The General Assembly,
1) Realizes the global destabilization caused by terrorist activities throughout the world has posed
2) as a major threat towards:
a. The global economy
b. Global peace
c. Sovereignty of our independent nations

3) Alarmed at the increasing nature of inexcusable, destructive acts by organized terror groups
4) against an unarmed civilian population in various regions across the world.

5) Cognizant of worldwide disputes over a definition of terrorism due to differences political and
6) military interests between world powers, leading to the potential for argument and the arising
7) of inconsolable differences between nations.

8) Regards the formation of radical extremist groups in the middle eastern region of Africa as a
9) major threat to peaceful civilian populations in addition to the independence and sovereignty of
10) the region’s local governments.

11) In strong accordance with the notion that nations must unite together rather than
12) bickering about political differences while their civilians equally lay at harm and risk.

13) Supports the belief that nations must work in tandem with each other to collaborate towards
14) common definition of terrorism as a means of taking action and response towards the obscene
15) practices demonstrated by radical extremists in the Middle East and throughout the world.

16) Wills to arrive at a peaceful and swift solution towards the problem at hand to further prevent
17) unnecessary civilian casualties by extremist and uncategorized “terror groups” in various regions
18) of instability.

19) 1. Calls for the cooperation between governments, even in the midst of varying political views as
20) a means of protecting the lives of civilians from both states, as civilians should be the last to
21) suffer the consequences of unaligned political and military interests.

22) 2. Demands the arrangement of a Security Council session where nations would collaborate on a
23) list of criteria towards identifying a terror group to invoke cooperation between nations for the
24) sake of their innocent civilian population.
25) 3. Emphasizes the necessity of a of a system for the passing and failing of proposed criteria in the conference including:
a. The proposal for a criteria by a country
b. Idea is put to vote by the council, requiring an 80% vote to pass
c. If an idea fails to pass by vote, anyone one member of the council can call for a revision by asking for a revision vote.
i. The passing of a revision vote would require 80% of the council to accept, thereby initiating the editing of the proposal. After the conclusion of the editing session, the council will vote again for passage, restarting the process.

d. Proposals significantly biased towards the foreign policy of any one nation will immediately be put to revision, or scrapped all together.
e. Proposals harming the foreign policy of other states will be scrapped immediately with no revision

26) 4. Empowers the United Nations to draft a strict policy regarding the implementation of the
27) proposal, including a time limit for implementation, penalties and sanctions towards nations
28) purposefully discrediting or unwilling to follow the proposal.

29) 5. Requests the formation of a temporary peacekeeping army of 1 million troops (10,000 from
30) every able-bodied nation) to assist in identifying and eliminating regional, violence-provoking
31) groups to countries that lack in an organized military or policing units.
32) 6. Calls for a second Security Council meeting after the finalization of the proposals for nations
33) to work together with each other to collectively establish a current list of terrorist organizations,
34) from each nation, and for its routinely updating every monthly period.
