THE GENERAL ASSEMBLY,

1 Recognizing the potential benefits to the world offered by unmanned aerial vehicles,

2 Aware of the countries that have embarked on ventures to develop this multifaceted technology for a multitude of
3 uses,

4 Having examined closely the use of drones and its associated costs and benefits specifically in the context of
5 military operations,

6 Deeply concerned with the reports of the civilian deaths resulting from drone strikes,

7 Noting further the lack of specific action and efforts from countries sending drone strikes to minimize such civilian
8 deaths,

9 Emphasizing that these civilian victims are innocent human beings and not simply militants to be treated as
10 collateral damage,

11 Observing the apparent increase in terrorism resulting from the status quo use of military UAVs rather than the
12 reduction striven for by countries associated with drone use,

13 Alarmed by the monopolized nature of drone warfare with large hegemons being the only countries utilizing and/or
14 developing drones for military use,

15 Convinced that such concentration of military might and power in the proverbial superpowers of the world has the
16 potential to instigate heightened tensions and conflicts throughout the world,

17 Realizing that this misallocation of power is an inevitable consequence of the advanced and expensive nature of
18 UAV technology without proper regulations from the United Nations,

19 1. Proclaims the use of UAVs for military purposes as necessary only in the most dire cases;

20 2. Notes that drone technology in its current state is simply too underdeveloped for widespread military use;

21 3. Recommends member states to create the International Committee on Drone Strikes (ICDS) with the
22 following rules and responsibilities:
23 1) the ICDS is to be composed of representatives appointed by the 100 countries ranked highest on the most recent
24 Global Peace Index produced by the Institute for Economics and Peace with one representative from each country and
25 representation reorganized every 5 years,
26 2) any member state believing a drone strike to be necessary will submit a proposal to the committee outlining
27 when and where the drone strike will be carried out as well as the reasons they believe the drone strike is necessary,
28 3) a simple majority vote from the ICDS approving the proposal will result in the drone strike being carried out in
29 the manner proposed
30 4) proposals made by member states are to be considered classified with no portion of their contents being revealed
31 to any individual outside of the ICDS,
32 5) the ICDS will have authority over drone strikes from July 1st, 2015 through June 30th, 2025 unless this time
33 period is voted to be extended or shortened by member states,
34 6) the location at which the ICDS will meet is to be voted on by member states but must reside within the country
35 of one of the representatives of the ICDS;

36 4. Calls upon member states to condemn any drone strike that is not approved by the ICDS;

37 5. Requests member states to surrender a portion of their drone arsenals to the ICDS which are to be used to
38 carry out approved drone strikes;

39 6. Encourages member states to continue development of drone technology to improve the efficacy and
40 efficiency of approved drone strikes;

41 7. Further invites the member states to expand the authority of the existing United Nations Institute for Training
42 and Research (UNITAR) to include research and training for drone technology and usage;

43 8. Reaffirms the potential UAVs have to revolutionize almost every aspect of the world;

44 9. Trusts that with responsible usage and research the full benefits of UAVs can be realized.

Good resolution but I think you should review some of your operative clauses because some are a little vague. Step 1, 2, 8, and 9 would fit better in your preambulatory clauses. Also I don't think you meant efficacy in operative clause 6, maybe effectiveness?
