Subject: Strategic Focus of the World Bank
Proposed by: Taiwan

The General Assembly,

1) Aware of the fact that the lack of infrastructure has drastically slowed economic growth in
2) developing countries, especially those of the Arab Spring,

3) Realize that this not only affects economic growth, education, and the chance to step out of
4) poverty for people living in developing countries, but moreover billions of people’s lives
5) improved: by having electricity, basic sanitation, etc,

6) Remember that people need basic infrastructure to live, and furthermore gain access to a better 7) future,

8) Recognize that this is a “circle” issue; poverty is a result of lack of education, political
9) instability, epidemics, and many other causes that can be diminished with the building of
10) infrastructure. However, it is impossible to build more infrastructure with low funds, and the 11) continuing issue of poverty, despite global efforts,

12) Take caution that the Middle East has rich natural resources that it’s selling to both the west 13) and the east; many countries do not like the United States, because of their support for Israel. 14) This indicates that many countries in the UN may not be able to help build infrastructure by 15) supporting them financially: importing oil,

16) Bear in mind that China is a huge importer of oil, and 50 percent of it is from the Middle
17) East, making China a large contributor to their economy, and indirectly, building of
18) infrastructure,

19) Take note that industrial development lowers the poverty rate, and Africa needs it. However, 20) their lack of infrastructure in water and power are greatly impeding them from acting further,

21) Recall how US funded for South Sudan’s first power plant, and a German development
22) cooperation helped instal solar energy at 70 public health centers in Ethiopia. Furthermore, 23) the US for providing seven billion dollars to help increase access to electricity in Africa,

24) Recognize to apply these contributions from Africa to the Arab World, to help build
25) infrastructure, help end poverty, and thus create new opportunities,
26) Guided by the efforts that have been made, and the various studies that have shown how (a 27) lack of) infrastructure greatly impacts people’s lives in developing countries, the UN needs 28) to strive for a goal that,

29) 1. Calls for a new emphasis on building infrastructure in the Middle East, in addition to
30) Africa;
31) 2. Focuses on lack of water and electricity in Africa;
32) 3. Approves of direct economic help from countries such as the United States that the Middle 33) East does not favor due to past warfare;
34) 4. Influences developing countries to allow and encourage foreign investments beyond oil 35) and other natural resources;
36) 5. Maintain a healthy relationship between the UN and countries that have been hostile
37) towards certain members of the UN while helping build infrastructure, and improve living 38) conditions there;
39) 6. Urges the UN to consider fund raising options, and direct more global attention towards 40) this issue through news broadcast, radio, and social media, with the goal of gaining better
41) water and electricity access in Africa, and repair work in the Middle East;
42) 7. Endorses strengthened relationships between the UN and the local governments of
43) Afghanistan, Ethiopia, Chad, Cambodia, Haiti, Ghana, India, Rwanda, and Bangladesh,
44) which are the countries most lacking in water (ecorazzi, 2012);
45) 8. Expresses its hope for friendly help from the UN, to not engage in hostile activities when helping build infrastructure, and funding the middle east;
