7) Recalling that the numerous oil spills in the last decade, most notable among

11) Taking into account that oil is one of the most important substances to the world
12) economy,
13) Realizing that oil is necessary, and cannot be cut out of the world economy
14) quickly and efficiently,
15) Guided by the united Nations previous attempts to limit Oil based harm to the
16) environment by removing lead from gasoline, as well as taking a lead in
17) responding wherever oil based disasters occur,
18) Noting further that this list of United Nations actions is long on responding and
19) short on stopping these harmful disasters,
20) 1) Calls for a joint United Nations effort to patrol the state owned
21) companies as well as the Oil Supermajors, and fight for a cease in
22) oil based disasters.
23) 2) Urges each and every member of these United Nations to put in
24) place anti-spill regulations, consisting of regulations to prevent all
25) preventable disasters, such as a ruptured pipeline, a run aground
26) oil barge, a broken oil well, as well as laws protecting the safety of
27) all laws in the industry and to impose bans on non compliant firms.
28) 3) Trusts that every nation to create harsh sanctions, such as loss
29) of the permit to drill for oil, if the regulations of that country are
30) not followed.
31) 4) Requests that the joint members of these United Nations join in
32) unified sanctions that allow no import, export, or use, of every
33) company that knowingly endangers the environment through
34) disregard of these sanctions, as well as the oil from the countries
35) that either do not regulate their oil production or trade, either do
36) not create sanctions for the breaking of these regulations or do not
37) enforce their regulations, or of those that do not join in the United
38) Nations combined sanctions against these countries and
39) companies.
40) 5) Declares accordingly that a committee be formed, with
41) permanent big five members, and twenty more members, that will
42) routinely inspect the oil mining and transporting facilities of each
43) country to make sure they are up to par, as well as inspect the
44) regulations and sanctions of each member state, to ensure
45) correct legislation is created.

Revise

The only real thing you should fix here is italicizing declaratory clauses and underlining operative clauses. Unfortunately, I can't pass a resolution if it doesn't fit the format. If you can fix that I can pass it - other than that, fantastic work.

Sorry, I forgot to format the original post because the forum's UI is a pain and I normally attach the formatted doc. So now, I formatted, and attached the doc.
