The General Assembly,

1) Recognizing that half of all out-of-school children live in conflict-affected countries, and that
2) 95% live in low and lower-income countries,

3) Noting with deep concern that 781 million adults are also illiterate, and 63.5% of the illiterate
4) adult population are women,

5) Aware of the possibility of hostile reactions as a result of U.N. intervention,

6) Deeply
concerned about the imminent dangers that children face when attempting to gain an
7) education in conflict zones, and aware of the several causes of the dangers,

8) Acknowledging that there are several logistical issues in educating those displaced due to
9) conflict, including language differences, associated costs of schooling, transportation, loss of
10) wages from child labor, and lack of educational resources in refugee-hosting countries,

11) Bearing in mind that 80% of the world’s refugees are hosted in developing countries,

12) Approving of the U.N. Secretary-General’s Global Initiative on Education, especially its
13) three priority goals, and, by extension, its organizational partners and the U.N.’s Millennium
14) Development Goals,

15) Noting with satisfaction that the enrollment rate in primary schools in developing countries is
16) 90%, up from 83% in 1999,

17) Noting with regret that the share of humanitarian aid for education has declined from 2% in
18) 2009 to 1.4% in 2011,

19) 1. Calls for immediate further action to be taken in order to keep and improve enrollment rate
20) at all levels of education in developing and conflict-affected countries, especially those that
21) host a significant amount of refugees from other conflict zones;

22) 2. Further requests international collaboration and recognition on this topic, especially across
23) developing and developed lines, to develop solutions as well as to consider the global
24) implications of said solutions;

25) 3. Endorses concurrent U.N. conflict resolution, peacekeeping, and stabilization strategies to
26) address the root of the problem to provide a permanent solution to this crisis;

27) 4. Recommends an increase of the percentage of humanitarian aid for education to above
28) 2009 levels, considering the growing population and recent global crises involving large
29) amounts of refugees in the Middle East;

30) 5. Supports a targeted approach individualized to each conflict zone, prioritizing funding for
31) the areas that would improve enrollment the most;

32) 6. Reaffirms the importance of this topic and its close relationship with other global problems
33) such as poverty, and urges a scaling fund in order to provide for the growing population of
34) the future.
