Name: Sophie Li Committee: Health and Human Services Subject: Medical Infrastructure Proposed by: Republic of China (Taiwan) The General Assembly, 1) Fully aware of the inadequate level of medical infrastructure in developing countries, as well 2) as areas of some developed countries, 3) Noting further that the development of medical technology is heavily focused on causes 4) relevant to developed countries, 5) Bearing in mind that developing countries may not be able to fund the improvement of 6) medical facilities, grants for researching solutions to other medical problems, or 7) manufacturing complicated, yet relevant and necessary medical devices, 8) Recognizing the importance of developed countries in providing foreign aid to 9) developing countries, 10) Realizing that developed countries also have issues with inadequate medical infrastructures, 11) especially if there is a large income disparity between upper classes and lower classes, 12) Acknowledging that governmental issues in recipient countries may prevent the efficient use 13) of aid for its intended purpose, 14) Having considered and received several proposals by member states to remedy this problem 15) in prior years, 16) Having studied the effectiveness of the Millennium Development Goals, particularly the 17) effectiveness of funding the project, 18) Keeping in mind that the Post-2015 Development Agenda presents an opportunity to revise 19) the Millennium Development Goals to address the growing issue of ineffective medical 20) infrastructure, 21) 1. Recommends that future revision of the Millennium Development goals includes a 22) provision that sets aside a percentage of Official Development Assistance for the 23) improvement of hospitals, health posts, and health centres, especially in rural areas; 24) 2. Further recommends that the U.N. consider permanently increasing Official Development 25) Assistance as a percentage of developed countries GDP from 0.7%; 26) 3. Endorses efforts to reduce corruption and ensure the correct distribution logistics of aid at 27) the country and local level; 28) 4. Expresses its hope that developing countries and developed countries will collaborate 29) to develop solutions for current issues with the effectiveness of medical devices in multiple 30) areas; 31) 5. Encourages member states to promote and reward the development of medical devices 32) relevant to the necessities of developing countries as well as their own needs through 33) nationally funded efforts; 34) 6. Emphasizes the importance of trained and competent medical personnel in facilitating 35) correct and efficient use of facilities and equipment and supports U.N. collaboration with 36) non-profit organizations that promote this; 37) 7. Notes that improving medical infrastructure must be considered a long-term goal due to 38) the amount of time that it takes to make significant progress, and thus emphasizes the 39) importance of commitment towards solving this problem. PASS Excellent! Only potential improvement is to discuss the impacts of better medical infrastructure with a few numbers (x% increase in medical infrastructure results in y lives saved). Good job with the 0.7% GDP specificity. |
