Name: Thomas Lin Committee: Global Security Subject: Drone Warfare Proposed by: Taiwan (ROC) The General Assembly: 1) Aware of drone use in the war on terror by the United States, 2) as well as possible violation of human rights through drone warfare, 3) Taking into account unmanned drones positive use for surveillance, regulation, and defense, 4) while the taking in the risks of drones used to target innocent individuals, 5) Having considered the FAA’s regulation on unmanned drone use within public airspace, 6) Bearing in mind the rule’s guidance for unmanned aircraft systems for commercial use, 7) compared to unmanned aerial vehicles used in combat, which could follow similar regulations, 8) though there is currently no international rule set down to regulate drone usage, 9) Aware of drone’s possible use for espionage, smuggling, and terrorizing the public 10) Noting with concern the increased availability of recreational drones 11) and growing development of drone technology for defense and commercial use, 12) Alarmed at the risks of drones if used poorly for violence or abuse against the population, 13) 1. Calls upon drone manufacturers to develop firmer guidelines for safety and production 14) to counter risks of hijacking drones or malfunctions; 15) 2. Approves of individual drone guidelines for individual countries within regulated airspace; 16) 3. Accepts drone use for recreational and commercial purposes such as monitoring agriculture, 17) or film production within certain guidelines set by the country on locations and users; 18) 4. Recommends drones usage for surveillance and defense for countries that are in need, 19) as well as drone usage for trade and corporate shipping with proper regulating by the user; 20) 5. Invites other nations to set guidelines for drone regulation, 21) to protect the country not only regionally but for the international dispute as well; 22) 6. Proclaims that unmanned drones though may currently be militarized do resolve issues with, 23) human pilots in planes but still needs to be commanded by an person so conflicts such as, 24) massacres due to rampant drones used with the objective of killing; 25) 7. Further recommends drones in the open market are not capable of modifications which may 26) result in domestic weaponry against the population, including the drone itself so that domestic 27) drone violence will be regulated similarly to unmanned aerial vehicles used by the military. |
