The General Assembly,

1) Aware of the dangers that foodborne illnesses pose to both developing and developed
2) countries,

3) Bearing in mind that diarrhea, a symptom of several foodborne diseases, killed 1.5 million
4) people (more than half of which were children under five) and was the third largest cause of
5) death in low income countries in 2012,

6) Deeply concerned that Rotavirus (the genus of viruses that causes the most diarrhea cases in
7) children) vaccines are only used in 41 countries as of 2013, despite being on the World
8) Health Organization’s (WHO) Model List of Essential Medicines,

9) Noting that 40% of all foodborne outbreaks in the WHO European Region from 1994-2004
10) were caused by improper handling by the consumer,

11) Recognizing that contamination at the food processing and manufacturing level is possible if
12) regulatory agencies fail to properly inspect facilities,

13) Acknowledging that many countries do not have the resources to construct a full and ethical
14) bureaucracy,

15) Approving the current collaboration between WHO and the Food and Agricultural
16) Organization of the United Nations (FAO) to produce the Codex Alimentarius, a set of
17) standards for food safety and production,

18) Realizing that the Codex is controversial due to its prescriptive nature and implied use as an
19) international standard, and that the commission has been accused of undermining small
20) farmers and businesses by promoting such standards,

21) Noting that ISO 22000 (a set of standards that pertains to food safety management) is
22) currently under revision, and that ISO has general consultative status with the U.N Economic
23) and Social Council,

24) 1. Affirms its support of regulatory agencies at all levels of government, including programs
25) that set international standards;

26) 2. Confirms the right of states to not follow certain guidelines set in the Codex Alimentarius
27) (as it is a voluntary standard), but discourages it and warns of the inevitable repercussions
28) and dangers of not setting proper standards within national and local government;

29) 3. Supports the general development and research of medical and sanitation infrastructure,
30) especially efforts to treat, prevent, and eradicate diseases related to unsafe water supply, and
31) promotes international collaboration and aid to achieve this goal:
32) a) Further requests for wider distribution of the Rotavirus vaccine to prevent diarrhea;

33) 4. Calls for several different, targeted approaches to preventing and solving this problem,
34) depending on the specific issues in the region, as issues with food safety can arise anywhere
35) along the food supply chain;

36) 6. Promotes food-safety education of consumers in countries with a high level of government
37) regulation at the industrial level;

38) 7. Draws attention to bureaucratic corruption and the effects that it has on manufacturing, and
39) notes the negative effects that it can have on a country’s economy through recalls and general
40) mistrust by the consumer;

41) 8. Encourages the development of new and fair ISO standards that specifically pertain to
42) small businesses, to ensure food safety at all levels;

43) 9. Confirms the fact that food safety is a pervasive issue that is related to several other global
44) problems (including food security, overall sanitation, and medical education), but expresses
45) its hope that these actions will help lower incidence and mortality rates of foodborne and
46) waterborne diseases.
