Is this some sort of bargaining rhetoric before ratification of the nuclear deal? Why would he say this at such a delicate time?

Khamenei raised the issue while discussing the recent nuclear deal between Iran and the so-called P5+1 -- the United States, United Kingdom, France, Germany, China and Russia -- by which, among other things, Iran agreed to cut its uranium stockpiles and centrifuges and limit uranium enrichment in exchange for the West lifting sanctions against the Islamic Republic.

Just more Iranian political lunacy. They're probably getting help from China and Russia to get around the embargo, and they feeel they've got to always make it look like they hate the USA to stay in favor.

No, I don't either. But I would think they're smart enough to know if they ever pulled anything bad enough we'd wipe them off the map.
