom for the middle school third graders and the high school freshmen take their classes. On the third, the library and the next two grades; on the fourth, the cafeteria and the senior classes (and a few storage rooms). The fifth floor is half taken up by a library and the other half by a science lab (wherein experiments are conducted). The larger field is in the back of the school, along with a large pool nearby.

The dorms are roughly five minutes away, separated into a male and female dorm (which are on opposite sides of the street). They are more or less apartment complexes that allow two students to share a room; each dorm has two separate rooms with two futons (one in each), a living room, a kitchen and a bathroom. They're pretty barren otherwise unless the students wish to alter it themselves.

Note: Here's a sketch of the school uniform for the spring/summer. The winter version has longer sleeves for both versions and a longer skirt (up to a little over knee-length) for the girls.

If Akio was at all affected by Seishirou's cold words, his voice didn't show it.

"Active-power espers? Well I'm an esper myself actually, a level 3 in fact. Maybe I could help out with whatever you're studying."

Akio glanced at Harusaki with a friendly grin. "I'd gladly help if Harusaki is helping."

((If you notice that your typos have suddenly been fixed, that's because of me. Sorry, but they bug me XD. I promise that I only correct mispellings))

Seishirou shook his head as he directed the small camera on the computer towards Akio before taking a picture and using it to run a check against all of the school's students.
"Well, let's see about that... Akio Akagi, age 15... AIM Stalker, level 3... Nope, not useful. Now go. Unless you want your powers unusable-"

"Wait, what? Unusable?" Hizashi responded, staring at his brother in shock. "Is that even possible?"
"That's what I'm testing here. Anyways, only way to test that without forcing it to screw up with him is by placing the two side by side. If the rumors are true, you won't be able to use your power for... Uh, let's see here... Rest of the day. Yeah. I can test it with these two without putting them into a spot like that, but you..." Seishirou trailed off. "You could simply fake the results; I can't see what you're seeing, after all. "

Sighing, Seishirou turned back to Akio and shrugged. "So yeah. Out. If he comes up here, I'll be done in a few minutes, alright? Until then..." he stated before going back to his computer. "I'll set them up outside to go run the annual scan on you. Like, right now. No delay. Alright?"

As if on cue, Felix entered the room, looking rather annoyed to the three of them. He walked in and stood a decent distance away from all of them. "You called?" He snapped, wanting to know what was so damned important that they called out his real name and not the one he had it legally changed too months ago!

If he had to go back into the offices to get that fixed, there may actually BE a riot this time! The thought of going back there made him grip his shovel tighter.

Turning to Felix, Seishirou stood up straight and clapped his hands together, smiling.

"Perfect, you're here. That's all I need. Now, stand riiight there..." he said before quickly typing something into his computer and turning he camera towards Felix and running next to Hizashi and handing him a small rubber handball.

"Alright, now shoot it at him."
"Wait, WHAT? I'm not going to-"
"It's just a rubber ball! Now shoot on 3!"

Sighing, Hizashi tossed the ball into the air a few times as Seishirou counted up from 3. As he said the number, Hizashi used his ability to fire the ball straight at Felix, shouting a quick 'Sorry!" as the ball sped towards him.

Felix flipped his shovel up to defend himself, blocking the ball. Fortunately, the ball seemed to have lost most of it's momentum. When it bounced off, it seemed to have been tossed casually at his shovel.

Harusaki strangely didn't find the announcement that her powers might vanish for a day, a bad thing. In fact, her puzzlement came from when she saw Felix enter the room. The name the intercom had called for was a female's. Then again, it should have been fairly obvious it was Felix. No one else had his ability, as far as Harusaki knew.

And she only knew because she had foolishly tried to read his mind before. Felix was a frequent sight for Harusaki, if only because they attended the school's Gardening Club every Saturday. Such a focused, time consuming hobby it was, so most if not all the participants were quiet in thought. Their only thoughts were of flowers and peppers.

Still, Harusaki couldn't help but burst out. "Felix? I thought they sent for a girl-" Harusaki was cut off by the sound of rubber speeding through air like a bullet. Instinctively she ducked down, arms over her head. The heavy headphones swung loosely on her neck.

Peeping her eyes from behind her arms, Harusaki voiced her opinion on the matter. "Don't you think that's enough for testing?" Knowing Sei, the answer would be no, and Harusaki would soon hear only static in her ears.

Seishirou smiled and typed a few things into his computer as he and Hizashi watched the ball harmlessly bounce off Felix's shovel.

"Perfect, perfect! Yes, okay. Now then..." he trailed off before quickly pushing Hizashi into Felix's 'power radius' before pulling him right back out. Hizashi blinked a few time and looked at his brother in confusion as Seishirou handed Hizashi another ball.

"Uh... I don't think this gonna work. Something's... Wrong."

"Don't worry, just try that again. Bombs away!"

Sighing, Hizashi tossed the ball into the air and attempted to fire it, but instead... Well, nothing happened. The ball simply fell to the ground and bounced a few times, harmless as it was before.

"Okay. Explanations, please?" Hizashi asked, turning to his brother (who was busy recording some... Data, he assumed?). Seishirou shrugged and continued typing.

"Why do you think we're researching this kid? He's an anomaly. Under normal circumstances he'd be considered... Well, not a 0, but we can't categorize it and he can't control it as far as I know. It'll wear off in a few. Anyways..." he continued, turning to Harusaki. "Almost done. I just need to run through an analysis of all this data, since it seems that Hizashi doesn't have any of the residual effects that were left behind after you probed around a bit. His brain's... Well, it's normal by his standards."

"Hey!" Hizashi responded, insulted at his brother's comment.
"That was a compliment, idiot. Anyways, what time is it...?" Seishirou muttered to himself as he looked at the monitor's clock. "Oh. Well. Crap."

Sighing, Seishirou stood up and looked at the group, shaking his head.
"I've got all I need for now. You should probably head out; if I recall correctly, you're allowed to leave for the dorms once you've found someone to live with for the next year. Same gender only, too. Well, have fun with that." he said, quickly pushing the group out the cafeteria doors. "I need some time to myself to sort this stuff out. So."

Smiling, Seishirou abruptly closed the cafeteria doors and walked back to his computer to work. Sighing, Hizashi shook his head and turned to everyone else.
"Sorry about that, my brother's... Weird, if you haven't already guessed. He's definitely a jackass at times, though, so he's got that. So... About that dorm stuff..." he said, turning to Felix and Akio. "Either of you want to pair up?"

Ringo noticed a crowd gathering around a board. He walked over to it and saw that board had rooms and names on it. He spotted his name on the board, next to A-6. Ringo didn’t see any maps of the school around to tell him where this was but he didn’t mind, he liked being lost and wandering around.

While wandering around in the halls looking for A-anything, He spotted a ball rolling out of a room into the hallway, the ball rolled up to him. Ringo snapped the ball up but, while bending back up he noticed something on the wall. A flyer for the journalism and photography club. It read, “Join the journalism and photography club! We write stories on things really matter, We take pictures that people will remember for ever, we travel Academy City far and wide with our special press passes, be the first to see the newest greatest things Academy City has to offer!” What Ringo read “ Join the journalism and photography club! We write stories on stuff. We take a lot pictures of everything. We travel Academy City far and wide with our special press passes that lets you go where ever you want and do whatever you want.” Ringo took the flyer off the wall and looked at the ball in his other hand. saying “Ha, a club match made in heaven. Well thank you Mr.ball for showing me this. Better return you wherever you came from.”

Ringo poked his face into the room that the ball came and tossed the ball lightly under hand at one of the random people saying “Heads up”, He was about to ask where the A-6 however, his eye caught what looked like blood in tubes and a machine that was clearly for taking blood on one of the tables. Ringo let out an “eeeeehh well, have a good day” then, he spun out of that room. All he could think was “better hurry up and find this A-6 place. The joy of wandering has passed now.”

The sensation was numbing. Even having checked off everything she had to do on her list, Harusaki felt wrong, very wrong. Perhaps it had something to do with being shoved out of the school cafeteria into the bear of a guy who Harusaki thought was named Felix. With such close proximity, his strange aura made something appear that Harusaki did not have enough of.

Silence, pure silence echoed throughout her head. Not even the buzzing static of unclear thought occupied the space. It felt wrong, but right at the same time. In fact, Harusaki's usual headache was fading. Bliss, sweet bliss.

Though now she had to remember reality was a thing. Harusaki stumbled around, grabbing her headphones by the large muffs. "Gah, talk about secretive...." Harusaki backed up from Felix, staring at him like she was expecting him to speak. Quickly, her attention turned to Hizashi. "Frankly, your brother's annoying. He also briefly thought about my waist..."

All of them were out in the hall, confused. Harusaki rubbed her forehead. "Dunno about you, new kid, but now's the best time to get acquainted with folks. Here, I'll help you start!" Harusaki made a rather blunt move and pushed Hizashi into Felix. "You'll like him. Just play a few rounds of stickball." She gave Felix a stern smirk. "Isn't that right, Kiku?"

Hizashi flailed a bit as Harusaki pushed him into Felix, the strange sensation he had felt earlier running over him again, He quickly took a few steps back and looked at Harusaki in annoyance.

"That was a bit uncalled for." he said, looking at his right hand as he clenched and unclenched it. The feeling that going near Felix had left him with was... Weird, to say the least, and it was probably going to be impossible to get used to. "Regardless, I'm not a fan of baseball, regardless of how popular it is."

Brushing himself off, Hizashi glanced at the locked cafeteria doors and back at the rest of the group before sighing.

"Well, it's a bit crowded in this hallway. Should we... Uh... Head outside or something?"
