KO JE SPAMOVAO DOK MENE NIJE BILO???!!!
SAD MORAM DA NADOKNADIM

Na Novom Zelandu su stvorene krave genetski modifikovane da daju visoko-proteinsko mleko za industriju sira. Njihovo mleko sadrži do 20 odsto više beta-kaseina i dvostruku količinu kapa-kaseina nego mleko običnih krava.

PRISTINA CALLS ON WEST TO SUPPORT ITS INDEPENDENCE

PRISTINA, 9 December (Tanjug) - Kosovo Albanians on Sunday invited Western countries to give urgent support to their demand for full independence from Serbia, since negotiations had failed, Reuters and Free Europe reported on Sunday.

BASQUE MINISTER- KOSOVO'S INDEPENDENCE IS POSITIVE PRECEDENT

BRUSSELS, 9 December (Tanjug) - Kosovo's independence is positive for Basque and all other regions that strive for self-determination of peoples, Basque Justice Minister Juseba Azkarraga Rodero said in an interview for the Brussels weekly New Europe.

SAMARDZIC SAYS UNILATERAL MOVES LEAD TO CONFLICTS

BELGRADE, 9 December (Tanjug) - Serbian Minister for Kosovo-Metohija Slobodan Samardzic said on Sunday that unilateral moves regarding the future status of the province led to unforeseeable processes that would last for a very long time and would consist of conflicts, rather than the calming down and stabilisation of the situation in Kosovo-Metohija and the region.

LAVROV WARNS OF VIOLENCE; SOLANA DOWNPLAYS FEARS

BRUSSELS, NICOSIA, 9 December (Beta, Reuters) - EU foreign policy chief Javier Solana believes there will be no violence in Kosovo come December 10.

"I don't expect unrest after December 10. I expect the Serbs and Kosovo Albanians will be prudent and won't risk stability in the Balkans," Solana said in an interview with Germany's Welt am Sonntag newspaper.

"It is clear that the future of Serbia and Kosovo lies in the European Union. That's something that both sides Agree on," Solana was quoted by Reuters.

A troika of EU, U.S. and Russian mediators told U.N. Secretary-General Ban Ki-moon in a report on Friday that their mission failed because neither side was willing to give way on the fundamental question of sovereignty over Kosovo, the agency says.

Meanwhile, Russian Foreign Minister Sergei Lavrov was due to visit Cyprus on Sunday to confer with a fellow opponent of unilateral independence for Kosovo on the eve of the EU meeting.

Unlike Solana, the Russian diplomacy chief fears violence is possible, Ria Novosti reports.

"The implementation of this scenario [unilateral independence] could provoke further interethnic contradictions and new violence in the region."

"Against the background of Kosovo developments, the situation is seen to aggravate considerably in other countries of the region, first of all, in Macedonia, Bosnia and Herzegovina. A unilateral solution will inevitably set a precedent for other similar conflicts," Lavrov said in an interview with Cypriot media.

Lavrov said Moscow is especially concerned over the threat that international law as the foundation for stability of interstate relations could be undermined.

Cyprus is one of "four or five" EU countries opposed to the move, Reuters says.

Cyprus Foreign Minister Erato Kozakou-Markoullis told Reuters her government wanted a negotiated and Agreed settlement backed by the UN Security Council.

"Otherwise we risk undermining the whole UN system and its institutions, and this could create a very dangerous precedent," she said in a reference to the fear that the self-proclaimed Turkish Republic of Northern Cyprus could also gain recognition.

EU leaders are expected to Agree this week that efforts to reach a negotiated solution to the Kosovo problem are exhausted, and offer to take responsibility for security and justice in the province.

Ischinger will brief European Union foreign ministers on Monday on the results of four months of mediation efforts and urge them to help stabilize the Balkan territory by sending in police and justice officials soon.

Leaders of the 27-nation bloc are expected to declare in a statement at a summit on Friday that negotiations are over and that the future of both Serbia and Kosovo lies in the European Union, diplomats said.

They are also likely to confirm they are willing to dispatch police and justice missions and appoint a high representative to oversee Kosovo if asked by the Kosovo Albanian government and the United Nations Secretary-General.

PONOS: ARMY READY FOR DIFFERENT SCENARIOS

BELGRADE, 9 December (FoNet) - The Serbian Army (VS) is carefully monitoring the situation in Kosovo and the south, CoS Lt. Gen. Zdravko Ponos says.

The army chief of staff also told FoNet news agency this Sunday that the VS has developed plans to counter "different scenarios", but that, at this point, the conditions for their activation are not present.

"The political perception of people who lead the country is not such that it envisages serious engagement of troops that the citizens should worry about. But this, of course, is not ruled out," Ponos said, and added that it is the army's job to be ready for different situations.

The general also said that the army has so far not received any orders for combat deployment in case of a unilateral declaration of Kosovo's independence by the province's ethnic Albanian leadership.

Speaking about Kosovo, Ponos said the situation there was relatively calm and stable, but with potential of rapid escalation.

"The situation is such that it can change very quickly and then become difficult to control," he assessed, adding that KFOR provided assurances that it was making preventive preparations.

As for the statements coming from some politicians and the media, seen as "sabre rattling", Ponos said they have no bearing on the army, which has its own system of subordination and chain of command.

KOSTUNICA PROPOSES NEW ROUNDS IN KOSOVO, BELGRADE

BELGRADE, 9 December (B92, Tanjug) - Prime Minister Vojislav Kostunica Saturday urged further talks on Kosovo's future status.

The proposal to continue negotiations on Kosovo's status should not be rejected, Kostunica told Tanjug, and voiced Serbia's readiness to start new negotiations "in any town in the province, and then in Belgrade."

"Serbia wants to negotiate to find a political and democratic solution for the province," Kostunica said.

"In Europe, the solutions for even much smaller problems than Kosovo are sought through negotiations, and it is unthinkable that someone does not want to negotiate, and instead opts for unilateral solutions."

The Russian initiative, as a permanent Security Council member, to continue with talks is a proposal in the spirit of the basic UN mission to find a negotiated solution in keeping with the law and UN Charter, the prime minister explained.

"It is of greatest importance for the Security Council to support Russia's proposal, and Serbia gives its full support to this constructive initiative, because it is the only way to avoid the unforeseeable and long-term crisis in the region," Kostunica said.

Earlier, the government also strongly supported Moscow's official initiative launched at the UN Security Council with the aim of continuing negotiations.

"Serbia is ready for the continuation of negotiations and prepared to take its share of responsibility for finding a solution which would be in accordance with UN Security Council Resolution 1244, UN Charter and Serbian Constitution," Tanjug after Russia's permanent representative to the UN Vitaly Churkin presented the initiative in the United Nations Friday.

Churkin said that Russia prepared and distributed the document for the UN Security Council session scheduled for December 19, calling for more talks on the future status of Kosovo.

"The elements of proposal channel both the Contact Group and sides to the continuation of negotiations which, according to us, can be completed successfully," Churkin said, quoted by Itar-TASS news agency.

LAVROV BLAMES U.S. FOR KOSOVO DEADLOCK

MOSCOW, 9 December (B92, Tanjug) - Sergei Lavrov says some Western countries, primarily the U.S., "are the main obstacles to a Kosovo compromise".

Their position that independence of Kosovo has no alternative represents the main obstacle for finding a compromise solution for the future status of Serbia's southern province, the Russian foreign minister said on Saturday.

According to him, Kosovo Albanians were "ready to review" elements of their independence demands.

"Unfortunately, the orientation of some Western countries, primarily the United States, that independence has no alternative, about which they talk publicly all the time, is, of course, the main obstacle in the search for a negotiated solution," Lavrov said.

The chief of Russian diplomacy added that this was "discussed in detail" at the Russia-NATO Council in Brussels Friday, but that, "judging by everything, the U.S. partners had not been reached."

Lavrov also voiced hope that the UN Security Council would draw the relevant conclusions from the report submitted Friday by the mediating Troika.

Meanwhile, Moscow's envoy to the Troika, Aleksandr Botsan-Kharchenko, told Tanjug that a EU Mission to Kosovo is not envisaged under UN Security Council Resolution 1244, unlike international KFOR and UNMIK forces, and this can be changed or modified only through a new resolution.

"I believe that Resolution 1244 determines precisely the presence of KFOR and UNMIK and if any modification or change is needed, e.g. for an EU mission to replace UNMIK, a new resolution is needed as the basis of Belgrade's agreement to the EU sending a mission," the Russian diplomat said.

Botsan-Kharchenko said that Moscow "repeatedly explained" its stand and efforts aimed at continuing Kosovo negotiations to the UN secretary-general.

The Troika-led talks between Belgrade and Pristina ended with no breakthrough and the Contact Group Troika's mandate expires on December 10.

EX-KFOR CHIEF WARNS OF "KOSOVO MESS"

LONDON, 9 December (AFP) - The Kosovo situation is "a mess" that threatens to spill over into ethnic violence again, says a British general.

General Sir Mike Jackson, the former British Army chief who commanded the Kosovo Force (KFOR) when it entered the province in June 1999, said there was a minefield ahead in which all parties must "tread carefully", in an article in the British weekly newspaper The Sunday Telegraph.

"It is, sadly, anything but clear: the Kosovo Albanians expect independence, which Belgrade refuses to concede. We should not underestimate the volatility of this situation," Jackson wrote.

"While both Kosovar and Serb leaders claim to oppose the use of force to achieve their aims, the same cannot be said of the ethnic paramilitary groupings."

UN Security Council resolution 1244 stipulated that Kosovo was to remain part of Serbia, but under UN administration.

"At this point, we have a mess. It seems that UNSCR 1244 remains extant until the Security Council removes it, but Russia will not allow this," Jackson said.

"So what happens to the current UN mission in Kosovo? Do the staffs of recognizing countries leave, while those of non-recognizing countries remain? What of KFOR? Will Kosovo qualify for UN membership?

"All of this will provide much work for diplomats and lawyers, but not, I fervently hope, for soldiers."

"I do not believe the Serbs would be so foolish as to invade Kosovo in the face of KFOR, but I do fear further ethnic violence, and thus the need for KFOR reinforcement."

"Perhaps the international community's aversion to boundary change should be re-examined in this case," Jackson added.

"The largest concentration of Kosovo Serbs lives north of the River Ibar, adjacent to Serbia proper. This small area was transferred from Serbia to Kosovo only 40 years ago. A restoration might have merit."

"If Kosovo's independence really is to be the last piece of the Balkan jigsaw, there must be an unprecedented generosity of spirit in all concerned," Jackson concluded.

SUTANOVAC URGES KFOR TO PRESERVE STABILITY

BELGRADE, 8 December (Beta) - Dragan Sutanovac called on NATO defence ministers to prevent any attempt to destabilize the situation in Kosovo.

In a letter sent to NATO member-state ministers ahead of yesterday's meeting in Brussels, the defence minister stresses that Serbia entirely relies on the promises of NATO officials that KFOR will react decisively against any act that might jeopardize stability, and will protect all Kosovo's residents.

In the letter, seen by Beta, Sutanovac reiterates that Serbia and her security forces "will do everything in their power, including the application of the most stringent measures, to preserve peace and stability in south-central Serbia, in the event of an escalation of the crisis."

He told the ministers that the successful resolution of the Kosovo situation was crucial for security and enduring peace in the region, which was of great significance and a key condition for future prosperity.

Sutanovac said that the army was continuing to cooperate with KFOR, as the only forces responsible for security in the province, and expressed his readiness to offer every assistance and support that international forces might require to enhance security, in the best interests of all.

"EU MUST ASSUME RESPONSIBILITY FOR KOSOVO"

BRUSSELS, 8 December (Beta) - France, the UK, Germany and Italy have asked EU member-states to "take responsibility" over Kosovo.

In a letter from foreign ministers to EU member-states, seen by France Presse, it is stressed that the resumption of the negotiating process, whose deadline expires on Monday, would be "unnecessary" and could even lead to a further deterioration of relations between Belgrade and Pristina.

A week ahead of an EU summit where the 27 member-states are due to adopt a declaration on Kosovo, representatives from the four countries are calling on their partners to "play the role of instigator in order to bring the negotiating process to a close."

France Presse says that the four countries in question have already expressed their readiness to recognize Kosovo independence, adding, at the same time, that four member-states are particularly opposed to such a step: Spain, Greece, Slovakia and Cyprus.

The four signatory countries have expressed their hope that together with strong EU support, they will receive UN approval to send a mission, in spite of opposition from Russia, who has the right to a veto in the UN Security Council.

Nonetheless, the letter states that Kosovo independence "would clearly cause hardship for Serbia, who has always opposed this. For that reason, the letters signatories have called on support to be offered to Serbia to accelerate her path to EU membership."
